Position Summary
As a licensed Journeyman Electrician, monitor and maintain airport jetbridges and baggage delivery systems; install, maintain, modify and repair high and low voltage single and multi-phase transmission, distribution, lighting, communication, control and alarm systems and components; troubleshoot problems in electrical systems and components and perform a variety of technical tasks relative to assigned area responsibility.

Maintain trash compactor; repair electrical and hydraulic systems including high pressure switches and oil levels; calibrate hydraulic pressure systems.
Maintain electrical roll-up doors including clutch adjustments, chain tensions and replacement of steel cables.
Maintain and operate fire alarm, security and surveillance, emergency generator and emergency management systems; test general efficiency, power supplies and battery charging system; perform preventive maintenance.
Install and maintain cable network for card access, radio equipment and public address systems.
Install conduit and wiring systems for additions, remodels and new construction projects.
Diagnose and repair complex control systems malfunctions requiring extensive knowledge of a variety of electronic or digital control systems and ability to test and write modifications in multiple languages of system software.
Operate and maintain digital system controls common to wide variety of electrical controls, HVAC systems.
Conduct extensive research as needed to improve and maintain technical proficiency in Division assets regarding automation controls and electrical systems; complete certifications as required by Department.  May function as lead personnel in emergency situations in coordinating mechanical and electrical repairs and projects with other trades, and with Aviation, Airline and Tenant Managers in the absence of supervisor.

SUPPLEMENTAL FUNCTIONS:Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of electrical automation.
Report and handle Jetway and facilities emergencies in accordance with established procedures as necessary.
Respond to requests and inquiries from the general public.
Perform related duties and responsibilities as required.
Minimum Education, Experience And Additional Requirements
High school diploma or GED; and

Five (5) years of electronic or electrical systems installation, maintenance and repair experience at the electrical journeyman level.

Typical Tasks

Minimum Qualifications:

Employment Standards

  • Bachelor’s degree from an accredited college or university in Accounting or Business Administration with a Concentration in Accounting;
  • At least five years of full-time, paid professional public, management, and/or government accounting/auditing experience performing a wide variety of accounting, auditing, budgeting, and/or fiscal duties such as establishing and maintaining accounting records, participating in budget preparation and control, reviewing and analyzing accounting and financial transaction records, and preparing financial statements and reports.
  • Strong knowledge of Microsoft Office (Excel, Word, and Powerpoint) along with the ability to use advanced Excel functions such as pivot tables, VLOOKUP/XLOOKUP, conditional functions such as SUMIFS, etc.

Enterprise Director of Planning – FLL

The Broward County Aviation Department (BCAD) seeks an Enterprise Director of Planning (EDP) who will be responsible for overseeing and directing all planning activities within BCAD, ensuring the strategic planning of the airports’ master plans, long-range plans, Airport Layout Plans (ALP), and the Capital Improvement Plan (CIP). The EDP is a key member of the Senior Team who reports to the Capital Project Management Administrator.

Following the approval of the master plans in 2020, BCAD is actively developing projects outlined within the plans. The EDP plays a crucial role in advancing aviation planning projects to promote CIP implementation and resilience projects that support master plan execution, environmental programs, and the integration of technology for airport development. Additionally, the EDP oversees other BCAD planning activities associated with economic impact analysis, grant writing and administration, and federal and state legislative efforts.

The position manages a total staff of 11 individuals, including the Environmental Program Manager and staff, the GIS Program Manager and staff, and the Aviation Planning Manager and staff.

Position Qualifications

·        Thorough knowledge of principles and practices associated with the implementation of large scale, complex airport construction and engineering programs.

·        Thorough knowledge of all federal, state, and local regulatory requirements applicable to airport operations related to planning, engineering and construction.

·        Thorough knowledge of the funding processes in a municipal environment as related to budgeting, cost accounting, financial planning, and management.

These duties include, but are not limited to, driving refueler units, fueling aircraft, towing aircraft, assisting passengers and flight crews with luggage and refilling refueler units at the bulk fuel storage facility.

Responsibilities (Essential Functions)

– Fulfills customer service requests by performing the following duties:

  • Direct arriving aircraft to appropriate parking areas and safely marshal the aircraft to a parking position.
  • Be the first point of contact for arriving passengers and flight crews.
  • Assist flight crews, once passenger needs have been met, with ground transportation, service request (fuel, catering, etc.), or other various needs. In some cases a Ramp Coordinator will be present, and it shall be the Ramp Coordinator’s responsibility to be the first point of contact with the passengers and flight crew and coordinate any service requests.
  • Gathering and disseminating service requests and length-of-stay information from the flight crews to either the Customer Service Representatives or the Ramp Coordinator, as appropriate.
  • Employ standardized practices and procedures to service aircraft (including but not limited to: towing and refueling) in a safe and efficient manner.
  • Refilling refueler units at the bulk fuel storage facility.

– Performs various aircraft service duties, as directed by the Supervisor or Shift Lead, in a safe and efficient manner.

– Performs work in a safe manner at all times, which includes protection of customer assets(aircraft). Proper procedures, guidelines, and regulations must be followed at all times. Non-adherence to any of the rules, regulations, guidelines, or procedures is deemed unacceptable and will result in disciplinary action which may include termination.

– Performs Customer Service functions when required.

– Performs other duties as assigned.

Education Requirements

– High School Diploma, GED or any combination of experience and training which provides the required knowledge, skills and abilities.

– Must exhibit the desire to continue training and increase knowledge needed to stay abreast of changing industry regulations, standards and procedures.

Experience Requirements

– Experience preferred in the FBO or airline industry, materials handling or customer service.

Knowledge, Skills, and Abilities

– The ability to safely and efficiently operate powered industrial equipment.

– The ability to use a personal computer, with skills in Microsoft Windows, including Outlook, Word and Excel.

– This position requires skills in prioritization, organization, verbal communications and interpersonal relations, and the ability to manage multiple tasks simultaneously.

Licenses Required

– Valid Driver’s License.

– Must be able to secure and maintain GSP ramp driving privileges.

Certifications Required (Must have or be willing and able to obtain)

– NATA Professional Line Service Training certification.

– Diligence must be exercised when handling confidential information.

– Reasonable care for equipment/process will prevent injury/damage.

– Responsible for own work but must coordinate work with others.

Working Conditions

– Physical Demand – Use of personal protective equipment is required. May be exposed to heat, cold, rain and snow in a noisy environment. Must possess the ability to perform strenuous physical activities such as lift passenger bags weighing at least 50 pounds, engage in sustained physical exertion and perform arduous work under adverse conditions and maintain physical fitness pertinent to the work.

– Mental and/or Visual Demand – Mental and visual demands are high and vary with function performed. Consistent mental attention needed to respond safely and efficiently.

– Attentiveness to work procedure will reduce potential risk of injury in work areas.

– Specific vision abilities include close, distance, color and peripheral vision, and depth perception. Employee is required to have the visual acuity to analyze data and figures, operate a computer terminal.

– Exposed to normal aviation environment.

– This position requires uncommon tours of duty to include but not limited to weekends and holidays, rotating shift assignments and overtime duty.

– Will be subject to recall after normal duty hours.

– Must be able to complete and pass a background investigation, drug screening, and physical examination as per Federal, State, and GSP Airport District requirements.

WHAT YOU WILL DO IN THIS CRITICAL POSITION…
Enterprise Labor Relations Strategy

Develop and lead a coordinated, enterprise-wide labor relations strategy that promotes short-and long-term planning and coherence across multiple collective bargaining agreements.
Plan across bargaining cycles to establish disciplined approaches to preparation, sequencing, and prioritization that support predictable labor outcomes.
Collective Bargaining & Negotiations

Serve as the lead negotiator and management spokesperson for collective bargaining agreements, including development of bargaining strategy, proposals, and settlement frameworks.
Prepare and execute Memorandums of Agreement, Understanding, and Exception, as well as supplemental agreements.
Monitor labor relations trends, statutory changes, and legal decisions to inform negotiation strategy.
Business Partnership & Operational Integration

Act as a trusted advisor and representative of management in highly visible labor matters across aviation, marine operations, public safety, and other business lines.
Maintain a strong understanding of operations and represented work groups through direct engagement, ensuring labor leadership is grounded in how work is performed.
Contract Administration, Grievances & Dispute Resolution

Oversee the interpretation and administration of collective bargaining agreements, work rules, and related policies.
Lead and represent the organization in grievance management, mediations, arbitrations, and Employment Relations Board proceedings, in coordination with legal counsel.
Financial Awareness & Sustainability

Requirements
WHAT YOU NEED TO HAVE IN YOUR BACKGROUND…
8+ years of progressively responsible experience in labor relations, including leading or owning complex collective bargaining negotiations and advising senior leaders.
Experience in a public-sector or highly unionized, complex organization with multiple bargaining units and varied contract provisions.
Strong working knowledge of labor law, collective bargaining, grievance and arbitration processes, and applicable federal and state regulations, including Oregon PECBA or comparable frameworks.
Working understanding of the financial implications of labor agreements and experience partnering with Payroll, Benefits, Finance, and Legal.
Proven ability to influence, build trust, and remain calm and effective in high-stakes, high-visibility situations.
Experience improving documentation, consistency, or knowledge management related to labor practices or contract interpretation.
Bachelor’s degree in Labor Relations, Human Resources, Business, Social Sciences, or a related field; Master’s degree and/or CLRP, PHR, or SPHR preferred.
