The City of Charlotte is seeking an Airport Operations Director – Emergency Services for the Charlotte Douglas International Airport (CLT) to provide strategic leadership for all emergency-related functions across the airport. This executive-level position ensures operational readiness, regulatory compliance, and coordinated response for emergency management, EMS, law enforcement support, and Airport Operations Center (AOC) activities. Airport Operations Director – Regulatory Compliance

This critical leadership position ensures adherence to Federal Aviation Regulation (FAR) Part 139, TSA 1542, and other aviation safety mandates. The position oversees the contractual partnership with the Charlotte Fire Department to ensure the effective delivery of Aircraft Rescue and Firefighting (ARFF) services at the airport. The Director oversees training standardization, operational audits, performance metrics, and readiness testing, working closely with federal agencies including the FAA, TSA, and CBP to uphold the airport’s safety and compliance standards.

Key responsibilities include:

Reporting to the Senior Director, Maintenance, the Director, Maintenance Pearson Long-Term Investments in Facilities and Terminals (LIFT) will serve as the single point of contact representing the Maintenance Department in a major infrastructure redevelopment project, Pearson LIFT at Toronto Pearson Airport. You will serve as the primary Maintenance liaison between internal and external stakeholders. You will facilitate and ensure effective and efficient discussion and communication, coordination, and resolution of key issues and/or concerns related to LIFT, as well as corporate strategic initiatives (i.e., Vision plan, Asset Management Program, etc.) with possible future capital program impacts. As a member of the Single Point of Contact (SPOC) Cabinet, the Director will provide 360° views of the Maintenance department as it relates to activities impacting LIFT as well as the LIFT program itself with the intention of driving alignment between the Maintenance department and the LIFT Program​.

You will be the Subject Matter Expert of the Maintenance Department, ensuring that maintenance considerations are incorporated into all phases of the program/redevelopment project, from planning and design to construction and commissioning. You will identify risk through reviews of information and program design plans, specifications and schedules and provide feedback.  You will conduct technical reviews of program documentation to ensure alignment with maintenance requirements and oversee quality assurance processes to ensure maintenance standards are met throughout the project lifecycle.

What You’ll Do

DEN’s Design, Engineering and Construction division is looking for an experienced Principal Program Manager to lead the DEN Pena Boulevard Program and the DEN Runway Program. The successful candidate for this position will bring significant experience managing large Transportation and Highway Programs and/or Aviation and Infrastructure Programs for major renovations or new construction. This position will lead the Program Management consultant teams to oversee the design and implementation of the programs. This position will be responsible for regularly communicating the program’s scope, schedule, budget and key performance indicators (KPIs) to DEN executives.

Pena Boulevard

DEN recently completed studies including the Pena Boulevard Master Plan and Transportation Demand Management (TDM) Plan. Currently DEN is constructing safety improvements and pavement rehabilitation on Pena Blvd. outbound from the Jeppesen Terminal to Jackson Gap Street. DEN has recently entered a contract to perform a NEPA Study to identify a preferred alternative for Pena Boulevard between I-70 and E-470. Lastly, DEN has a design solicitation currently in procurement to improve and rehabilitate Pena Blvd. between E-470 and Jackson Gap Street. This position will be responsible for programmatically leading these projects.

Runway

DEN is in the process of planning for a runway. The program management team (PMT), Environmental consultant and Design consultant are contracted. DEN is currently in the Pre-Environmental Phase and initiating Preliminary Design as prerequisite to the Environmental NEPA process. This position will be responsible for managing current Future Runway tasks.

Required Minimum Qualifications 

  • Education:  Bachelor’s Degree in Engineering or Architecture.
  • Experience:  Five (5) years of professional experience at the type and level of an Engineer/Architect Manager, Engineer/Architect Supervisor, or Engineer/Architect Specialist.
  • Education and Equivalency: Two (2) years of the appropriate type and level of experience may be substituted for each required year of post high school education.  A combination of appropriate education and experience may be substituted for the minimum education and experience requirements.
  • Licensure & Certification:  Requires a valid Driver’s License at the time of application.

  • Analyzes and implements changes to project scope, timeline, resources, and budget as needed.
  • Ensures compliance with IT industry standards and organizational protocols; manages project risks and crisis responses.
  • Maintains quality assurance for deliverables and manages project closure tasks, including lessons learned reviews.
  • Provides leadership and oversight to junior project managers, assigns work, and contributes to performance management.
  • Helps define and implement project management methodologies and best practices across the organization.
  • Collaborates with IT program managers and executive leadership to align technology projects with strategic goals.

We are looking for candidates with the following skills and experience:

  • Proficient in Bluebeam, Excel, and Visio for design and documentation
  • Extensive experience of inside and outside plant (ISP/OSP) cabling.
  • Experienced in managing end-to-end IT infrastructure projects, including structured cabling, data centers, and network systems.
  • Strong background in project documentation, stakeholder communication, and aligning technical design with construction timelines.

Required Minimum Qualifications 

  • Education:  Bachelor’s Degree in Business Administration, Information Systems, Computer Science or a related field.
  • Experience: Four (4) years of experience managing medium to large sized information technology projects to include experience at the type and level of the IT Project Manager II.
  • Education and Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post high school education. Additional appropriate education may be substituted for the minimum experience requirements.
  • Licensure & Certification:  none.
