The Reno-Tahoe Airport Authority is seeking an experienced Labor Relations Manager to join our team.

You are a diplomat and an analyst, a negotiator and a strategist. You are empathetic, solution-oriented, and a consummate team player. That’s a high-level description of the Labor Relations Manager at the Reno-Tahoe Airport Authority.

Who are we? We are the owners/operators of the Reno-Tahoe International Airport. We are a small but mighty team of 280-ish employees who take tremendous pride in the work we do and the important role we play in our community and the Reno-Tahoe region. We are accounting professionals and Maintenance staff. We are Architects and Engineers, Police Officers and Operations Managers (and much more). And, we are undertaking the largest capital improvement project in the history of our airport: MoreRNO.

Reporting to the Director of People Operations, you will have the opportunity to put your strong experience to work establishing best practices and setting the standard in this new role. There’s constantly something interesting happening at the RTAA, and as a member of “People Ops,” you are always close to the heart of the action. We are a well-established team and are looking for ambition and expertise in equal measure as we guide our organization into an exciting era which will see the opening of a new RTAA Headquarters building (HQ) and new terminals. We are extremely culture-focused and work hard every day to keep our department and our organization moving forward in a positive direction. Responsibilities: In This Role You Will

·         Establish positive working relationships and provide ongoing support for RTAA managers with respect to employee relations and collective bargaining agreement (CBA) requirements. Provide counsel and coaching for managers and employees to assist with finding solutions in complex performance and disciplinary cases.

·         Establish positive working relationships with shop stewards and other union/association representatives to improve collaboration and facilitate effective problem solving and conflict resolution when necessary.

·         Serve as RTAA’s Chief Negotiator during new or successor negotiations; perform analyses of union proposals; craft counter and initial proposal language, obtain/prepare cost data for RTAA and union proposals as needed.

·         Administer and interpret provisions of RTAA collective bargaining agreements for management, supervisors, payroll and other employees; resolve disputes over contract interpretation, disciplinary procedures and actions, and other related issues.

·         Manage grievance processes including compliance with timelines, grievance meetings and responses, and negotiated settlements; coordinate and assist with arbitration as requested. Collaborate with legal counsel as needed through Director of People Operations.

·         Manage employee relations issues from complaint to resolution, recommending appropriate disciplinary actions up to and including termination.  Assist with development of Performance Improvement Plans (PIPs), as needed and appropriate.

·         Conduct through investigations regarding behavioral and performance issues in accordance with RTAA policies and provisions stipulated in Collective Bargaining Agreements.

·         Administer all compensation and other programs in accordance with their respective CBAs and applicable guidelines. Oversee data, pay and classification changes in the Human Resources Information Systems (HRIS) and the performance management and timekeeping systems to ensure accurate and timely payroll data. Work closely with Payroll Administrator as needed.

This position is essential personnel as part of RTAA’s Emergency Response Team and is required to respond to airport incidents as requested/required.

Entry Salary: $105,700 – $131,000 per year, with opportunity for additional merit-based increases to a range maximum of $156,400. Initial salary placement will be based upon experience and qualifications.   This position is salaried and exempt from overtime.

Minimum Requirements: Education | Experience

Bachelor’s degree in Business Administration, Human Resources, Labor Relations, or related field or equivalent experience.
A minimum of 5+ years of increasingly responsible experience in People Operations/Human Resources with strong working knowledge of collective bargaining tactics and principles.
3+ years of labor relations experience, performed in a collectively bargained environment.
3 + years experience with employee relations practices from complaint to resolution.
Required Licensing and/or Certifications

·         Possession of a valid Driver’s License; ability to obtain and maintain eligibility to hold a Security Identification Display Area (SIDA) badge.

·         SPHR/PHR or SHRM certification is highly preferred.

Position Summary
Lead, oversee and participate in the more complex and difficult work of staff responsible for cleaning and maintaining City buildings; order and receive janitorial supplies and equipment and perform a variety of technical tasks relative to assigned areas of responsibility.

Plan, direct, and participate in all custodial activities; strip, re-finish, wash, wet and dry mop and sweep floors; wash windows, walls, ash cans and doors; arrange furniture; replace burned out light bulbs.
Clean restrooms; scour and clean all porcelain fixtures with cleaning powder and disinfectant; check and replenish tissue, towels and soap.

Assistant Director – Operations – DAL

·        High school diploma or GED plus eleven (11) years of the required experience including three (3) years of the stated supervisory/project management experience will meet the education and experience requirements.

·        An associate degree in any field plus nine (9) years of the required experience including three (3) years of the stated supervisory/project management experience.

·        A bachelor’s degree or higher in a non-specified field plus nine (9) years of the required experience including three (3) years of the stated supervisory/project management experience.

·        A master’s degree or higher in a specified field plus five (5) years of the required experience including three (3) years of the stated supervisory/project management experience.

·        Must pass FAA and TSA background and investigations.

Provide technical expertise to enable the Airport’s ability to identify and remediate exploitable cyber-related vulnerabilities present within the SFO’s infrastructure including the ability to detect and block emerging cyberattacks as they occur. Review cybersecurity vulnerabilities, advisories, and alerts from a variety of sources; determine applicability to Airport information systems and data, assess the potential impact on Airport operations; and coordinate follow-up activities based on the severity and exploitability of these vulnerabilities. Provide the technical expertise to enable the Airport’s ability to respond to cyber-related issues in accordance with digital forensic and incident response guidelines established by US-CERT and the U.S. Department of Justice.
– Lead the design, implementation, and monitoring of technical controls related to information security across all Airport divisions. Collaborate with engineering peers to analyze, detect, identify, and correct cybersecurity issues within Airport information systems; troubleshoot issues of high complexity and scope. Be responsible for planning, direction and oversight on multiple cyber security projects and initiatives. Direct projects to successfully meet schedule, budget, and scope.
– Direct and coordinate cybersecurity reviews of software architecture, programs, and code that is developed for and deployed within Airport information systems, including the implementation, and testing of remediation activity arising from cybersecurity assessments and audits. Administer penetration testing of SFO networks and systems. Ensure that remediation of infractions resulting from annual pen tests are properly documented and corrected in a timely fashion. Direct the coordination and implementation of corrective measures while adhering to change control policies and practices; this may involve site visits, telephone assistance, remote systems or network management, and participation in technical committees.
– Liaise with other Airport sections and City departments and maintain cooperative relationships with vendors, contractors, and other agencies. Facilitate communication between SFO and federal agencies in matters related to information security and cyber-security as directed by Cybersecurity and Compliance Director.
– Prepare documentation related to cybersecurity standards, specifications, and procedures, including troubleshooting techniques related to system and network software and hardware; develop and review documentation prior to general distribution. Demonstrate and provide training on cybersecurity technologies and systems to both IS and non-IS professionals including demonstration and training of staff in the use of new hardware or software products. Collaborate with vendors, technical support hot-lines, and other sections, divisions, and departments to resolve complex systems or network problems.
– Design, plan, integrate, test, implement, document, and enhance the physical and logical controls used to protect the confidentiality, integrity, and availability of Airport information systems and data, including, but not limited to SAML, public key encryption, secret key encryption, SSH, SSL, and multi-factor authentication. Configure, maintain, and install security products and applications including, but not implemented to: Tenable Nessus and Tenable Security Center, Crowdstrike MDR/EDR, and “next-generation” firewalls. Monitor network performance and capacity using management tools such as Splunk or SolarWinds. Perform and utilize protocol captures and decodes using commercial and open-source tools such as Wireshark and next-generation firewalls.

 

How to Qualify

Education: An associate degree in computer science, computer engineering, software engineering, or a closely related field from an accredited college or university or its equivalent in terms of total course credits/units. [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely related field].

AND

Experience: Five (5) years of experience analyzing, installing, configuring, enhancing, and/or maintaining the components of an enterprise network.

License and Certification:

Desirable Qualifications:

– Two (2) or more years of experience maintaining satisfactory attestation against one or more Cardholder Data Environments subject to the Payment Card Industry Data Security Standard (PCI-DSS).
– Two (2) or more years of operational experience managing a cybersecurity vulnerability management program, using cyber-security tools such as Tenable Nessus, Tenable Security Center and the Crowdstrike EDR/MDR platform in an airport environment or a similar large, regulated, complex multi-tenant environment.
– Two (2) or more years of experience working with business and technical stakeholders creating accurate network and data-flow diagrams from which accurate firewall policy can be established.
– Two (2) or more years of experience contributing to the success of large, complex, multi-year IT cyber-security projects and initiatives within a large federal, state, or municipal government department.
– (ISC)² certification or associate certification as Certified Information Systems Security Professional (CISSP) by the International Information System Security Certification Consortium, also known as (ISC)².
– Ability to obtain National Security Clearance.

How to Qualify

Experience: Four (4) years of verified civil (including structural /or transportation), or electrical, or mechanical technical engineering drafting experience using CAD or BIM systems to prepare engineering drawings and other engineering graphic material, at least two (2) years of which must have been in a position with duties comparable to those of Class 5362 Engineering Assistant;

2. License: Possession of a valid California driver license.

Substitution:

– Additional education with major coursework in Computer Aided Design and Drafting from an accredited college or university may be substituted for the required experience on a year-for-year basis (up to a maximum of two (2) years). Thirty (30) semester units or forty-five (45) quarter units equal one (1) year; OR
– Possession of a current and valid Autodesk Certified Professional & Expert certificate may be substituted for the two (2) of the four (4) years of verified technical engineering drafting experience above.

The Aviation Director works under the direction of the Chief Operations Officer (COO) and serves as the chief executive responsible for managing daily operations and guiding the long-term development of the Aviation Department. This executive role provides strategic leadership in planning, operations, finance, and stakeholder engagement, ensuring the airport system remains competitive, safe, and economically viable.

The Department has an annual budget of approximately $68 million and 293 full-time positions. It operates two municipal airports: the Albuquerque International Sunport, covering approximately 2,200 acres, and Double Eagle II. The Sunport is the largest and most active multi-modal facility in New Mexico, classified as a medium hub airport by the Federal Aviation Administration (FAA). It is home to six major commercial carriers and eight affiliates and is recognized as a key economic engine for the state. Double Eagle II, located on Albuquerque’s west side, supports about 150 general aviation aircraft and 66,000 annual operations, including training, military, air ambulance, charter, private, and corporate flights.

The Aviation Director ensures compliance with federal and legislative regulations, as well as airport rules, policies, and procedures, with a strong emphasis on safety, security, and customer service. The Director represents the City in local, regional, and national forums and serves as the key liaison with the FAA, TSA, airlines, tenants, military partners, community leaders, and the traveling public.

Position Summary (Primary Function)

The Line Service Technician I performs various service-related duties for aircraft and customers utilizing the facility. These duties include, but are not limited to, driving refueler units, fueling aircraft, towing aircraft, assisting passengers and flight crews with luggage and refilling refueler units at the bulk fuel storage facility.

Responsibilities (Essential Functions)

– Fulfills customer service requests by performing the following duties:

  • Direct arriving aircraft to appropriate parking areas and safely marshal the aircraft to a parking position.
  • Be the first point of contact for arriving passengers and flight crews.
  • Assist flight crews, once passenger needs have been met, with ground transportation, service request (fuel, catering, etc.), or other various needs. In some cases a Ramp Coordinator will be present, and it shall be the Ramp Coordinator’s responsibility to be the first point of contact with the passengers and flight crew and coordinate any service requests.
  • Gathering and disseminating service requests and length-of-stay information from the flight crews to either the Customer Service Representatives or the Ramp Coordinator, as appropriate.
  • Employ standardized practices and procedures to service aircraft (including but not limited to: towing and refueling) in a safe and efficient manner.
  • Refilling refueler units at the bulk fuel storage facility.

– Performs various aircraft service duties, as directed by the Supervisor or Shift Lead, in a safe and efficient manner.

– Performs work in a safe manner at all times, which includes protection of customer assets(aircraft). Proper procedures, guidelines, and regulations must be followed at all times. Non-adherence to any of the rules, regulations, guidelines, or procedures is deemed unacceptable and will result in disciplinary action which may include termination.

– Performs Customer Service functions when required.

– Performs other duties as assigned.

Airport Project Planner/Scheduler
