The Risk and Claims Specialist serves as a key subject matter expert in the Airports Authority’s Risk Management Department, leading the investigation, evaluation, negotiation, and resolution of property, casualty, Workers’ Compensation, construction related, and other lines of insurance claims. In this highly visible role, you will partner with leadership, legal counsel, safety teams, and construction management to reduce organizational exposure, strengthen risk control practices, and support major operational and capital programs.

Serves in the Risk Management Department of the Office of Human Resources and Administrative Services at the Corporate Office Building (COB).

You will work independently and exercise significant judgment in managing complex, high value claims while providing technical guidance, training, and strategic insight to employees, managers, and external partners. This role is essential to protecting the Airports Authority’s financial, operational, and reputational interests.

GENERAL RESPONSIBILITIES

Leads complex, multi‑line claims management for property, casualty, Workers’ Compensation, construction‑related, and other insurance claims, exercising delegated settlement authority and recommending resolutions for higher‑exposure matters.

Serves as a strategic advisor on claims and risk‑management issues, providing training, guidance, and consultation to managers, supervisors, and project teams across the Airports Authority.

Conducts comprehensive investigations, including interviews, site inspections, evidence collection, and review of police reports, medical records, repair estimates, photographs, drawings, and technical documents.

For construction‑related claims, collaborates with construction managers, contractors, engineers, and project leadership to assess site conditions, contract requirements, safety protocols, and potential liability.

For Workers’ Compensation, coordinates with injured employees, supervisors, medical providers, and third‑party administrators to ensure timely reporting, treatment authorization, case management, and return‑to‑work planning.

Ensures proper chain of custody for evidence and maintains accurate, detailed claim files and documentation.

Utilizes the Risk Management Information System (RMIS) to analyze claim trends, generate reports, and support data‑driven decision‑making, including construction loss data, OSHA‑related metrics, and Workers’ Compensation analytics.

Works closely with the Claims Program Manager, Safety Program Managers, insurance carriers, legal counsel, outside attorneys, adjusters, and appraisers to evaluate liability, document damages, and resolve claims efficiently and fairly.

Conducts research and reviews leases, contracts, construction agreements, and project documentation to identify risk exposures and ensure compliance with insurance requirements.

Reviews certificates of insurance and related documents submitted by contractors and vendors, assessing risk levels and recommending modifications to insurance requirements.

Supports the development of risk‑management strategies, including construction risk‑mitigation initiatives, injury‑prevention programs, and Workers’ Compensation cost‑containment measures.

Represents the Risk Management Department in meetings with construction teams, engineers, insurers, consultants, and other stakeholders to discuss claims, reserves, and risk‑related issues.

Develops and delivers presentations and training on claims processes, risk‑management strategies, construction safety expectations, and Workers’ Compensation reporting responsibilities.

Performs other duties as assigned.

QUALIFICATIONS

Five years of progressively responsible experience in claims management, including handling one or more of the following lines of coverage: property, casualty, Workers’ Compensation, construction‑related, and other insurance claims.

Demonstrated ability to conduct thorough investigations, analyze complex information, and manage high‑exposure or multi‑party claims.

Knowledge of and ability to apply claims interviewing and investigative procedures, legal and medical terminology, insurance adjusting principles, contributory negligence, and administrative hearing or litigation processes.

Knowledge of and ability to apply property, casualty, construction, and Workers’ Compensation laws, regulations, case precedents, and investigative requirements.

Skill in using computers and modern office software, with emphasis on automated risk‑management information systems.

Ability to maintain strict confidentiality regarding personal and sensitive information.

Strong analytical skills with the ability to interpret data, identify trends, and make informed recommendations.

Excellent written and verbal communication skills, including the ability to prepare clear reports and present information effectively to diverse audiences.

PREFERRED QUALIFICATIONS

Experience in risk management within a commercial airport, construction environment, transportation system, or other complex operational setting.

Knowledge of and ability to apply the Virginia Workers’ Compensation Act.

Professional designation such as Associate in Claims (AIC) or related certification.

Bachelor’s degree in Risk Management, Business Administration, or a related field.

EDUCATION

High school diploma or GED required.

Airport Operations Coordinator

JOB DESCRIPTION: Comply with Federal Aviation Administration and Transportation Security Administration regulations required to operate a commercial airport, Milwaukee Mitchell International Airport (MKE), and a general aviation airport, Lawrence J. Timmerman Airport (MWC). This position is responsible for ensuring the efficient flow of passengers and traffic through MKE facilities and roadways, completing daily airfield inspections at MWC, and handling multiple forms of communication and disseminating information to personnel at MKE and MWC in accordance with established procedures.

Duties Include:

  • Perform inspections of airport facilities and roadways and evaluate hazardous or potentially hazardous conditions, security issues, and compliance with the Airport’s policies, procedures, rules, and regulations. Document and take appropriate corrective action to ensure compliance and prevent personal injury and/or damage to airport property.
  • Provide on-the-job training for new employees.
  • Monitor, operate, identify, analyze, and respond quickly and logically to the following systems: Fire Alarm, Security, Camera, Paging, Radio, Weather, Surface System, and Flight Tracking.
  • Respond quickly and logically to airport emergencies, incidents, and accidents of various sizes, scopes, and scales as a second responder. Follow established emergency procedures and ensure compliance with 14 CFR Part 139 and 49 CFR Part 1542.
  • Take appropriate actions to ensure the safe and efficient flow of passengers and traffic through the Domestic and International Terminals, Concourses, Roadways, and other facilities at MKE. Monitor and ensure that airport construction and maintenance projects do not adversely affect the safe and efficient operation of the airport.
  • Monitor wildlife activity and movement of aircraft at Lawrence J. Timmerman Airport (MWC). Open and close airport movement areas as conditions warrant and respond to emergency situations until relieved. Ensure compliance with Federal, State, County, and Airport policies, procedures, rules, regulations, and ordinances to guarantee safe, secure operations.
  • Assist with customer needs. Answer phones, radios, and computer communication platforms. Disseminate information in an organized manner. Meet with various airport users and tenants to resolve routine operational problems and process routine requests and complaints. Provide escorts, facilitate tours, and act in an airport security capacity in the absence of Public Safety and Security personnel. Knowledge of airports and communication skills.
  • Enters information thoroughly and concisely in accordance with FAR Part 139.
  • Collect flight schedules from airlines and input them into a consolidated database. Create graphics upon request from Airport Management. Manage aircraft assignments for all flexible-use gates, hardstands, and parking locations. Ensure compliance with the Flexible Use Resource policies and procedures. Monitor and troubleshoot AirIT gate and ticketing stations.
  • Perform other duties as assigned.

  • Must be authorized to work in the US.

Airport Director – MGW

The City of Morgantown is seeking an Airport Director to serve as the senior leader responsible for the management, operation, and long-term development of the Morgantown Municipal Airport (MGW). Reporting to the City Manager, this position directs all airport operations and ensures the facility functions safely, efficiently, and in full compliance with federal and state aviation regulations. The Aviation Passenger Facility Charge (PFC) Specialist performs advanced professional work administering, monitoring, and safeguarding the Department of Aviation’s Passenger Facility Charge (PFC) program. 2 Designs, develops, delivers, and evaluates aviation-specific emergency management, preparedness, response, and AEOC position-specific training for internal and external stakeholders.

3 Coordinates, schedules, and tracks required and elective emergency management training across the Dallas Airport System to ensure readiness, compliance, and sustainment.

4 Maintains accurate training records, completion tracking, and documentation to support audits, regulatory reviews, and program performance assessment.

5 Plans, coordinates, and executes all-hazards aviation exercises to validate plans, procedures, training outcomes, and operational capabilities.

6 Designs and conducts exercises in alignment with FEMA’s Homeland Security Exercise and  Evaluation Program (HSEEP) methodology, as appropriate to exercise scope and objectives.

7 Facilitates exercise briefings, hotwashes, and participant feedback sessions, and supports the development of After-Action Reports (AARs), Improvement Plans (IPs), and Corrective Action tracking.

8 Develops, maintains, and executes the Aviation Emergency Management Multi-Year Integrated Preparedness Plan (MYIPP), integrating training and exercise priorities, capability gaps, and improvement actions.

9 Ensures training and exercise activities are risk-informed, capability-based, and aligned with identified hazards, threats, and operational needs.

10 Tracks corrective actions and improvement initiatives to support continuous improvement and increased organizational preparedness.

11Ensures training and exercise programs align with applicable Federal, State, and local regulations, standards, and guidance, including FAA, DHS/FEMA, and State of Texas requirements.

12 Supports audits, inspections, and regulatory reviews by maintaining compliant documentation, training records, and exercise artifacts.

13 Coordinates required NIMS/ICS training and certification maintenance for applicable airport personnel and stakeholders.

14 Coordinates and collaborates with internal airport divisions, airlines, tenants, mutual aid partners, and Federal, State, and local agencies to plan and deliver integrated training and exercise activities.

15 Facilitates cross-functional and multi-agency engagement to promote consistent emergency management practices and shared operational understanding.

16 Represents Aviation Emergency Management in training, exercise, and preparedness forums, meetings, and regional working groups.

17 Operational Support + Airport EOC Activation Support

18 Assists with the development, maintenance, and testing of airport emergency plans, continuity plans, and other preparedness documents as assigned.

19 Serves in an assigned Command or General Staff role within the Airport Emergency Operations Center (AEOC) during activations.

EDUCATION:

Position Summary

As the Airport Properties Manager, you will manage the following:

  • Develop, negotiate and administer complex ground and facility leases, terminal leases, airline use and lease agreements, concessions, parking, ground transportation, and other revenue producing programs while ensuring compliance with regulation and standards for both aeronautical and non-aeronautical activities
  • Design, implement and monitor compliance program ensuring rent reviews, renewals, and contract terms.
  • Apply knowledge of real estate values, accounting, financial planning, market trends, and contract law to develop and execute financially sound agreements.
  • Engages with prospective tenants and developers including by presenting financial analyses, proposals, and delivering persuasive presentations; Ensure tenant satisfaction and retention
