Airport Construction Manager

SUMMARY

 

An employee of this class participates in manages construction for the Ontario International Airport (ONT). Incumbents in this classification report directly to the Director of Program Management who is responsible for oversight of all projects for ONT. The Airport Construction Manager oversees contractors from construction contract award to closeout and coordinates with various stakeholders to ensure successful project execution within established budgets and timelines. This position also plans and supervises the work of consultants engaged in all aspects of construction management.

 

 

JOB RESPONSIBILITIES

 

Important and essential duties may include, but are not limited to the following:

 

·         Oversee and direct construction projects from contract award to completion.

·         Oversee, or manage contract construction managers who oversee, all onsite and offsite constructions to monitor compliance with permitted plans..

·         Review the work progress on daily basis.

·         Prepare, or direct the preparation and review, internal and external reports pertaining to job status.

·         Ensure quality construction standards and the use of proper construction techniques.

·         Participate in design meetings and provide input

·         Review, assist and facilitate the construction plan including quality control procedures, field office location and layout, temporary utilities, staging areas, and equipment.

·         Supervise all CM consultant inspection personnel to ensure timely and accurate performance of job responsibilities associated with project(s)

·         Evaluate and coordinate work plans to perform project activities within approved airport security plan.

·         Assists, reviews and negotiates of change orders.

·         Plan construction and renovation projects of small airport TI and buildout projects, negotiate preliminary cost estimates and detailed project schedules and logistics.

·         Represents the OIAA at all construction meetings throughout the design, bidding, and construction phases of all projects.

·         Reviews all phases of construction work and monitors projects ensuring progress according to specifications.

·         Visit construction sites regularly to monitor progress and other duties per the contract document.

·         Report project progress as well as potential issues or delays to the Director of Project Management and other senior level staff.

·         Assists and supports Project Manager with payment applications for projects.

·         Review QC report for compliance with contract specifications and recommend plan to correct the problem and document the correction to verify that it now meets your quality standards.

·         Coordinate with various departments and federal agencies for construction activities throughout airport campus

·         Review, monitor and coordinate as needed tenant improvement projects for construction according to Airport Standards and impact to Airport operations and safety

·         Assist and/or solicit proposals for Airport TI or Buildout Projects.

·         Coordinate, direct, monitor and inspect the activities of Contractors and Suppliers for airport projects.

·         Does related work as assigned

·         May occasionally be assigned to other duties for training purposes or to meet airport requirements, technological changes or emergencies.

 

 

PROFILE OF THE IDEAL CANDIDATE

 

·         Possess experience and a track record of accomplishment in all or many of the disciplines outlined previously in this job description.

MINIMUM QUALIFICATIONS

 

Any combination of education, training, and experience that would likely provide the knowledge, skills, and abilities to successfully perform in the position.

 

·         Equivalent to a Bachelor’s Degree in Construction Management, Project Management or a related field

·         Experience in aviation may be substituted for the education on a year-for-year basis.

·         Five (5)years combined experience in construction, general or special inspector work, is required.

·         Previous experience with aviation or transportation industries is desired.

Develop and deliver highly sensitive federal security training programs tailored to meet the Aviation Department’s federal requirements, ensuring full compliance with regulations.
Provide and coordinate Federal Aviation Administration (FAA) annual training; FAA part 139, and FAA part 1542 training including course schedules; prepare program event and material including flyers, schedules of events, pamphlets and brochures.
Conduct aviation specific security and airfield training for Law Enforcement Officers and Airfield staff to include; non-movement and movement area airfield driving, emergency and disaster response procedures, airfield inspections and standards, and incident investigation and documentation.

Research, develop and implement specialized aviation emergency-specific content training as necessary to address evolving operational needs and regulatory standards.
Develop and implement comprehensive new hire orientation and training program to ensure all new employees are effectively onboarded and understand Aviation policies and procedures.
Maintain records and develop reports concerning new or ongoing programs and program effectiveness; maintain records for training event attendance; participant progress; maintain and file training reports; prepare statistical reports as required.
Create detailed statistical reports on training completions and compliance, providing reports to the Aviation Director and TSA as required.
Monitor and evaluate the efficiency and effectiveness of training programs; recommend enhancements to training delivery, content, and program quality.
Recommend and assists in the implementation of training goals and objectives; implement training policies and procedures.
Participate in the development and administration of Aviation’s training budget; approve the forecast of funds needed for equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.

Automotive and Equipment Technician I/II

The Clark County Department of Aviation is seeking qualified candidates to apply for the Automotive and Equipment Technician I/II position. This position works in conjunction with various Department of Aviation divisions, along with other technicians and specialists, to ensure that support vehicles and equipment continue to operate smoothly and efficiently for all airport activities. This position maintains, repairs, and overhauls automobiles, heavy and light truck and other vehicles, construction equipment, small gasoline engines, and stationary equipment. In addition, this position operates a variety of hand, power, and shop tools.

Automotive and Equipment Technician I: $24.07 – $37.36 Hourly
Automotive and Equipment Technician II: $26.05 – $40.33 Hourly

The Automotive and Equipment Technician I is a training underfill position, upon successful completion of the training program the successful candidate will be non-competitively promoted to Automotive and Equipment Technician II.

MINIMUM REQUIREMENTS
Education and Experience:

Automotive and Equipment Technician I – Equivalent to graduation from high school AND three (3) years of full-time experience in automotive equipment services and repair work. Automotive and Equipment Technician II – In addition to the above: Minimum of one (1) year of journey-level experience in the maintenance and repair of vehicles and/or heavy construction equipment. Additional experience as outlined above may be substituted for the apprenticeship program on a year for year basis. Attendance at a recognized trade school is desirable.

Airport Operations Agent – Full Time

As the Facilities Asset Management Program Manager, you will optimally and sustainably manage the Airports Authority’s infrastructure assets.

Serves in the Planning Department of the Office of Engineering at Washington Dulles International Airport (IAD).

Implements and manages the Airports Authority’s facility asset management program in a manner consistent with the Enterprise Asset Management Policy. Manages and optimizes infrastructure investments including acquisition, operations, preventative/ predictive maintenance, rehabilitation, replacement, and disposal to achieve acceptable levels of service. Performs related functions.

 

GENERAL RESPONSIBILITIES:

  • Serves as technical expert and advisor with regard to enterprise asset management for facilities such as terminals, concourses, hangars, roads, parking structures, support facilities, office buildings, and other facilities.
  • Implements and manages the Airports Authority’s enterprise asset management program in a manner consistent with the Enterprise Asset Management (EAM) Policy.
  • Manages and optimizes infrastructure investments including acquisition, operations, preventative/predictive maintenance, rehabilitation, replacement, and disposal to achieve acceptable levels of service.
  • Manages facility condition assessment tasks and processes.
  • Serves as a member of a program management team that establishes and manages processes and resources necessary for the development of the Capital Construction Program (CCP) and Capital, Operating, and Maintenance Investment Program (COMIP).
  • Reviews and makes recommendations on facility improvements while considering the existing condition, maintenance requirements, and total cost of ownership.
  • Prepares benefit cost analysis(s) on recommended facility improvements.
  • Manages large-scale asset inventory and asset management projects.  Initiates, plans, executes, and closes out projects.  Develops asset management strategy and implementation plans.
  • Develops annual facilities Asset Management Plan; describes the characteristics and conditions of infrastructure assets, the level of services expected from the assets, and optimization plans.
  • As a Contracting Officer’s Technical Representative (COTR) of the EAM contract, develops statements of work and cost estimates. Assists in selection of consultants and oversees quality, schedule, and cost control.
  • Organizes and participates in EAM steering committee and working groups meetings.
  • Liaises with other Airports Authority staff, as well as planning partners or interested parties in the private and public sectors to communicate issues, solicit comments and resolves conflicts.
  • Conducts meetings with stakeholders to relay in-progress study findings, develop consensus on recommendations, and gain approvals for conclusions.
  • Performs other duties as assigned.

 

QUALIFICATIONS

  • Seven years of progressively responsible experience with large facility portfolio asset management and a bachelor’s degree in Property Management, Supply Management, Business Administration, Engineering, or related field. An equivalent combination of education and experience may be considered.
  • Knowledge of the principles, practices, and procedures of asset management programs and ability to manage and coordinate the development of asset management plans to include long range maintenance and recapitalization.
  • Knowledge of and skill in project management techniques including strategic planning and identifying and implementing solutions for assigned initiatives.
  • Ability to evaluate asset conditions (e.g., physical, financial, and environmental conditions) and recommend long-term strategies for capital investment, use and improvement.
  • Skill in using computer and office suite software, with emphasis on specialized software for facility asset management.

As the Airport Credentialing Agent, you will review applications for and issue airport employee security identification (ID) badges as part of the Airport Security credentialing program, and perform related functions. The work contributes to the Airports Authority’s overall Airport Security Program (ASP).

Serves in the Pass and ID Section of the Airport Operations Department at DCA.

Performs airport security credentialing program, customer service, and security functions. Reviews badge applications, issues or renews badges, and accounts for ID badges. Collects and transmits sensitive Personally Identifiable Information (PII) for background checks. Conducts and monitors training and testing of applicants for access to restricted airport areas. Performs related functions.

 

GENERAL RESPONSIBILITIES

  • Responds to basic requests for information concerning security requirements, background investigations, training requirements, and procedures to obtain ID badges.
  • Processes applications for ID badges, reviewing for completeness, inspecting identification and immigration (when applicable) documents, taking fingerprints, and securely transmitting biometric data and Personally Identifiable Information (PII).
  • Administers Security Identification Display Area (SIDA), secure area, and driver training and testing to applicants. Certifies successful completion of training.
  • Tracks applicants who fail to successfully complete a Security Threat Assessment (STA) or Air Carriers Criminal History Records Check (CHRC) or are subsequently disqualified.
  • Produces  airport ID badges, files and maintains badge records and documents, and maintains inventory of controlled and uncontrolled supplies.

  • Issues airports issued keys in accordance with established procedures.

  • Two years of experience performing general clerical support work.
  • Knowledge of and ability to apply security requirements and regulations for access control.
  • Skill in identifying fraudulent or tampered identity documents.
  • Knowledge of and ability to operate access control systems, key control systems, and the Automated Fingerprint Identification System (AFIS).
  • Ability to speak and write effectively.
  • Ability to perform basic analyses of data and information.
  • Skill in using a computer and modern office suite software.

Airport Operations Duty Manager

As an Airport Operations Duty Manager, you will perform critical airport management functions to ensure the safe, efficient, and secure operation of the entire airport complex.

Serves in the Airport Operations Department at Ronald Reagan Washington National Airport (DCA).

Performs airport management functions with responsibility for the safe, efficient, and secure operation of the entire airport complex. Maintains constant awareness of changing conditions, activities, and requirements affecting Airport operations. Maximizes safety and security with minimal disruption to Airport operations. Reacts and responds to incidents, events, problems, and complaints in a professional manner and takes appropriate actions. Performs related functions.

GENERAL RESPONSIBILITIES:

 

  • Maintains constant awareness of conditions, activities and changing requirements affecting Airport security.  Ensures adherence to the Airport’s operations safety standards.
  • Inspects the operational condition of the Airport complex during each tour of duty and ensures compliance with all related guidelines and requirements. Inspections include but are not limited to landside roads, terminal facilities, airfield runways, taxiways, safety areas, imaginary surfaces, NAVAIDS critical areas and lighting systems.
  • Documents issues, discrepancies, and non-complying conditions concerning 14 FAR Part 139 and 49 FAR Part 1540 and 1542, and tenant activities to appropriate parties and reports for follow-up actions: monitors progress of corrections; determines severity of discrepancies and priority for corrective action.
  • Closes all or portions of airfield during emergencies; authorizes the issuances of Notices to Airmen (NOTAMs).
  • Initiates and directs the appropriate Contingency Plan(s), and makes decisions on behalf of the Airport Manager during emergencies and other events. Coordinates personnel efforts during emergencies.
  • Serves as a liaison between the Transportation Security Authority (TSA), airlines, tenants and other stakeholders regarding Airport security.
  • Ensures compliance with “Wildlife Hazard Management” regulations.
  • Directs or initiates action to prevent unsafe operating conditions on the entire Airport complex during inclement weather.
  • Manages the Airport Operations 24-hour Command Center.
  • Ensures coordination with the U.S. Secret Service, State Department, Federal Bureau of Investigation (FBI), TSA, and other agencies pertinent to the security of high-ranking officials, foreign dignitaries, or other “high-risk” individuals that warrant special handling.
  • Consults with representatives of air carriers, tenants, concessionaires, and Airports Authority personnel to provide assistance and guidance in resolving Airport operations situations.
  • May initiate and serve in the Incident Command System and the Emergency Operations Center during emergency conditions.
  • May substitute for the Supervisory Airport Operations Duty Manager in that person’s absence.
  • Performs other duties as assigned.

 

QUALIFICATIONS:

 

  • Six years of progressively responsible experience in airport or airline operations as a full performance level Operations Officer, or in a comparable job class in airport or airline operations at either a 14 CFR Part 139 certified airport OR six years of military air operations experience, OR a combination of the two provided that totals six years of operations experience and a bachelor’s degree in any field. An equivalent combination of education and experience may be considered.
  • Experience leading, or helping to lead, at least one of the following: Federal Aviation Administration (FAA) airport certification; airport, airline, or military security program; recurring disaster/emergency exercises; or the monitoring and coordination of airport construction and maintenance operations.
  • Knowledge of and ability to apply relevant Federal regulatory requirements governing airports.
  • Knowledge of aircraft operations, to include navigational and unusual aircraft operating characteristics, and the ability to evaluate aircraft and air traffic and take timely and appropriate action.
  • Ability to recommend and develop new airport operational policies or procedures, as necessary.

General Description:

Assists the Operations Manager in the management of airside, terminal, emergency, and landside operations and activities of the Hollywood Burbank Airport; ensures the facilities are appropriately maintained to applicable regulatory standards; ensures operations are conducted safely and efficiently and that all activities comply with applicable regulations, directives, rules and procedures; and performs other duties as assigned.

Minimum Qualifications:

Employment Standards

  • Bachelor’s Degree in Aviation Management, Business Administration, Management, or a related field; three years of experience supporting Airport Operations in a civilian airport; or a combination of appropriate education and experience may be substituted for the minimum education and experience requirement.

License and Special Requirements:

  • Possession of a valid California Driver’s license.
  • Obtain and maintain security clearance as required by role and TSA regulations.
