GIS Developer

POSITION SUMMARY:

Analyzes processes, develops and evaluates process automation concepts and options, assesses associated costs and benefits, designs and test documents, application development, software installation, configuration and change management, and user training and support. Assess software, product, or service capabilities and alternatives (COTS or custom) to make recommendations considering cost and effectiveness. The candidate will lead select Geographic Information System (GIS) server, mobile, and desktop application development efforts.

MINIMUM REQUIREMENTS:

  • Bachelor degree in a related geospatial data discipline with five (5) years of related professional work in a geospatial technology environment or an equivalent combination of education, training and experience. Requires specialization in systems analysis, design, development, system integrations and testing a medium to large corporate enterprise environment. Proven experience with a variety of GIS related software, programming languages and tools. Experience in the implementation of and post-implementation support of at least one GIS enterprise environment.
  • Considerable knowledge of Enterprise GIS Architecture, geospatial databases and data models
  • Ability to develop and update applications, create maps and dashboards using GIS software
  • Strong programming skills in languages such as Python, Arcade, JavaScript, or C#
    Experience working with ESRI on premises and online software and toolsets for both desktop and mobile applications
  • Knowledge of web development technologies such as HTML, CSS, REST APIs and JavaScript
  • Skill in preparing and proofing documents and maps for accuracy and thoroughness of content
  • Solid understanding of system design and workflow analysis

Planning and Development Engineering Manager

GENERAL PURPOSE

Under Departmental supervision, contributes to office and field engineering projects within MAA facilities Development Department; performs routine professional project engineering work on company capital and major maintenance projects; serves as a project engineer/manager on a variety of projects; applies professional engineering knowledge to the solution of design, maintenance, improvement and construction problems pertaining to the airport’s infrastructure and tenant development; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

Capable to complete routine to difficult project engineering assignments requiring the use of professional judgment in developing solutions to problems and interpreting policies.  Contribute to the planning of future infrastructure needs and work on major capital construction and/or tenant projects, from inception to completion.  Position will oversee and review the work of technical project staff and retained consultants.

ESSENTIAL DUTIES & RESPONSIBILITIES

1.      Participates as a team member in engineering planning for large capital construction projects, tenant improvement projects and major maintenance projects; conducts research for infrastructure and facilities requirements; checks historical airport facility records and design data; coordinates surveying, geotechnical and drafting to develop contract documents; facilitate reviews and secure permits.

2.      Required to develop concepts level designs and produce engineering plans and drawings; prepares sketches of plan layouts; prepares diagrams; selects standard details and equipment to be used and adds or revises details; prepares specification provisions; assists in assembling bid packages; provides direction to drafting staff or consultants in preparing complete sets of final plans, specifications and details; reviews non-standard building permit plans; performs data management; analyzes and performs routine to difficult engineering calculations.

3.      Serves as office engineer or assists on engineering project management work on maintenance and construction projects; documents design criteria and project schedules; serves as liaison between the project manager, contractors, consultants, tenants, utility companies and other government agencies; develops cost estimates and monitors project costs and progress; arranges and attends pre-design and pre-construction meetings; reviews material submittals; review field design changes and recommends change orders; assists in preparing engineering project budgets; prepares closing documents; reviews work orders; analyzes project alternatives; monitors completed projects in case of needed warranty work.

4.      Monitors the work performed by outside consultants and administers consultant contracts; prepares standard operating procedures and requests for proposals; evaluates proposals and proposed project schedules; prepares contract documents for bidding, including cost estimates and project schedules; advertises for and reviews construction bids; reviews consultant designs and plans to ensure conformance with company plans and objectives.

5.      Monitors work in progress, including monitoring and conducting regular and emergency site investigations and inspections, to ensure compliance with approved plans, specifications and standards; analyzes data and results of instruments readings; prepares inspection reports.

6.      Compiles and maintains project records and documents; maintains work order logs and ensures documents are updated to reflect changes; maintains databases for project data.

7.      Required to investigate tenant, maintenance requests and communicates findings to tenants.

8.      Assists in coordinating engineering projects with other departments and agencies; attends public meetings to present project plans; reviews and analyzes construction projects planned by other agencies for potential impact on company operations; prepares project data and information for company management and external governmental agencies.

9.      Provides professional guidance and training to the department’s technical staff; reviews field and office engineering matters with department staff, consultants and contractors; tracks project team workloads and backlogs; assists technical staff in developing procedures to improve performance of specific project-related tasks; prepares maps, charts and electronic presentation materials.

10.  Assigns routine research, design and drafting tasks to project technical staff; reviews completed work; assists in the solution of technical problems; prepares special engineering correspondence, records, files and reports.

QUALIFICATIONS

Knowledge of:

MINIMUM REQUIREMENTS

Basic knowledge, skills and abilities outlined above requires graduation from an accredited four-year (4) college or university with a major in civil engineering or a related engineering discipline; and a minimum of five to seven (5-7) years of continuous airport engineering experience; individuals with equivalent combination(s) of training and experience may also be considered.  A master’s degree in engineering may be substituted for one (1) year of the required experience.  Applicant must be familiar with all applicable guidance and FAA Advisory Circulars, including design and construction projects funded under the Airport Improvement Program (AIP) and Passenger Facility Charges (PFC).

 

Requirements: Minimum of current registration as an E.I.T. under the requirements of the Alabama Board of Licensure for Professional Engineers and Land Surveyors (BELS) or the ability to meet this requirement and obtain within two years (2) years of employment or meet the requirement to obtain Professional Engineering License within one year of employment.

 

Applicant must have valid driver’s license and the ability to maintain insurability under the Mobile Airport Authority vehicle insurance policy.

of RFQ’s and RFP’s to participate on selection committees such as the Long-Term Development Program Construction Manager at Risk. Review and approve millions of dollars of design consultant and contractor payment requests, requiring knowledge of multiple ongoing projects. Perform project activities which include conducting meetings and presentations for staff, stake holders, and consultants, contract value negotiations, drafting contracts, amendments, change orders, and certifying projects are properly closed out.

The Metropolitan Knoxville Airport Authority (MKAA) is seeking a Chief Director of Public Safety to serve as the senior leader of airport safety and security operations, overseeing law enforcement, aircraft rescue and firefighting, and emergency medical services for McGhee Tyson Airport. This role ensures compliance with municipal, state, and federal regulations, including those from the Transportation Security Administration (TSA). The Director is responsible for the strategic direction, regulatory compliance, and effective coordination of emergency preparedness and incident response efforts to safeguard lives and property across the airport campus.

Key responsibilities include:

·        Lead all public safety operations, including law enforcement, fire, EMS, and airport security.

·        Supervise, train, and evaluate staff performance while fostering development and accountability.

Preferred Qualifications

·        Bachelor’s degree in aviation management, law enforcement, criminal justice, or related field. Equivalent experience will be considered if ability to meet position requirements is demonstrated.

·        9+ years in airport security, emergency services, law enforcement or fire, including 5+ years in a leadership role.

·        Airport Security Coordinator and ACE-Security certifications (or ability to obtain within 6 months).

·        Certifications from the Tennessee POST and Fire Commission (or ability to obtain within 12 months).

·        Deep knowledge of TSA regulations, NIMS, and relevant federal aviation and public safety standards.

Salary & Benefits

The starting salary range for this position is $129,487 – $168,333. An exceptional candidate may be eligible to receive a starting salary slightly above the range with approvals. QUAL­I­FI­CA­TIONS: Four-year degree from an accred­it­ed col­lege or uni­ver­si­ty in the area of avi­a­tion man­age­ment, air­port man­age­ment, busi­ness admin­is­tra­tion, pub­lic admin­is­tra­tion, or sim­i­lar area. One year of increas­ing­ly respon­si­ble expe­ri­ence or com­bi­na­tion of expe­ri­ence and edu­ca­tion at a pub­lic ser­vice air­port facil­i­ty high­ly desir­able. Must be able to com­mu­ni­cate effec­tive­ly in both oral and writ­ten form. Must pos­sess a valid Flori­da driver’s license. Pilot’s license desirable.

MIS­CEL­LA­NEOUS REQUIRE­MENTS: Must pass pre-employ­ment drug test­ing as well as peri­od­ic test­ing in accor­dance with air­port pol­i­cy; must pass a 10-year, fin­ger­print-based, crim­i­nal his­to­ry records check as required by the Trans­porta­tion Secu­ri­ty Admin­is­tra­tion. Deputy Airport Manager – Operations

The Deputy Airport Manager – Operations is a key leadership role responsible for overseeing daily operations; ensuring regulatory compliance; maintaining safe, secure and efficient airport operations; and providing operational support to airline, corporate, and general aviation users.

Key Responsibilities:

  • Accountable to the Airport Manager for the development and implementation of strategic operational policies;
  • Oversee airport operations including airside, landside, airline services, security and environmental;
  • Responsible for the Airport’s regulatory compliance programs including, but not limited to: Airport Certification Manual (ACM), Airport Security Program (ASP), and ISO-14001 certification;
  • Integrates and collaborates with the Deputy Airport Manager – Administration to assure Airport Operations align with business initiatives and agreements;
  • Responsible for aircraft operational efficiencies for the overall benefit of the Airport;
  • Develops and manages operations and maintenance teams to optimize cohesion, performance and to provide clarity and direction for overall situational awareness;
  • Responsible for the Airport’s emergency preparedness posture through effective training and partnerships with mutual aid, the County’s Department of Emergency Services and other related stakeholders. Leads day-to-day operations, training tabletops, and full scale exercises utilizing a common framework under National Incident Management System (NIMS);
  • Establishes and maintains effective working relationships with Airport tenants, aircraft operators, FAA, TSA, CBP,   CDC, USDA, NYCDEP, NYSDEC, Westchester County leadership, Airport Advisory Board, auditors, relevant labor union(s) leadership, and other relevant local State and Federal government agencies;
  • Respond to all airport emergencies and irregular operations – 24 hours per day, 365 days per year; and
  • Acts for the Airport Manager in his/her absence.

Education | Experience

  • Four-year degree in Airport, Aviation, Business Administration, or related field.
  • Minimum ten years of experience in progressive roles of responsibility in airport operations, facilities management, process or program management or an acceptable combination of training and experience.

Qualifications

  • Demonstrated superior supervisory, management and administrative capabilities.
  • Demonstrated program and process management capabilities and the ability to effect processes within airport teams.
  • Proven ability to effectively interface with a variety of airport stakeholders and tenants.
  • Demonstrated ability to lead the operational relationship among the airlines, service providers and corporate aviation tenants.
  • Strong interpersonal, written, and verbal communication skills to build positive relationships and engage effectively with tenants, County officials, and other airport stakeholders.

About the Job:

The Facilities Management Department is searching for an experienced Plumber II to complete journey-level duties in the design, installation, maintenance, and repair of plumbing and related systems, fixtures, and equipment. The ideal candidate will have a solid understanding of technical expertise in commercial plumbing and a strong problem-solving ability.

What You’ll Do:

1. Install, maintain and repair Plumbing systems and fixtures which include restroom facilities, water heaters, pumps, valves, plumbing control devices, faucets, pipes,  drains, water and sewer systems, fountains, backflow devices, fire sprinkler system, air and gas lines.

2. Sketches and lays out work from drawings.  Interprets blueprints, schematics, and diagrams, requisitions supplies, maintains records and logs.  Ensures compliance of work with codes for a variety of equipment, and facilities. Operates tools and equipment, drills, jackhammers, saws, pipe snakes, pipe threading machines, hand and power tools.

3. Operates computer to create and access records, time cards, and work orders.  Responds to emergency situations.  Coordinates work with stakeholders and other trades. Assists with training or instructing others. Performs related duties as assigned.

4. Work-Related Driving*: Drive and operate Authority vehicles to job sites and multiple locations throughout the Authority campus. Transport essential equipment for projects and repairs.
