In this role, you will serve as a trusted advisor to leadership, lead complex labor negotiations, and help navigate challenging labor relations matters with professionalism, fairness, and sound judgment. Your work will directly influence the strength of our labor-management partnerships and help ensure our workplace reflects the Port’s values of respect, collaboration, and accountability.

Labor relations work sits at the intersection of people, trust, and organizational success. In this role, you’ll partner closely with leaders across the Port to navigate complex labor issues, support thoughtful decision-making, and help foster productive labor-management relationships. You’ll have the opportunity to lead meaningful negotiations, resolve challenging employee matters, and contribute to a workplace where represented employees feel respected, heard, and supported. Essential Job Duties
Perform a wide range of labor relations job tasks.
Assist with labor negotiations and development of the Port’s positions, proposals, counterproposals, and strategies in collective bargaining activities.
Use appropriate negotiation strategies to assist in developing bargaining goals and negotiating collective bargaining agreements (CBAs) consistent with the Port’s mission, vision, and values.
Conduct research necessary to support CBA negotiations, prior to and arising out of the bargaining process.
Negotiate and prepare Memoranda of Agreement, Understanding, and Exception, along with Supplemental Agreements as required.
Facilitate or attend labor management meetings as required, research issues brought forward and prepare the Port’s response.
Maintains current knowledge of labor relations trends, legal decisions, and statutory changes.
Develops, facilitates, and maintains cooperative working relationships with employee representatives, Port leadership, and department managers, including coordination of joint labor-management committees. Exercises professional leadership in promoting good employee/management relations.
Serve as liaison between management and labor representatives to communicate operational, policy, information, and other changes related to represented staff.  Develop and maintain good relations with labor representatives.
Provide consultation to employees and managers on workplace conflicts, disciplinary issues, and performance improvement expectations.
Coach and counsel managers on how to handle employee performance issues and concerns, make recommendations necessary to prevent and/or resolve employee issues, actively manage the process, monitor and follow up, and report on employees’ progress.
Track employee issues, analyze data, and provide reporting.

Minimum Qualifications
Education and Experience required for this role.

Experience: Eight (8) or more years of progressively more senior experience in human resources, to include a minimum of three years’ experience as a negotiator of successful labor agreements between management and labor organizationsTo include experience planning, directing, and coordinating the labor relations activities of a public agency is preferred, or the equivalent combination of education and/or relevant experience.
Education: Master’s/bachelor’s degree in labor relations, Human Resources, Business, social sciences, or related field.   Experience may be substituted for the educational qualifications.
License and/or Certification: PHR/SPHR and CLRP preferred.
Demonstrated Skills & Abilities

Advanced knowledge of employee and labor relations principles and practices, including contract administration, interpretation, and collective bargaining.
Strong understanding of applicable labor laws and regulations, including the National Labor Relations Act, Oregon’s Public Employee Collective Bargaining Act, and related state and federal employment laws.
Familiarity with rulings and processes from the National Labor Relations Board and the Oregon Employment Relations Board.
Knowledge of relevant court decisions, labor relations trends, and public sector labor practices, including PERS rules and regulations.
Ability to analyze complex labor issues, develop strategic responses, and communicate effectively with leaders, employees, and union representatives.

Working Conditions

We offer a flexible hybrid schedule that combines work-life balance with team collaboration. You’ll be in the office Tuesday through Thursday to engage with colleagues and support our business lines, with the flexibility to work from home on Mondays and Fridays.  Due to the nature of this role, alternative or after-hours work may be necessary due to involvement in negotiations and meetings outside of normal work hours.

Compensation

Our organization adheres to established salary ranges for each position to ensure equitable pay practices. However, final offers are determined based on various factors, including the candidate’s experience, qualifications, and considerations of internal pay equity.

SELECTION PROCESS (tentative schedule):

A minimum qualification evaluation of the education, training, and experience of submitted application packets will take place by Human Resources the week of March 16, 2026.

A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials, including any responses to the supplemental questionnaire.

Candidates who successfully pass the SME evaluation will be invited to a first-round virtual interview by March 20th, unless the application period is extended.  Candidates who successfully pass the first round of interviews will be notified by invitation for a panel interview at the Port of Portland offices.

Airfield Safety & Security Specialist (Temporary Not-To-Exceed 2 Years – Night Shift) (Multiple Positions Available)

As an Airfield Safety and Security Specialist (Temp), you will inspect, monitor, and enforce safety and security procedures to help ensure physical safety and security during airfield construction projects at Reagan Washington National Airport.

Serves in the Safety and Security Program of the Airport Operations Department at Ronald Reagan Washington National Airport (DCA).

Conducts inspections and enforces compliance with the Airports Authority’s Safety and Security Program and Directives, Vehicle Control Program, airport specific safety and security procedures, Transportation Safety Administration Regulations, and Federal Aviation Regulations. Performs related functions.
GENERAL RESPONSIBILITIES

Monitors Safety and Security Compliance during Movement Area Construction Activities for Capital Construction Projects by vehicle. Works with MWAA’s Engineering group and with the contractor’s Security and Safety officers to ensure airport Security and Safety is adhered to all times.

Oversees and ensures the phasing and Management of Traffic (MOT) was setup correctly using the approved MOT shown on the Construction Design drawings for safety and security conditions.

Monitors the Air Operations Area (AOA) movement area for any unusual events or conditions during major Capital Construction projects within the Movement Area.

Takes corrective action, files work orders for repairs, notifies the appropriate manager or coordinator, and files reports.

Issues violation notices for failure to comply with security/safety developed or other AOA vehicular operation requirements. Is authorized to immediately suspend airfield driving privileges for careless or negligent driving. Follows up with the Airports Authority’s Police Department, as appropriate.

Checks identification (ID) badges for adherence to display policy.

Conducts vehicle safety inspections and validates insurance for AOA-approved vehicles.

Documents problems, discrepancies, and non-complying conditions concerning 14 CFR Part 139, and 49 CFR Part 1540 and 1542 and tenant activities to appropriate parties and reports for follow-up actions; monitors progress of corrections; determines severity of discrepancies and priority for corrective actions.

Takes corrective action, files work orders for repairs, notifies the appropriate manager or coordinator, and files reports for airport facilities.

Consults with the full performance Airport Operations Duty Manager or Airport Operations Duty Manager Supervisory prior to issuing any Notices to Airmen (NOTAMs) or authorizing the opening or closing of runways and/or taxiways.

Performs safety and security inspections of identification badges, personnel, facilities, vehicles, goods, and services for compliance with airport rules and regulations.

Performs testing of security measures as directed to determine the effectiveness of security measures and/or to ensure compliance with the Airport Security Program.

May conduct training for contractor security guards, monitors the services provided, and informs the Airport Security Manger and the Contracting Officer’s Technical Representative (COTR) of any concerns.

Under the general direction of on-shift supervisory personnel, directs tenant and Airport personnel on resolution of safety or security issues and intercedes to mitigate tenant ramp operation disputes, seeking on-shift supervisory guidance or assistance to resolve complex issues.

Under the general direction of on-shift supervisory personnel, conducts investigation, mitigation and resolution of safety and security incidents and concerns including but not limited to the issuance of Notices of Violation for failure to comply with airport rules and regulations.

Under the general direction of on-shift supervisory personnel, may take immediate corrective action to contain potential threats or incidents, which may include confiscating ID badges or directing removal of employees or contractors from the airport’s premises.

Under the general direction of on-shift supervisory personnel, may coordinate or conduct inspections, investigations, or corrective actions with other Federal and State agencies and airline officials.

May serve as first responder to airport emergencies and other significant events, taking control of the scene until relieved by a senior official.

 

Performs other duties as assigned.

QUALIFICATIONS

Three years of experience in airport or airline operations at a 14 CFR Part 139 certified airport, OR three years of military airfield operations experience and a bachelor’s degree in any field. An equivalent combination of education and experience may be considered.

Knowledge of and ability to apply airport safety and security regulations (e.g., 49 CFR Parts 1542, 1544, and 1546 and 14 CFR Part 139) and skill in applying them to conduct safety and security inspections and investigations, ensure airport security and safety procedures are current, and assist airlines with security requirements.

Participation in, or knowledge of, at least one of the following: Federal Aviation Administration (FAA) airport certification, airport or airline security program, recurring airport or airline disaster/emergency exercises, or the monitoring and coordination of airport construction and maintenance operations.

Knowledge of aircraft operations, to include navigational and unusual aircraft operating characteristics, and the ability to evaluate aircraft and air traffic and take timely and appropriate action.

Ability to analyze complex situations, prioritize issues, and formulate response plans.

Ability to make detailed analyses of data and information and make recommendations.

Ability to speak and write effectively, with emphasis on communicating sensitive or confidential information in an emergency.

Skill in using a computer and modern office suite software, with emphasis on security access control systems and weather monitoring systems.

PREFERRED QUALIFICATIONS

A bachelor’s degree in aviation management, Airway Science, Aviation, or a related field.

Airport Certified Employee (ACE) certification in Airport Operations or Security from the American Association of Airport Executives (AAAE).

Experience in Airport Operations of a medium or large hub airport.

Experience in airport or airline security operations.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver’s license in good standing.

Serves in the Airport Operations Department at either Ronald Reagan Washington National Airport (DCA) or Washington Dulles International Airport (IAD).

Performs airport management functions with responsibility for the safe, efficient, and secure operation of the entire airport complex. Maintains constant awareness of changing conditions, activities, and requirements affecting Airport operations. Maximizes safety and security with minimal disruption to Airport operations. Reacts and responds to incidents, events, problems, and complaints in a professional manner and takes appropriate actions. Performs related functions.

GENERAL RESPONSIBILITIES

Maintains constant awareness of conditions, activities and changing requirements affecting Airport security. Ensures adherence to the Airport’s operations safety standards.

Inspects the operational condition of the Airport complex during each tour of duty and ensures compliance with all related guidelines and requirements. Ensures compliance with “Wildlife Hazard Management” regulations.

Directs or initiates action to prevent unsafe operating conditions on the entire Airport complex during inclement weather.

Manages the Airport Operations 24-hour Command Center.

Monitors the activities and operations of general facility and utility systems.

Coordinates with the Public Affairs Department when responding to news media requests.

Ensures coordination with the U.S. Secret Service, State Department, Federal Bureau of Investigation (FBI), TSA, and other agencies pertinent to the security of high-ranking officials, foreign dignitaries, or other “high-risk” individuals that warrant special handling.

Consults with representatives of air carriers, tenants, concessionaires, and Airports Authority personnel to provide assistance and guidance in resolving Airport operations situations.

Reviews the Airport’s Security Plan and other Airport operational documents and drawings.

Ensures Airport Daily Activities Report (DAR) is compiled correctly and submitted daily.

Is assigned one or more collateral areas/duties on a continuing basis.

Plans and coordinates movements of the Snow Teams during winter operations.

May initiate and serve in the Incident Command System and the Emergency Operations Center during emergency conditions.

May serve in the role of Airport Security Coordinator in that person’s absence.

May substitute for the Supervisory Airport Operations Duty Manager in that person’s absence.

Performs other duties as assigned.

QUALIFICATIONS

Six years of progressively responsible experience in airport operations or airline operations as a full performance level Operations Officer, or in a comparable job class in airport or airline operations at either a 14 CFR Part 139 certified airport OR six years of military air operations experience, OR a combination of the two provided that totals six years of operations experience and a bachelor’s degree in any field. An equivalent combination of education and experience may be considered.

Experience leading, or helping to lead, at least one of the following: Federal Aviation Administration (FAA) airport certification; airport, airline, or military security program; recurring disaster/emergency exercises; or the monitoring and coordination of airport construction and maintenance operations.

Knowledge of and ability to apply relevant Federal regulatory requirements governing airports.

Knowledge of aircraft operations, to include navigational and unusual aircraft operating characteristics, and the ability to evaluate aircraft and air traffic and take timely and appropriate action.

Ability to recommend and develop new airport operational policies or procedures, as necessary.

Knowledge of and ability to perform airport management functions.

Ability to analyze complex situations, prioritize issues, and formulate response plans.

Ability to make detailed analyses of data and information and make recommendations.

Ability to speak and write effectively, with emphasis on communicating sensitive or classified information in an emergency situation.

Skill in using a computer and modern software, with emphasis on security access control systems and weather monitoring systems.

Position Summary (Primary Function)

The Ramp Agent I – Cargo performs ramp, warehouse and customer service functions related to aircraft operations serviced by the Commercial Aviation Services Division (CASD). The position also performs other duties as assigned from time to time by the Shift Lead and/or their Supervisor.

Primary Responsibilities (Essential Functions)

– Interacts with customers, flight crew, District team members and other operational contacts in a courteous, professional manner.

Essential Job Duties
Under the direction of the Airport Duty Manager, provide 24/7 oversight of the airside system for matters of safety, security, efficiency, and customer service. Evaluate, report and recommend to the Airport Duty Manager any corrective action, as needed, on any planned and unplanned airside closures and/or restrictions.
Assist in the coordination of activities and efforts to minimize impacts resulting from emergencies, weather problems, construction and maintenance, or other irregular situations.
Conduct airfield inspections to facilitate operational safety and ensure compliance with federally mandated security regulations and compliance with the airport’s FAR Part 139 self-inspection program. Evaluate runway conditions during snow and ice events or wildlife/bird strike hazards; issue condition advisories via NOTAM/ARINC and/or verbal communications with FAA, airlines, and pilots.
Monitor airfield vehicle operations and ensure compliance with current airfield driving regulations.
Coordinate with Environmental staff to research and implement control measures to reduce wildlife/bird strike hazards.
Conduct perimeter area inspections of the airfield, ensuring access points and fence line are in compliance with TSAR. Monitor and ensure compliance by airfield users of the ramps, roadways, and movement areas on the airfield in compliance with FAR, TSAR, Port Ordinances and Airport Rules and Regulations.
Conduct training of airfield movement area users in compliance with FAR, TSAR, Port Ordinances, Airport Rules and Regulations and Airport Policies and Procedures.
Maintain Subject Matter Expertise and documentation in assigned operational areas.

Minimum Qualifications
Education and Experience

Bachelor’s degree in related field is preferred.
Minimum two (2) years’ experience applying directive or regulatory requirements within a dynamic operational environment is required.
Direct experience with FAR Part 139 and TSR 1542 is preferred; or the equivalent combination of education and/or relevant experience.
Ability to pass and maintain a Criminal History Records check and Security Threat Assessment required for a PDX Security Badge.
Maintain a valid state drivers’ license is required.
Working knowledge of:Airfield operations management principles/practices.
Transportation Security Administration Regulations and Federal Aviation Administration Regulations, safety, and security.
FAR Parts 139, 77; TSA 1542.
