This is your opportunity to become a member of an extraordinary organization and a dynamic team at the Fresno Yosemite International Airport as an Airports Planning Manager.  Under administrative direction, administers FAA regulations, develops and manages programs related to facility planning, capital improvement projects, federal grant management, environmental planning, security requirements and noise abatement; coordinates assigned activities with other divisions, departments, and outside agencies; and provides highly responsible and complex administrative support to the Director.

The current vacancy exists in the Airports Department located at the Fresno Yosemite International Airport (FAT).  This is an unclassified position in which the incumbent serves at the will of the Department Director.

Pay, Benefits, & Work Schedule

UNIT 14 Classification: City of Management Employee Association (CFMEA)

HEALTH INSURANCE: The City contributes toward monthly premiums for PPO medical, dental and vision for employee and dependents.
FLEXIBLE SPENDING ACCOUNT: IRS 125 Plan for health and dependent care expenses.
DEFERRED COMPENSATION: Voluntary 457 plan with Fidelity Investments to increase your retirement savings. City contributes $75 per month.
SUPPLEMENTAL SICK- 40 hours per fiscal year. 80 hours lifetime maximum
MANAGEMENT LEAVE: 60 hours per fiscal year.
BILINGUAL PREMIUM: PAY: $100 per month
ANNUAL LEAVE: Accrue 15.55 hours per month with cash out provisions.
HOLIDAYS: Ten (10) City-observed annual holidays plus birthday and two (2) personal days.
LIFE INSURANCE: Benefit equal to annual salary; premium paid by The City.
LONG-TERM DISABILITY: Benefit equal to 66.66% of monthly salary up to $7,500 per month after 30 days of disability; premium paid by The City.
HEALTH REIMBURSEMENT ARRANGEMENT: Eligible retirees can use remaining Sick Leave balance at 80% of hourly rate and other leave balances, if applicable, to reimburse medical insurance and qualified medical expenses, tax free.
BILINGUAL PREMIUM: PAY: $100 per month
RETIREMENT: City of Fresno Retirement Systems, one of the best funded public systems in the state.  Reciprocity with other CA public agencies. Vested in Retirement benefits after 5 years of service. City employees do not participate in Social Security.
DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years.  Participation minimum is age 50 and vested.  Benefits includes ownership of accumulated funds, compound interest earnings, and alternative distribution options.

The Requirements

Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for further consideration:

Graduation from an accredited college or university with a Bachelor’s Degree in business administration, urban planning, architecture, engineering, construction management, economics, or a related field.

AND

Four years of responsible supervisory experience in administering on and off airport capital improvement programs, FAA regulations, design and construction administration. Additional qualifying experience may be substituted for the education on a year-for-year basis, up to a maximum of two years.

Licensed as an Architect or Registration as a Professional Engineer by the State of California is preferred.

Additional Requirements

Individuals considered for hire will be required to successfully pass a Department of Justice fingerprint process prior to employment with the City of Fresno.

The final selected (eligible candidates certified) will be required to successfully pass a TSA Security Threat Assessment, Federal Bureau of Investigation fingerprinting process and an extensive background investigation before being eligible for hire with the City of Fresno, along with clearing a second fingerprinting process with the Department of Justice.

Airport Administration & Contracts Manager

Minimum Preparation for Work:Graduation from an accredited college or university with a Bachelor’s Degree in accounting, finance, public or business administration, and
Five (5) years of experience in analysis, evaluation, and contract negotiations.

Nature of Work:
This is responsible administrative and professional work assisting the department head in the day-to-day functioning of the airport, focusing on maximizing revenue and guiding property management and development through skillful contract and lease negotiations and oversight. An employee in this class is responsible for planning, assigning, supervising, and evaluating the work of employees in administrative functions. Work is performed under the general direction of the Assistant Airport Director for Finance, but the position requires the application of considerable independent judgment and initiative in carrying out assignments to a successful conclusion.  Work is evaluated through review of results attained.

 

Examples of Work:
Coordinates and manages the development of ITBs, LOls, RFQs, and RFPs pertaining to airport contracts and leases and participates in selection.
Negotiates, directs and prepares lease, concession, license, easement, and permit agreements.
Negotiates, directs and prepares goods and services contract agreements.
Prepares documentation needed to obtain approvals of airport agreements, such as City Council Items and Mayoral Memos.
Ensures compliance with legal requirements of leases, concessions, licenses, easements, permits, and other contracts.
Contributes to the business development program, project plans and department budgets.
Oversees implementation of policies and procedures for the property and contract division.
Ensures property and contract programs comply with established goals and objectives, applicable laws and regulations, and regulatory agency requirements.
Manages and oversees the Airport Concession Disadvantaged Business Enterprise (ACDBE) program and the Airport Title VI (non-discrimination) program in compliance with federal regulations and serves as a liaison officer.
Performs other duties as assigned.

This position reports to the Manager, Aviation Safety Management Systems and will assist with the management, implementation and integration of the Safety Management System (SMS).

As a Coordinator, Aviation Safety Management Systems, you will:

  • Ensure all processes and requirements meet all legal and SMS regulatory requirements.
  • Develop, document and implement standardized “key” safety processes across the organization and ensure that all safety and operational processes and procedures are integrated, and also reflected in emergency preparedness and emergency response procedures.
  • Research information pertaining to SMS processes and developments, and document best practices.
  • Ensure sub-processes and procedures are modified and improved on a regular basis to reflect changes in operational practices, scope of business activities, and new technologies.
  • Develop the SMS framework and document configuration management.
  • Develop a defined and documented hazard identification and risk management processes, applicable organization-wide.
  • Identify safety objectives, goals, performance measures and designing metrics which are integrated with quality management and monitor and support the processes necessary to meet all SMS requirements.
  • Carry out safety management audits and assist with internal, independent and Transport Canada audits.
  • Support, coordinate, conduct and manage investigations into all airside safety incidents, recommendations or observations in relation to safety policies, procedures and training.
  • Determine causal factors and mitigation strategies.
  • Conduct SMS and Human Factors and Behavioural Science presentations and training for GTAA personnel and tenants.
  • Apply appropriate human factor/behavioral science determinations to the SMS database.
  • Prepare and Manage SMS information publications, including technical management of the SMS Web site and SharePoint and any other supporting GTAA applications.
  • Attend and shadow local SMS investigations, reviews, assessments and interviews to provide guidance and expertise to ensure the SMS process is maintained.
  • Monitor progress of SMS recommendations and action plans and follow-up work and preparing SMS status reports.
  • Maintain the SMS database, including the Incident, Wildlife, FOD and Fuel Spill modules.

This unionized position is classified at the Band 7 level, with an hourly wage of $45.97, based on a 37.5 hour work week.

  • Post-Secondary School Diploma/Degree in Airport Management, or equivalent.
  • 2 years of relevant SMS experience in a comparably sized company.
  • 2 years of direct airside operations experience at Toronto Pearson International Airport or similar International Airport(s).
  • 2 years of experience in data analytics.
  • Experience with Personal Computers and relational databases.
  • Human Factors/Behavioral Science Certificate endorsed by Transport Canada would be considered an asset.
  • Provincial Driver’s License (G).
  • Radio Telephone Certification.

Reporting to the Associate Director, Baggage Services, this position will facilitate the flow of baggage to and from the aircraft by leading all aspects of “Day of” activities, including continuous engagement with both internal and external partners to ensure a successful baggage product is delivered. The MO, Baggage, proactively monitors Apron, Terminal, and Baggage systems activity and performance, supervises activities in the baggage control room, and actively monitors BHS/HBS performance, Baggage Programs, Baggage IT, Common Handler, and Resiliency contractors’ delivery of services, raising issues as necessary. In addition, the MO, Baggage, will also manage unionized GTAA staff on shift and provide the necessary leadership to ensure successful operations. This position is on a rotating shift covering 24/7 operations.

As Manager of Operations, Baggage, you will:

  • Own ‘Day-of’ Baggage operations, Single Point of Contact for baggage operations.
  • Champion health and safety and report SMS incidents where appropriate.
  • Maintain situational awareness related to people, planes, and baggage flows and integrity of baggage delivery at all times.
  • Lead and mentor ‘Day-of’ teams to ensure safe and secure ‘Day-of’ operations, including identification and resolution of complex situations, implementing IRROP procedures as required, and returning to normal as soon as possible.
  • Engage and lead a varied team of resources and ensure sufficient deployment during both a regular daily operation and IRROPS situations.
  • Ensure a successful day including a solid knowledge of important metrics and SLAs to ensure compliance.

  • Establish consistent communication to ensure the AOC (Airport Operations Center) and ADM (Airport Duty Manager) maintain airport-wide situational awareness.

  • Establish and facilitate briefings and post event “hot washes” when applicable and recommend debrief, if required
  • Proactively monitor situations that are specific to baggage operations to ensure they do not advance into impacting the airport as a whole and provide necessary communications as required.

Reporting to the Associate Director, Airport Operations, this position will oversee the daily operations of the Airport Operations Control (AOC) teams. For the AOC this includes handling emergency calls for dispatch and coordination, monitoring and dispatch of airport-wide Life Safety Systems.

  • Develop and implement comprehensive training programs to ensure staff are equipped with the necessary knowledge and skills to perform their roles effectively.

This is the role for you, if you have:

  • Bachelor’s degree in computer science, engineering, information systems, business administration, or a related field, or equivalent work experience. A master’s degree in data science, analytics, or an MBA with an analytics focus is preferred.
  • Industry certifications such as Certified Analytics Professional (CAP) and ITIL are a minimum requirement Preferred certifications include Chief Data Officer (CDAO) programs, Certified Data Management Professional (CDMP), and ISACA CET (Certified in Emerging Technology).
  • 10+ years of business experience preferred, ideally in data science, analytics, or business intelligence roles, with 2-3 years in technology scouting, market research, and competitive intelligence.

What can you expect from this position?

Reporting to the Associate Director, Ground Operations, this position ensures airport integrity and the consistent flow of aircraft on the airfield. To accomplish this, this role proactively monitors airside and groundside to maintain situational awareness and ensures any remedial action taken preserves the operational efficiency of the airport. Coordinate, integrate and lead a cross-functional team in the successful management of passenger and airline flow by both coordinating “Day of” operations as well as anticipating, and planning mitigation for any potential interruptions to service that may result from external and/or future events/circumstances.

As Manager, Airside Ground Operations, you will:

  • Serve as the Single Point of Contact for all airside operations, ensuring situational awareness and coordination across bussing, maintenance, safety, and electrical teams.
  • Lead and mentor “Day of” teams to manage safe, secure operations, resolve complex issues, and implement IRROP procedures for efficient recovery.
  • Oversee planned and demand-driven airside activities to optimize the flow of aircraft, passengers, baggage, and cargo.
  • Ensure compliance with GTAA policies and regulatory requirements from Nav Canada, Transport Canada, and other governing bodies.
  • Monitor weather conditions and proactively adjust operations to maintain airside flow and capacity, including snow, wind, and lightning events.
  • Recommend and support deployment of snow removal and airfield teams during seasonal weather disruptions.
  • Direct resource allocation and team coordination during irregular operations to maintain safety and service continuity.
  • Analyze operational issues, set priorities, and identify improvements to SOPs, policies, and protocols for enhanced efficiency.
  • Communicate daily airside event plans to the IOCC and lead briefings, hot washes, and operational debriefs with internal and external stakeholders.

This is the role for you, if you have:

  • Minimum five (5) years’ experience in an airport environment with demonstrated experience in serving a large and complex customer base.

Essential Functions

1 Answers, responds to, and helps customers and patrons using the airport with all manner of questions, inquiries, or concerns; provides direction, insight, and information for airport operations, services, and other resources; handles and addresses noise complaints and other issues from the surrounding community and neighborhoods.

2 Inspects airport for compliance with FAA regulations pertaining to federal standards and requirements to
ensure the operational readiness of the airport; conducts daily terminal inspections for discrepancies to avoid possible injuries to the public; maintains aesthetics of the airport and reports any issues or maintenance concerns.

3 Assists, supports, and helps airlines with various requests, fuel or lavatory spill calls, custodial spills, and appropriate reporting methods for incidents; effectively uses communications software and systems to send messages to personnel and handle personnel or patron situations.

4 Keeps, maintains, and tracks records for all communications and incidents; ensure all situations are documented and reported to ensure proper and safe handling and resolution.

5 Inputs and submits various work orders for airport maintenance and care; ensures accuracy of information entered to ensure all work orders are completed in a timely and efficient manner; verifies tenant and issues keys and other security items.

6 Acts as liaison between the department and the tenants to provide information and service to tenants regarding
the use of airport facilities; responds to inquiries regarding airport policy, airport tenants, and airport operations; answers TSA related questions and directs individuals to appropriate resources for further information.

7 Responds effectively to alerts and emergency situations; uses communications software to ensure all necessary parties and agencies are notified; effectively coordinates communications and information sharing to mitigate the effect of a situation on airport operations.

Essential Functions

1 Oversees and manages airfield security for the airport; ensures all security personnel perform inspections, monitor safety compliance, and administer security protocols on airport properties, projects, buildings, tenant activities, and capital improvements.

2 Manages all activities of security personnel to ensure the airfield security activities are efficient; develops guidelines, procedures, policies, rules and regulations and monitors compliance with policies and procedures.

3 Investigates security problems and participates, leads, and manages emergency situations; communicates and collaborates with airside and landside operations and other groups to address security breaches and make changes as necessary.

4 Identifies needed areas of change and potential security breaches and makes recommendations to improve operations; directs and manages the implementation of corrective action and responsibility; plans, assigns, and supervises managers and security teams within the airfield.
