We’re looking for a Heating and Ventilating Inspector to help keep our airport’s critical systems running safely and reliably. In this role, you’ll inspect heating, ventilation, and industrial exhaust equipment to ensure everything meets required codes and regulations.

• Explain and interpret regulations for heating units, mechanical ventilation, air‑conditioning ducts, and industrial exhaust systems
• Work closely with the public, SFO staff, and outside agencies on code compliance
• Prepare detailed inspection reports

You are excited about this position because you will:

  • Reviews, plans, specifications, and construction documents for complex HVAC, mechanical, industrial exhaust, smoke control, and related systems to ensure compliance with federal and state codes, the California Mechanical Code, city ordinances, and Airport standards.
  • Conducts field inspections of installed HVAC, mechanical ventilation, air‑conditioning, ductwork, and industrial exhaust systems to verify compliance with approved plans, shop drawings, codes, installation standards, and Airport Tenant Improvement Guide requirements.
  • Interprets and explains mechanical codes, laws, regulations, and Airport standards to tenants, contractors, design professionals, and members of the public; enforces code requirements as needed.
  • Investigates complaints related to HVAC and mechanical system code violations; documents findings, issues correction notices or citations, and recommends or orders necessary corrective actions.
  • Evaluates existing HVAC and mechanical systems; identifies deficiencies and recommends upgrades, repairs, or improvements consistent with codes, industry best practices, energy‑efficiency goals, and Airport standards.
  • Coordinates with Airport Divisions and Bureaus, the Fire Department, San Mateo County officials, and design professionals to clarify code requirements, resolve issues, and support safe and compliant construction.
  • Monitors construction activities for quality control, including methods, materials, design conformance, and workmanship. Works with contractors, tenants, and Airport personnel during construction to troubleshoot and resolve problems promptly.
  • Attends construction progress meetings, safety meetings, and specialized training sessions; contributes to development and improvement of section policies, procedures, and work practices.
  • Conducts annual inspections of buildings containing heating, ventilating, air‑conditioning, and industrial exhaust systems and prepares documentation of findings.
  • Prepares clear, accurate, and professionally written inspection reports, daily activity reports, correction notices, and correspondence.
  • Shares relevant information with Section staff regarding projects, safety matters, code updates, and Airport policies through daily communication and regular meetings.
  • Performs related duties as assigned.

How to qualify

Education: Possession of a high school diploma or equivalent (G.E.D. or High School Proficiency Examination)
AND

Experience: Four (4) years’ experience as a journeyman in construction or inspection of industrial or commercial systems of heating or ventilating, one (1) year of which must have been as a foreman or supervisor

Notes:
1. Upon appointment to employment, and then on annual basis, employees may be required to pass a State mandated Respirator Medical Examination and be clean shaven for respirator and self-contained breathing apparatus fittings.

2. Possession of an International Conference of Building Officials (ICBO) Commercial Mechanical Inspector Certification, or International Association of Plumbing and Mechanical Officials (IAPMO) California Mechanical Code Inspector certification, is required within twelve (12) months from the date of appointment.

3. Employees must also pass CPR training annually and First Aid training every three (3) years.

Desirable Qualifications: 

  1. Experience working on high-rise buildings with smoke control HVAC systems

Radio Frequency Engineer (Motorola)

As a Radio Frequency Engineer, you will ensure the Airports Authority’s wireless and radio telecommunication networks align with business goals and meet service demand.

Radio Frequency Engineer

Serves in the Wireless Services and Radio Systems Division of the Technology Operations Department in the Office of Technology. May be assigned to Ronald Reagan Washington National Airport or Washington Dulles International Airport.

Performs the full range of analysis, design, implementation, optimization and enhancements to wireless and radio telecommunication networks, including link budgets analysis, system design and dimensioning, coverage planning, site identification, evaluation and zoning support, frequency planning, interference analysis and mitigation. Performs related functions.

GENERAL RESPONSIBILITIES

Performs Land Mobile Radio (LMR) and Radio over Internet Protocol (RoIP) communications systems engineering, design and implementation. Reviews existing and planned Radio Frequency (RF) networks; ensures compliance with licensing regulations; and performs requirements gathering, design review, change management, and final acceptance for new RF systems.

Monitors system alarms and alerts and analyzes system performance metrics to assist in frequency management, coverage/capacity planning, solution evaluation and implementation.

Conducts engineering, research and analysis of Airports Authority Land Mobile Radio (LMR) systems to develop and design ‘in house’, ‘cost-effective’ solutions to address multi-trunk systems challenges and ensure mitigation of any interference.

Conducts radio frequency analysis on all Airports Authority radio and wireless systems; and participates and provides expertise in locally held FCC and Regional Frequency meetings.

Maintains radio systems, system components, radio configurations, and related documentation of all systems. Examines and analyzes radio systems capacity, coverage, reliability, defects, system anomalies and performance, utilizing test equipment such as Aeroflex Land-Mobile Radio Test Set, Bird Technologies Site Analyzers, and Motorola R2670 Spectrum Analyzers.

Ensures the Airports Authority complies with all FCC and Regional regulations. Reviews FCC Notices of Proposed Rule Making (NRPM) for impact on the Airports Authority.

Ensures Tier I, II, and III technical support for fixed network equipment (FNE) including radio frequency (RF) components, trunking controllers, dispatch consoles, network devices and subscriber units adhere to guidelines and coordinates Tier IV support with vendors.

Performs other duties as assigned.

QUALIFICATIONS

Six years of progressively responsible experience in conventional (repeaters) and trunk systems Radio Frequency (RF) technology including, designing and testing of Land Mobile Radio (LMR) trunked digital voice and data radio systems and subsystems and deploying new radio systems in critical systems where any radio communications service disruption would adversely affect operations such as public safety. This also includes distributed antenna systems.

Comprehensive knowledge of a wide range of Radio Frequency (RF) Land Mobile Radio (LMR) trunked digital voice and data radio systems, principles, concepts, and methods and ability to analyze complex Radio Frequency (RF) technology; to review/revise/develop policy; to initiate enhancement plans; and provide technical expertise and cost analysis information.

Comprehensive knowledge in Radio Network Administration, Aeroflex Land-Mobile Radio Test Set, Bird Technologies Site Analyzers, and Motorola R2670 Spectrum Analyzers.

Knowledge of FCC technical and operational regulations pertinent to spectrum management, interference mitigation techniques, and Radio Frequency (RF) engineering.

Ability to perform detailed analyses of data and information and make recommendations.

Ability to speak and write effectively, with emphasis on communicating complex technical information so others will understand.

PREFERRED QUALIFICATIONS

Radio Frequency (RF) experience in the public safety sector and/or in the transportation industry with Motorola trunked radio and conventional systems.

Certified as a Mobile Solutions Technical Associate from Motorola.

A Bachelor’s degree in any field.

Airport Planner

As an Airport Planner for the Airports Authority, you will provide advanced technical expertise and direction for near-, mid-, and long-term airport and transportation planning initiatives for Ronald Reagan Washington National Airport (DCA), Washington Dulles International Airport (IAD), Dulles Toll Road (DTR), and the Dulles International Airport Access Highway. Serves in the Planning Department of the Office of Engineering at Reagan Washington National Airport (DCA) and Washington Dulles International Airport (IAD).

GENERAL RESPONSIBILITIES

Conducts and prepares airspace planning and analysis considering critical navigational surfaces such as FAR Part 77, Terminal Instrument Procedures (TERPS), One-Engine Inoperative (OEI), obstacle-free areas and zones, runway protection zones, runway safety areas, and other critical navigational surfaces.

Conduct planning studies that identify scope, schedule, and cost based on stakeholder requirements. Studies include airfields and the evaluation of various facilities such as buildings, concourses, airfields, roads, parking, rental cars, utility plants, and other support facilities.

Provides technical advice and project management for the preparation and updating of Master Plans, Airport Layout Plans, and comprehensive planning studies and reports.

Provides technical analysis and advice regarding airfield issues such as (Federal Aviation Administration) FAA airfield planning and design standards, Aircraft Design Group, runway/taxiway/taxi lane design standards, apron layouts, and airfield geometry. Subject matter expert regarding A/C 150/5300- Airport Design.

Translates general goals, plans, and concepts of the Master Plan for the modernization and improvement of DCA and IAD into specific programs and concept design guidelines and requirements.

Develops policy recommendations, from both engineering and comprehensive planning perspectives, for the operation and master planning of DCA and IAD, and predesign data for Capital Construction Program (CCP) projects.

Collects, analyzes, and interprets data for use in formulating plans. Uses computer simulations to analyze passenger, vehicle, and aircraft activity patterns.

Prepares site development standards for consultants and reviews studies, planning projects, site plans, and program statements to ensure conformity with the Airport Authority plans.

Uses aircraft activity and passenger forecasts, cost and revenue projections, customer needs, and marketing information to determine project feasibility and desirability.

Annually prepares and reviews the Airports Authority’s proposed budgets for the Capital Construction Program (CCP) and Capital Operating and Maintenance Investment Program (COMIP). Recommends future projects and ensures compatibility with plans. Represents facility engineering in developing the Planning Department’s Work Plan and annual budget for studies and CCP and COMIP projects.

Works with inter-jurisdictional partners regarding land use planning, airport compatibility planning, and aerotropolis initiatives. Evaluates county/city development proposals for compatibility with airport operations, navigable airspace, safety surfaces, and long-term airport capacity. Coordinates with local governments, planning agencies, and community stakeholders and attends public meetings as a representative of the Airports Authority.

Monitors and advises on issues related to the airport’s roadways, including public and commercial curbs, based on forecast ground transportation traffic. Issues include capacity, safety, wayfinding, and master planning.

Monitors plans and advises on issues related to public and employee parking, as well as staging areas for other ground transportation, such as taxis, shuttles, and other ground transportation providers, based on forecast demands. Issues include facility expansions, new facilities, and master planning.

Monitors, plans, and advises on issues related to the Dulles Toll Road, including capacity, safety, tolling, and programming of capital improvements for both the short and long term.

Prepares position papers and reports on air and ground transportation and physical facility planning.

Assists in preparing pre-design documents; identifies and resolves issues related to design, construction, costs, scheduling, and environmental and building code compliance. Reviews construction documents and assists in developing construction change orders.

Serves as a Contracting Officer’s Technical Representative (COTR). Assists in developing design statements of work and selecting an architect/engineering firm.

Supports the organization in cross-functional collaboration on projects and performs other duties as assigned.

QUALIFICATIONS

Seven years of progressively responsible experience in airport planning, airspace analysis, or land use planning. A master’s degree may substitute for two years of experience.

Advanced knowledge of airport planning principles and practices, airspace analysis and obstruction evaluation processes, land use compatibility planning, and applicable FAA regulations, advisory circulars, and planning guidance.

Ability to perform complex technical analyses, integrate airspace and land use considerations into planning decisions, and manage multiple projects and priorities effectively.

Ability to coordinate effectively with federal, state, regional, and local jurisdictions, including planning agencies, municipalities, and community stakeholders.

Ability to synthesize complex airspace and land use data to support planning and development decisions.

Strong written and verbal communication skills are essential, along with proficiency in GIS, AutoCAD, or MicroStation, and data analysis tools used to support planning and decision-making processes.

PREFERRED QUALIFICATIONS

Experience leading or supporting Airport Master Plans and Airport Layout Plan approvals for large commercial service airports

Demonstrated expertise in FAA airspace evaluations, including the Obstruction Evaluation/ Airport Airspace Analysis (OE/AAA) process.

Experience coordinating National Environmental Policy Act (NEPA) environmental documentation and capital program development, including CCP, ACIP, or CIP processes, is highly desirable.

Professional certifications such as American Institute of Certified Planners (AICP), Professional Engineer (PE), or Engineer-in-Training (EIT).

EDUCATION

A Bachelor’s Degree in Aviation Planning, Urban or Regional Planning, Engineering, Architecture, or a related field.

DIVISION

The newly reformed Planning and Development Division oversees and delivers the airport’s $700 million Capital Improvement Program (CIP), which includes airside, landside, and terminal renovations, as well as major utility projects and long-term infrastructure planning. The Division is also a key partner in implementing the General Aviation Improvement Program and the Terminal Tenant Concession Redevelopment Program. This team has 28 professionals in a variety of roles. This Division’s functional areas include engineering, A/E design standards, land use and airport planning, environmental compliance, capital project programming, project management, project controls, and construction Coordination and Logistics Management (CALM).

THE OPPORTUNITY

John Wayne Airport (JWA) is establishing a new Project Controls Manager role within the Planning and Development Division. This position will play a key role in shaping and advancing the Airport’s project controls program for the multi-year, $700 million Capital Improvement Program (CIP).

The Project Controls Manager serves as a technical expert responsible for overseeing cost and schedule management, project controls systems, and performance reporting across a portfolio of complex and interrelated capital projects. The role works collaboratively with internal departments and external partners, including County agencies and state and federal entities, to support effective program delivery.

This position leads the development, implementation, and continuous improvement of project controls policies, procedures, and tools. Responsibilities include evaluating cost and schedule performance, identifying risks and variances, and recommending corrective actions to maintain project objectives. The Project Controls Manager ensures CIP compliance with applicable regulatory and funding requirements, including FAA grant obligations.

DESIRABLE QUALIFICATIONS

The ideal candidate will possess seven (7) years of progressively responsible experience in Capital Improvement Program controls in areas such as schedule management, cost accounting/management, construction management, grant management, project management, and/or related engineering field.

This experience must include at least three (3) years of experience in an airport or aviation environment or a comparable complex, secure, and highly regulated capital program environment, and a minimum of one (1) year of supervisory experience.

About the Role:

The Upstate region of South Carolina is nestled in the foothills of the Blue Ridge Mountains bordering Georgia and North Carolina. The region acts as an economic hub between Charlotte and Atlanta and has attracted many financial institutions, multinational corporations, advanced manufacturers and institutions of higher learning to locate their regional or national headquarters there.  The Upstate is also home to a large amount of private-sector and university-based research activity to support the automotive, life sciences, plastics, and photonics industries.

As a top national market for economic development, the region’s demand for air passenger and cargo services continue to grow. MJ seeks an Airport Capital Program Director to help our Aviation clients in the region expand their terminal capacity to meet this growing demand.

The Program Director will embed with Airport leadership to help implement more than $500M in capital improvements over the next five to ten years. In this capacity, the Program Director will oversee the delivery of multiple concurrent airside and landside design and construction projects in a growing small hub airport environment.

The Program Director will lead and supervise a team that acts to augment the owner’s staff and in-house capabilities, ensuring comprehensive program/project management and construction oversight from planning through design, procurement, and construction. Services to be supervised may include project management, construction management, Resident Project Representative (RPR), project controls, scheduling, cost estimating, inspection oversight, quality assurance and/or commissioning services.

This role requires proactive communication and effective collaboration with various stakeholders, including the Owner’s leadership and staff; the Owner’s architects, designers, construction contractors, and tenants; as well as state and federal agencies, to promote projects that are completed on time and within budget and in compliance with contractual and regulatory requirements. The position encompasses client management, strategic planning, staffing and resource management, project financials, training, QA/QC oversight, performance reporting and on-site services in partnership with airport operators and key stakeholders to deliver airport projects on time and within budget.

Key Responsibilities:

  • Represent the Owner and MJ by providing comprehensive program oversight of all capital projects assigned to the team.
  • Provide day-to-day oversight of the MJ team and promote proactive communication and collaboration between the MJ team and Owner leadership and staff.
  • Plan, define and document program goals and intended outcomes, based on Owner objectives and airport plans.
  • Collaborate with Owner to institute project controls capability to forecast, measure and document the financial and operational performance of Owner’s engineering designers and construction contractors, individually at a project level and collectively at a program level.
  • Collaborate with Owner to establish programmatic and project-level KPIs and ensure proper tracking and analysis of project performance data to measure financial and operational progress and forecast upcoming activities.
  • Participate in internal and external meetings and support effective coordination and collaboration between the Owner, regulatory authorities, the engineering designers and construction contractors to anticipate and overcome challenges to the timely and cost-efficient completion of assigned projects.
  • Implement risk identification and mitigation strategies to reduce delays or disruptions to projects and the program.
  • Draft project scopes, schedules and budgetary-level cost estimates to help fund and award design projects.
    Lead and oversee design project management and ensure Owner and constructability reviews are performed of the engineering consultants’ project design phase packages.
  • Accountable for overseeing assigned design and construction projects are executed in accordance with owner policies and procedures; contractual, regulatory and quality requirements; and approved project schedules and budgets. Depending on the urgency or volume of projects, the Program Director may need to manage some projects personally.
  • Manage MJ team staff to provide effective administration and oversight of design and construction projects through close monitoring and detailed record-keeping of individual projects and the overall capital improvement program.
  • Oversee coordination with contractors and construction management, administration and inspection activities of construction projects, (including daily/weekly reporting, submittals and RFIs, pay applications, materials testing, change orders etc.) to fulfill contract compliance, quality, safety, and documentation standards.
  • Support Owner to create and/or update operational dashboards to report program and project status and highlight updates.
  • Liaise between the owner and various project teams to communicate, coordinate and implement change management strategies and activities.

Qualifications:

  • Bachelor’s degree in construction/program management, Architecture, or Engineering or related field from an accredited college.
  • Minimum 15 years of program/project management experience, including prior experience as an Owner’s Representative or Project/Program Manager for airport projects of at least $100M in construction value.
  • Familiarity with FAA regulations and advisory circulars (AC 150) and related design, construction, quality management, safety and environmental standards and requirements.
  • History of leading project teams to deliver projects in collaboration with Owner and key stakeholders.
  • Demonstrated experience in planning, monitoring, and controlling scope, risks, schedules, and budgets/costs.
  • Experience in developing and presenting detailed reporting of progress, performance, and status.
  • Experience with various project delivery methods including Design-Bid-Build, Design+CMAR, Design/Build, and Progressive Design/Build alternative delivery.
  • Proficient with Microsoft Office (Excel, Word, Teams, Outlook) and experience working with MS Project, Primavera P6 Scheduling, and Project Management Information Systems (PMIS) as an end user.
  • Excellent written and oral communication skills.
  • Thorough knowledge of aviation design and construction industry practices and regulations.

Aviation Department CDL Trainer

What You’ll Do:
• Coordinates all aspects of the CDL program, including road test preparation classes and test scheduling, to ensure trainees are ready to test and certify on time.
• Prepares and assembles clear, concise lesson plans, course curricula, visual and mechanical aids, written materials, and hands-on instructions to support effective learning.
• Trains participants to take and pass all written CDL tests, complete pre-trip inspections, and demonstrate required knowledge and skills.
• Provides instruction on Smith System Driving techniques, JJ Keller Entry Level Driver Training, JJ Keller passenger endorsement training, and air brake qualifications to ensure regulatory compliance and safe driving practices.
• Reviews and evaluate driving skill sets, including turns, backing, shifting, and other required maneuvers, to confirm job-ready performance.
• Conducts driver performance checks in the field, provide corrective training, initiate counseling or disciplinary action when needed, manage program records, supervise subordinate employees, and perform other duties as assigned.

REQUIRES:

• Five (5) years of experience operating heavy equipment or conducting vehicle training courses AND
• has held a valid Class A or B CDL for five (5) years OR;

Position Summary (Primary Function)

The Fleet Services Lead is responsible for leading and supporting the Fleet Services team in daily operations, performing advanced diagnostic troubleshooting and repairs across the fleet, and coordinating preventive maintenance and repairs for all vehicles and equipment. This role ensures maintenance activities are completed efficiently, safely, and in alignment with operational needs.

Responsibilities (Essential Functions)

  • Participate in all safety programs and training, ensuring full compliance with company safety and environmental policies.
  • Responsible for leading daily maintenance tasks, projects, and ensure completion in a timely manner with optimum reliability.
  • Provide leadership, guidance, and support to the Fleet Services team.
  • Attend and contribute to monthly departmental safety meetings and lead weekly team safety meetings.
  • Conduct Forklift/Mobile Elevating Work Platform Operator training for the Facilities department.
  • Develop weekly schedules for preventative maintenance and repairs in coordination with other departments.
  • Procure necessary parts and supplies to support maintenance activities.
  • Assist the Fleet Services Manager with contractor and vendor coordination, as needed.
  • Perform accurate diagnostics and repairs on fleet assets, including but not limited to fuel trucks, fire trucks, ground service equipment, emergency generators, heavy/light duty equipment, shuttle buses, police vehicles, and standard vehicles.
  • Become proficient in EAM Hexagon for creating/closing work orders, ordering parts, scheduling work, and performing inventory tasks.
  • Maintain clean and organized workspaces.
  • Assist with creating accurate preventive maintenance tasks and provide guidance to ensure clear expectations for the Fleet Services team.
  • Assist the Fleet Services Manager with annual budget recommendations for the team and fleet.
  • Monitor inventory levels for fuel, deicer, and storeroom supplies.
  • Lead assigned shifts during snow and ice removal operations.
  • Work independently without direct supervision in a safe and effective manner.
  • Perform other duties as assigned.

Education Requirements

  • High School Diploma or GED required.

Experience Requirements

  • Requires at least six (6) years’ experience in automotive and equipment repair and maintenance.
  • Experience in the maintenance of aircraft cargo equipment, airport firefighting equipment and snow removal equipment a plus.

Supervisory Responsibility

  • Oversee the daily operations of the Fleet Services Team.

Licenses Required

  • Valid Driver’s License.
  • Must possess or be willing to obtain within a year of hire date, a Class B commercial driver license (CDL) with air brake endorsement.

Working Conditions

  • Physical Demand – Must be physically able to use the PPE (Personal Protective Equipment) required for the job. Will be exposed to heat, cold, rain, snow and icy conditions. Noise levels may exceed 55 db. Works near moving vehicles and equipment, risk of being struck. Exposure to flammable, toxic and caustic chemicals. Exposure to heights and will be required to work from ladders and lifts. Must possess the ability to perform strenuous physical activities, engage in sustained physical exertion and perform arduous work under adverse conditions. Must maintain physical fitness pertinent to the work. Frequent bending and stooping. Ability to lift and transport objects weighing up to 55 pounds without assistance. All necessary Personal Protective Equipment will be provided by the airport.
  • Mental and/or Visual Demand – Mental and visual demands are high and vary with function performed. Consistent mental attention is needed to respond safely and efficiently. Frequent work or travel in or near roadways, parking areas, and aircraft ramp areas require constant vigilance of vehicle, aircraft and equipment traffic.
  • Attentiveness to work procedures will reduce potential risk of injury in work areas.
  • Exposed to shop office environment and normal aviation environment.
  • This position requires uncommon tours of duty to include but not limited to weekends and holidays, rotating shift assignments and overtime duty.
  • Will be subject to recall after normal duty hours.

Assistant Manager, Airside Operations

Under the direction of the on-shift Manager, Integrated Operations (MIO); manages the day-to-day airfield operation of Minneapolis-St. Paul International Airport (MSP). The Assistant Manager is responsible for ensuring compliance with all non-Airport Rescue Fire Fighting (ARFF) aspects of Federal Aviation Regulation (FAR) Part 139. The Assistant Manager coordinates and oversees the appropriate Metropolitan Airports Commission (MAC) rules and policies that along with FAR Part 139 provide the basis for safe and efficient airfield operations.
