The essential functions of this position include:

1.    Directs, evaluates, and implements administrative and operational policies, practices, and procedures required for Airport compliance under the Americans with Disabilities Act of 1990 (ADA), as amended, and related state and federal disability civil rights laws and regulations.

2.    Directs, evaluates, and implements administrative and operational policies and practices to ensure Airport compliance under government entities such as the Federal Aviation Administration (FAA) and the Department of Transportation (DOT).

3.    Supervises and coaches staff on the planning, developing, implementing of program policies, and procedures. Conducts regular performance evaluation and provides guidance on work activities.

4.    Responds to guest requests for information, referral, or disability-related accommodations. This individual will be key in addressing disability-related guest service issues, consulting with airport stakeholders to help address complaints and coordinate systems and processes for improvement; investigates and resolves complaints of discrimination on the basis of disability; and prepares correspondence in response to guest and community concerns.

5.    Leads airport-wide efforts to raise standards and disability rights awareness, which includes leading an Airport community disability awareness/action committee or council. This will involve working closely with subject matter experts, representatives from other City departments, and members of community-based organizations.

6.    Works closely with the Mayor’s Office on Disability and other public or private groups to interpret City policies and procedures related to accessibility; provides technical assistance to Airport staff through education and training sessions as the Airport’s ADA subject matter expert; and provides guidance to Airport staff regarding program modifications for persons with disabilities.

7.    Serves as the Airport’s liaison to the Mayor’s Office on Disability; represents the Airport at various functions; and participates in appropriate professional organizations.

8.    Prepares and/or reviews comprehensive analytical reports for the Airport Director and Airport Commission concerning access for persons with disabilities, including ADA self-evaluation and transition plan reports and technical analysis of new or pending disability laws, regulations, and court cases – working closely with the Airport’s legal team.

9.    Implements state and federal directives and guidelines for accessible design and construction; conducts site surveys of existing buildings and facilities for compliance with ADA standards; develops technical standards and guidelines; and meets with departmental staff and attends project review meetings.

10. Performs other duties as assigned.

Qualifications:

Education:  Possession of a baccalaureate degree from an accredited college or university. AND

Experience:  Four (4) years of professional experience implementing disability civil rights laws and regulations.

Education Substitution: Additional qualifying experience as described above may be substituted for the required degree on a year-for-year basis (up to the maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Desirable Qualifications

  • Experience implementing disability civil rights laws and regulations in a state or local government setting.
    Bachelor’s degree from an accredited college or university in architecture, engineering, city planning, public or business administration, legal studies, or a related field.
  • Possession of a Certified Access Specialist (CASp) certification in good standing with the California Division of State Architect (DSA).
  • Experience working with disability related community-based organizations and clients.
  • Four years of progressively responsible experience developing disability access policies, practices, and procedures; coordinating reasonable modifications; investigating and mediating complaints of disability discrimination; providing disability-related staff training.
  • One year of lead or supervisory experience.
  • Individual possesses clear and concise written and verbal communication skills.
  • Individual is able to build rapport quickly, is a cross-collaborator, and is flexible.
  • Individual is comfortable working independently and under self-direction.

Airport Manager – HYA

The Cape Cod Gateway Airport Commission is seeking a strategic, forward thinking Airport Manager to lead the safe, efficient, and financially sound operation of Cape Cod Gateway Airport (HYA). Reporting to the Airport Commission, the Manager oversees a dynamic team and a wide network of aviation and non-aviation tenants. This is a visible and impactful leadership role that blends operational excellence, fiscal management, and public engagement to advance the Airport’s role in supporting regional quality of life and economic development.  The Airport Manager is responsible for daily operations, regulatory compliance, capital improvement planning, fuel and lease management, and community relations. Operating under broad policy direction, the Manager ensures the airport meets all federal, state, and local requirements, while serving as the Airport’s primary liaison with the Town of Barnstable, FAA, TSA, and other stakeholders. Senior Project Manager

THE OPPORTUNITY
John Wayne Airport has an exciting opportunity for an experienced Senior Project Manager. The Senior Project Manager position will serve as a technical consultant to senior management on complex and strategic issues and will coordinate with internal and external stakeholders, including but not limited to utility companies, real estate companies, survey companies, regulatory permitting agencies, engineering and construction companies, cities, and the public on capital improvement and facilities alteration projects primarily related to John Wayne Airport. The immediate vacancy is in the Planning and Development service area.

SERVICE AREA
The Planning and Development service area delivers capital improvement projects for John Wayne Airport in accordance with the County of Orange contracting and procurement policy manuals, State of California contracting regulations, and Federal Regulations. Senior Project Managers oversee the design and construction of various airport improvement projects and perform other administrative duties related to public project management and contract administration.

KEY RESPONSIBILITIES

  • Oversee, manage, and execute complex planned airport capital improvement projects
  • Define project scopes, budgets, cost estimates, schedules, and resources for multi-disciplined vertical and horizontal infrastructure projects
  • Develop, coordinate, and oversee design development, project scope and manage contracts with architects, engineers, and contractors

Serves in the Maintenance Engineering Division of the Engineering and Maintenance Department at Ronald Reagan Washington National Airport.

As an Assistant Airport Operations Duty Manager, you will perform daily airport management functions to inspect, monitor, and enforce safety and security procedures to ensure the safe, efficient, and secure operation of the airport complex.

Serves in the Airport Operations Department at Washington Dulles International Airport (IAD).

Performs airport management functions with responsibility for the safe, efficient, and secure operation of the airport complex (airside, terminal, and landside). Documents problems, discrepancies, and non-complying conditions concerning 14 CFR Part 139, and 49 CFR Part 1540 and 1542 and tenant activities to appropriate parties and reports for follow-up actions; monitors progress of corrections; determines severity of discrepancies and priority for corrective actions.

Takes corrective action, files work orders for repairs, notifies the appropriate manager or coordinator, and files reports for airport facilities.

Consults with the full performance Airport Operations Duty Manager or Airport Operations Duty Manager Supervisory prior to issuing any Notices to Airmen (NOTAMs) or authorizing the opening or closing of runways and/or taxiways.

Performs safety and security inspections of identification badges, personnel, facilities, vehicles, goods, and services for compliance with airport rules and regulations.

Performs testing of security measures as directed to determine the effectiveness of security measures and/or to ensure compliance with the Airport Security Program.

May conduct training for contractor security guards, monitors the services provided, and informs the Airport Security Manger and the Contracting Officer’s Technical Representative (COTR) of any concerns.

Under the general direction of on-shift supervisory personnel, directs tenant and Airport personnel on resolution of safety or security issues and intercedes to mitigate tenant ramp operation disputes, seeking on-shift supervisory guidance or assistance to resolve complex issues.

Under the general direction of on-shift supervisory personnel, conducts investigation, mitigation and resolution of safety and security incidents and concerns including but not limited to the issuance of Notices of Violation for failure to comply with airport rules and regulations.

Under the general direction of on-shift supervisory personnel, may take immediate corrective action to contain potential threats or incidents, which may include confiscating ID badges or directing removal of employees or contractors from the airport’s premises.

Under the general direction of on-shift supervisory personnel, may coordinate or conduct inspections, investigations, or corrective actions with other Federal and State agencies and airline officials.

May serve as first responder to airport emergencies and other significant events, taking control of the scene until relieved by a senior official.

QUALIFICATIONS

Three years of experience in airport or airline operations at a 14 CFR Part 139 certified airport OR three years of military airfield operations experience and a bachelor’s degree in any field. An equivalent combination of education and experience may be considered.

Knowledge of and ability to apply airport safety and security regulations (e.g., 49 CFR Parts 1542, 1544, and 1546 and 14 CFR Part 139) and skill in applying them to conduct safety and security inspections and investigations, ensure airport security and safety procedures are current, and assist airlines with security requirements.

Participation in, or knowledge of, at least one of the following: Federal Aviation Administration (FAA) airport certification, airport or airline security program, recurring airport or airline disaster/emergency exercises, or the monitoring and coordination of airport construction and maintenance operations.

Knowledge of aircraft operations, to include navigational and unusual aircraft operating characteristics, and the ability to evaluate aircraft and air traffic and take timely and appropriate action.

Ability to analyze complex situations, prioritize issues, and formulate response plans.

Ability to make detailed analyses of data and information and make recommendations.

Ability to speak and write effectively, with emphasis on communicating sensitive or confidential information in an emergency situation.

Skill in using a computer and modern office suite software, with emphasis on security access control systems and weather monitoring systems.

PREFERRED QUALIFICATIONS

A bachelor’s degree in aviation management, Airway Science, Aviation, or related field.

Airport Certified Employee (ACE) certification in Airport Operations or Security from the American Association of Airport Executives (AAAE).

Experience in Airport Operations of a medium or large hub airport.

Experience in airport or airline security operations.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver’s license in good standing.

  • Develops a communication plan and related project status reports for key stakeholders and provides updates on project activities and information on risks and mitigation strategies.
  • Prepares and monitors the budget for project planning, design, regulatory, and/or construction phases, recommends project budget needs for annual appropriations, and ensures project deliverables stay on-time, on-target, and on-budget.
  • Interacts with utility companies, city agencies/departments, and other governmental agencies to obtain necessary permits and clearances and to ensure regulatory compliance.

Senior Manager, Aviation Planning

Some of what you’ll be doing:
As the Senior Manager, Aviation Planning, you will develop planning approaches and processes in advancement of Aviation Division goals, planning department work programs and capital improvements to accommodate increased passenger and cargo activity as well as support of increased customer service, economic and sustainability goals.

  • You will serve as the primary planning policy and strategic resource for the Aviation Division and collaborate to develop long and short-term Planning Department objectives.
