The Dane County Regional Airport is seeking a full time Director of Planning and Development. Under general direction, serve as senior project manager responsible to plan, monitor and review professional engineering work, project progress and budget compliance.  Perform and communicate airport project planning, progress and operational impacts with other airport divisions and external entities. Maintain competency in and serve as a resource for airport engineering, architecture, and facility expertise.  Plan and execute the airport’s ongoing and future environmental mitigation activities including landfill remediation and monitoring; wastewater permitting and monitoring and airside   and landside infrastructure development.  Develop requirements for professional consultant services and select consultants for the provision of airport planning and construction projects to ensure effective and efficient infrastructure development and the safety of the traveling public and neighboring communities.

Requirements: Bachelor’s degree in civil engineering, or related field, from an accredited four-year college or university. A minimum of four (4) years of professional experience (or equivalent) in planning, engineering or architecture, including a minimum of two (2) years of experience in airport or aviation planning, design, engineering, architecture, or construction project related field; and four (4) years of supervisory experience in a related field.  Environmental experience with a combination of landfill, wastewater or hazardous materials is desired. Wisconsin Registered Licensed Professional Engineer or related profession, or the ability to become registered within two (2) years of start date.  Must have or be able to obtain a valid Wisconsin Driver’s License.

Operations Specialist 1

Position Summary (Primary Function)
This position is an entry level position, and under direct supervision of the Operations Manager. This position manages the use of airport facilities in accordance with established policies and procedures. Maintains airport compliance with Federal Aviation Regulation (FAR) Part 77 and 139, Transportation Security Regulation (TSR) Part 1542, and all other applicable statutes, regulations and requirements and ensures the safety and security of all airport users. Communicates and assists with all airport stakeholders.

Responsibilities (Essential Functions)
• Assists in establishing policies, procedures, directives, and practices governing the operation of airport terminals, runways, roads, and grounds.
• Maintains current knowledge of all Greater Asheville Regional Airport Authority rules, regulations, directives, and policies.
• Coordinates with the Maintenance Department on airfield repairs; airfield lighting; janitorial; maintenance of main terminal and grounds, parking, and ground transportation.
• Assists the Operations Department to ensure compliance with FAA and TSA regulatory requirements.
• Coordinates airport operations during assigned shifts, ensuring the safety and security of the public, tenants, and airport staff.
• Ensures that all airport operations comply with FAR Part 139, Part 77, TSR Part 1542, and other applicable federal, state, and local statutes and regulations.
• Performs basic airport badging functions. Is trained to handle all equipment, software, and situations in the Airport Operations Center (AOC).
• Assists in coordinating and monitoring airport construction activities.
• Conducts periodic, daily, and as necessary, continuous inspections of runways, taxiways, and other airport facilities to identify and document damage, deterioration, debris, and other unsafe or non-compliant conditions.
• Coordinates use of airport facilities by air carriers, air cargo, military, and charter aircraft operators.
• Trains and tests airport employees on non-movement and movement area operating procedures.
• Monitors and ensures safe vehicle operations on movement and non-movement areas.
• Implements wildlife control procedures and ensures compliance with the Airport’s Wildlife Hazard Management Plan and applicable Federal and State regulations.
• Implements snow and ice control procedures and ensures compliance with the Airport’s Snow and Ice Control Plan.
• Issues and files Notices to Airmen (NOTAMs) to report all conditions that impact the safe operations of aircraft and ensures that they are promptly communicated to the FAA, air carriers, FBO, and other airport users.
• Enforces compliance with the Airport Rules and Regulations and the Airport Security Program through the Violation Notice Program.
• Performs customer service functions in the airport including passenger assistance and crowd control.
• Performs other functions as requested by the Airport Operations Manager or Vice President of Operations to ensure Airport compliance and the safety and security of airport tenants and the public.
• Assists with Charter Operations when needed.
• Capable of driving all necessary equipment, assisting passengers, and handling bags up to 50 pounds.
• Assists with Ground Transportation management and permit issuance and compliance.
• Other duties, as assigned.

• Graduation from an accredited college or university with a bachelor’s degree in aviation management, business administration, or a related field preferred; or in lieu of a degree, a minimum of two years of full-time work experience at a commercial service airport performing functions of a similar nature.

Electro- Mechanical Contract Coordinator

POSITION SUMMARY:

Responsible for the day-to-day monitoring and evaluation of the Automated People Mover (APM) and the Elevator/Escalator and Moving Sidewalks Contracts associated with the terminal complex and support of facility operations. On-site monitoring and troubleshooting of operational services related matters. Maintain all facilities operations to the standards and specifications set forth in the respective contract documents. Provide technical support, advice and assist in the scope development and bidding of new contracts.

 

MINIMUM REQUIREMENTS:

Associate degree and three (3) years related experience with the maintenance and repair of Automated People Mover (APM), Elevator/Escalator and Moving Sidewalks systems, or an equivalent combination of education, training and experience.
Ability to read, understand and enforce contract specifications and drawings on a performance-based contract.
Sound working knowledge of function and utilization of electro-mechanical equipment and/or evaluating the condition of mechanical and motorized equipment.
Working knowledge of Automated People Mover (APM), Elevator/Escalator and/or Moving Sidewalks systems.
Perform facility maintenance/equipment inspections, initiate repair orders as required, and verify repairs are completed.
Must be able to work various shifts including early mornings, late evenings, nights, weekends and holidays to accommodate airport operations. After successful completion of training, the assigned to shifts will be 3pm-11pm or 4pm to midnight.  Workdays will be TBD but will include a Saturday or Sunday.

Director of Engineering and Project Delivery

The Burbank-Glendale-Pasadena Airport Authority is seeking a Director of Engineering and Project Delivery, a senior leader within the Planning and Development division at Hollywood Burbank Airport, reporting to the Deputy Executive Director, Planning and Development. This pivotal role oversees all engineering design, construction, and development initiatives at the Airport. Essential Job Duties:

Qualifications

Education: Possession of a baccalaureate degree from an accredited college or university AND

Experience: Three (3) years of professional-level experience in wildlife management or aviation operations, of which includes at least two (2) years of experience in program management AND

License: Possession of or ability to obtain a valid California driver’s license prior to employment.

Airport Security Coordinator

Position Summary (Primary Function)
This position exists to manage the staff and programs to comply with Transportation Security Administration (TSA) and other federal, state, and authority regulations for the Asheville Regional Airport (AVL). Supervises and directs the work of Badging Specialists and oversees their professional development and goal achievement. This position manages the Airport Security Program, ensures compliance with TSR Part 1542, acts as the Primary Airport Security Coordinator, and serves as primary contact for the Federal Security Director and the lead Transportation Security Inspector. Serves as the back-up to the Airport Operations Manager in their absence. Under emergency situations, reacts quickly and calmly to protect persons, property, and ensures compliance. Requires effective skills to lead and motivate a diverse staff, exercises considerable independent judgement and initiative, and maintains effective working relationships with stakeholders and the public.

Responsibilities (Essential Duties)
1. Manages the staff and programs required to operate a Category I Commercial airport in compliance with the Transportation Security Administration (TSA) and other federal, state, and local regulations. Manages airport security operations, Airport Badging Office, and airport security compliance. Ensures all Airport Operations Standard Operating Procedures (SOPs) meet the requirements of FAR Part 139 and TSR Part 1542. Manages the Airport Security Program (ASP) and ensures its compliance with TSA regulations and security directives. Serves as the Airport Security Coordinator and primary point of contact for security-related activities and communications with TSA, DPS, Customs and Border Protection, Federal Air Marshal Service, Secret Service, FBI, and other law enforcement agencies. Maintains all records, reports, and logs, as required.
2. Supervises and directs the work of Airport Badging Specialists. Oversees the professional development of staff to support their overall engagement, development, and goal achievement. Ensures all staff have proper training and tools to effectively and efficiently perform their duties. Mentors, motivates, and leads assigned employees in alignment with Greater Asheville Regional Airport Authority (GARAA) Vision, Mission, and Core Values. Participates in recruitment, hiring, on-boarding, training, coaching, counseling, disciplinary and termination processes of staff. Ensures compliance with all GARAA rules, regulations, policies and directives. Delivers employee performance reviews by established dates. Formulates comprehensive and concise instructions/procedures/directives in both oral and written form. Develops employees, creates work schedules, and assigns, tracks, and inspects work for quality, effectiveness, and cost. Creates and updates policies and procedures and make recommendations for improvements in secrity, safety, and efficiency. Oversee enforcement of airport rules and regulations that govern the security of the Airport.
3. Assists in managing the work related to the FAA-approved self-inspection program for the airfield and ensures FAA certification requirements and deliverables. Performs inspections and duties in compliance with the Airport Certification Manual, Airport Emergency Plan, Wildlife Hazard Management Plan, Movement Area Drivers Training Program, and other working documents. Serves as a backup to the Airport Operations Manager in their absence.
4. Manages the security standards for AVL Airport. Ensures all activities are in compliance with TSR Part 1542, identifies hazards and security issues, and implements mitigation strategies. Reviews all construction safety phasing plans, approves all construction security plans, and submits amendments to the TSA. Participates in any Safety Management System (SMS) and Safety Risk Management Workshops and perform SMS duties, as required.
5. Conducts training assessments, identifies training needs and sources, develops training plans, and oversees training programs related to Part 1542 compliance for airport employees and tenants. Ensures department training and compliance with federal, state, and local regulations and Greater Asheville Regional Airport Authority ordinances and directives. Maintains all certifications, records, inspections, and audits.
6. Responds to and participates in airport emergencies and irregular operations, establishes priorities, and makes timely decisions under stressful conditions to emergencies and incidents of various size, scope, and scale. Takes charge until relieved by a higher authority. Coordinates and assists the Airport Operations and Security Operations response efforts in emergency and irregular operations and incident recovery. Serves as Section Chief in the Airport Emergency Operations Center or Branch Manager for incident command. Ensures that response follows Airport Emergency Plan (AEP) and standard operating procedures and follows the National Incident Command Systems (NIMS) protocols. Reacts quickly, calmly, and exercises independent judgement and initiative to protect persons, property, and ensures compliance. Conducts and participates in required emergency response training and exercises related to airport operations, emergencies, and security.

7. Collaborates and coordinates with airport tenants, stakeholders, and other Airport departments to ensure the continuity of the airport operations and federal compliance. Ensures work is in compliance with FAA Part 139 and TSA Part 1542; identify hazards and implement mitigation strategies. Maintain effective working relationships with internal and external stakeholders, tenants, and the public, ensuring exceptional customer service. Coordinates with airport tenants and stakeholders for impacts to operations. Supports and actively participates with internal and external work groups and other Airport departments to develop plans of action and response to various issues including but not limited to, security, dispatch, access control, construction, airport capacity and response, and rule enforcement. Assesses current and prospective security-related equipment, technology, and procedures to improve the Airport’s overall security posture and implements the changes.
8. Assists with budget projections, develops cost estimates, and assists in preparing departmental budget. Prepares bid specifications, plans and purchases equipment, materials and tools necessary for the department. Leverages contract providers for support, orders, and bid specifications. Participates in short-and long-range planning airport security operations, facilities, and needs.
9. Assists in managing the primary service contract for Traffic Control and Security Services. Works with the contractor to develop budgets, determine resource allocation, performs audits, and ensures billing and contract payment approvals. Oversees any other tasks associated with the program to include RFP development, scope adjustment, and asset management.

Education Requirements:
• Associate’s degree in aviation management, business or operations; or

Work with the Assistant Vice President of Engineering to facilitate and manage the Greater Orlando Aviation Authority’s (Aviation Authority) engineering/architecture, development projects, and programs from inception through final design, bid and award, and provide oversight through construction and closeout.

MINIMUM REQUIREMENTS:

Bachelor’s degree related to architecture, building construction, construction management disciplines and eight (8) years of aviation related work experience for a consulting firm, a construction company, a public agency, or an airport authority in managing the design and construction of small and large scale projects or an equivalent combination of related education, training, and work experience.

GIS Developer

Analyzes processes, develops and evaluates process automation concepts and options, assesses associated costs and benefits, designs and test documents, application development, software installation, configuration and change management, and user training and support. Assess software, product, or service capabilities and alternatives (COTS or custom) to make recommendations considering cost and effectiveness. The candidate will lead select Geographic Information System (GIS) server, mobile, and desktop application development efforts.

MINIMUM REQUIREMENTS:
