Under general supervision, the Manager of Properties is responsible for managing the relationships with airlines and other airport terminal tenants, including the day-to-day coordination related to leasing, invoice/billing, and MoreRNO matters.  The Manager also is responsible for developing and managing the Reno-Tahoe Airport Authority real estate portfolio, including public solicitation management, negotiating business terms, optimalization and administration of existing contracts driving net profitability, overseeing tenant relations, and overall lease management from inception through termination for all airline, government tenants, and outside properties.  This role may also be responsible for oversight of third-party management of certain real estate/outside properties. The Manager of Properties reports to the Director of Commercial Business Development and oversees the Property Technician positions.

Primary Responsibilities/Essential Duties

  • Negotiate and manage complex leases and contracts, permits, licenses and other significant revenue-generating contracts with airlines, outside commercial properties, cargo tenants, government tenants, and aviation support service providers.
  • Guide the development of leases, permits, licenses, and other legal documents that reflect the most advantageous terms and conditions for the RTAA
  • This position is responsible for leading the setting up of new commercial passenger airline entrants, including negotiating relevant contracts and coordinating relevant leasehold requirements/buildout.
  • With the support of internal RTAA stakeholders, draft terms and conditions for relevant agreements, including leases and other agreements. Responsible for the creation of leased premises exhibits.
  • Responsible for maintaining accuracy of contracts in lease management systems, geographic information systems and other RTAA computer programs.
  • Coordinate the monthly airline station manager meeting and ensures the timely collection and compilation of applicable reports for Airline tenants.
  • Manage lease and contract compliance, corporate tenant relations, and provide support for terminal charters.
  • Responsible for ensuring effective communication and collaboration between the MoreRNO project delivery team and the airlines and other RTAA business partners to ensure minimized operational impacts to tenants resulting from MoreRNO projects including the NewGen A&B terminal construction and ground transportation center projects.
  • Prepare and present a variety of executive level and Board level documents as required.
  • Responsible for developing and managing operating budgets for the RTAA-owned properties.
  • Manage third-party business partners and service providers to coordinate and oversee tenant improvements, modifications and alterations by coordinating activities with engineers, designers, appraisers, and other appropriate parties.
  • Participate in the long-range planning, development of marketing strategies, and recommendation of goals for business attraction and retention.
  • Plan, organize, supervise, and evaluate the performance of assigned direct reports, providing regular coaching and mentorship.
  • Undertake a variety of special assignments as required.

Required Education / Experience

  • Bachelor’s Degree from an accredited college or university preferably in Business Administration, Real Estate Development, Finance Administration, or a related field.
  • Five (5) years of progressively responsible experience in aviation (airports, airlines, etc.) management, including experience with complex contract/lease negotiations and management of complex financial methodologies
  • At least three (3) years of experience supervising other employees.

Required Licensing and/or Certifications

Possession of a valid Driver’s License; ability to obtain and maintain eligibility to hold a Security Identification Display Area (SIDA) badge.

Knowledge, Abilities and Skills              

  • Knowledge of principles, methods, practices, and techniques in managing complex public-entity owned commercial real estate portfolio, including aviation, industrial, office, and land lease properties.
  • Experience negotiating complex agreements, including leases, operating agreements, and other contracts.
  • Experience developing robust lasting relationships with aviation tenants, including airlines and government agencies (e.g. TSA, CBP, etc.).
  • Ability to conduct market research, statistical analysis, forecasting, position, and accurately set market rent rates via principles of real estate appraisal.
  • Ability to understand, interpret, explain, and apply federal, state and local laws, regulations, ordinances, and policies applicable to airports and assigned portfolio real estate.
  • Ability to effectively communicate orally and in writing to internal and external stakeholders, including executive leadership, the RTAA Board of Trustees, and senior leadership of all tenant properties.
  • Ability to manage proposals, bid/award, lease process and permit documents by drafting requests for proposals (RFPs), reviewing submissions, managing selection processes, recommending awards and providing required documentation.
  • Ability to work extended hours and be on-call for tenants.

Physical Requirements

Ability to remain in a stationary position for long periods of time, reach, bend, climb, lift, push, and pull items.

Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards.

The Port of Oakland is currently recruiting for two positions of Airport Operations Specialist II. One position is in Airside Operations and the other is in Aviation Security. Under general supervision, the incumbents perform work involving a variety of airport operations duties related to compliance, enforcement and customer service-related functions essential to the 24hr operation of an international airport. The classification’s scope of work includes airfield, airside and landside operations in support of airside inspections, gate management, terminal operations, parking and ground transportation, general aviation, aircraft basing, aviation security, ID badge/access control programs, as well as other airside and landside functions. This classification may be required to rotate between various assignments in the areas referenced above. Typical duties may include, but are not limited to the following:

 

OPERATIONS

 

·        Performs inspection, administrative, training and communications duties.

·        Performs airside and landside inspections and related duties under the general supervision of the Airport Duty Manager; initiates corrective action for non-compliant issues; and applies applicable local/State/federal regulations to airfield and security related duties.

·        As necessary to ensure the continuity of operations and/or ensure the safety and security of the Airport, may perform duties of the Specialist I position.

·        Responds to medical calls and issues throughout the Airport campus.

·        Coordinates activities related to airport emergencies with Airport Operations Supervisor and/or other airport staff; follows established procedures in emergency situations, notifying law enforcement or other appropriate personnel.

·        May assign, monitor, and review the work of Airport Operations Specialist I staff; provide input to Airport Operations Supervisors during the performance evaluation process of Airport Operations Specialist I staff.

·        Provides input into the development of goals, standards and work procedures for the unit; identifies, recommends and provides training to staff in work procedures and related equipment.

·        Assists staff with airfield, terminal, landside, and security functions and projects; may support EOC functions.

·        Provides Airport Duty Manager with information from gate management system and performs gate changes in the system.

·        Oversees and executes certain programs related to airport operations, including, but not limited to wildlife management, safety awareness, safety enforcement, ground transportation management and enforcement, and tenant outreach.

·        Performs and may provide lead direction over AOS I staff who assist with inspections and enforcement of Airport ground transportation/parking operations rules and regulations; provides input in the formal performance evaluations for the AOS I staff.

·        May conduct vehicle inspections of taxi cabs, limousines and other ground transportation operators for mechanical and safety conditions, and regulatory compliance.

·        Facilitates and coordinates placement of all portable restrooms as needed.

·        Facilitates and coordinates signage for terminals, roadways, curbsides and parking lots with appropriate department heads and signage vendors.

·        Leads vehicle inspections activities of taxicabs, limousines, door-to-door shuttles and airport buses for mechanical condition and regulatory compliance.

·        Answers inquiries and customer complaints from the public regarding ground transportation, parking lot operations, parking regulations and traffic concerns and citations.

·        Issues citations in accordance with City of Oakland traffic codes and ordinances throughout the airport, including parking lots.

·        Assists in processing ground transportation applications and parking permits, schedules appointments, mails applications and files applications.

·        Logs, sorts and files all citations daily.

·        Sells or distributes ground transportation-related medium, materials, and permits.

·        Updates and purges computerized ground transportation files, airport parking files and automatic vehicle identification (AVI) system data as needed.

·        Assists the Ground Transportation & Parking Operations staff in preparing billing for payment for the Airport parking lot services, parking shuttle and security services.

·        May represent Supervisors or Superintendents at meetings.

·        Performs other duties as assigned.

 

SECURITY

 

·        Establishes and maintains work methods and procedures to enhance customer service and improve daily operations; trains and reviews the work of staff for conformance to operating procedures and policy; implements and oversees scheduling and adequate weekly telephone and counter coverage.

·        Responds to questions from staff and resolves technical problems; reviews data and reports generated by staff for accuracy and integrity and conducts follow-up actions to correct data discrepancies and other problems; checks to make sure forms and processed correctly and are in proper format; ensures that processing actions permit access only to authorized individuals.

·        Greets walk-in and telephone customers and gives out information regarding the identification program, the vehicle ramp permit program, and parking permits; explains TSA and Airport rules and regulations; interprets Port policy and procedures; assists customers to complete appropriate forms for specified requests; resolves information and documentation discrepancies with customer.

·        Types memos, letters, and confidential information, statistical data, etc., when required.

·        May be required to utilize new security technologies (tools, software, programs, etc); Performs research and/or data gathering activities; analyzes and interprets data collected and prepares periodic or special reports based on conclusions.

·        Preforms Quality Assurance and Quality Control (QA/QC) for the processing of all applicant information and staff data entry.

·        Assists with training and exercises (drills).

·        When necessary, attends meetings in lieu of the Airport Security/ID Supervisor; may act for Airport Security/ID Supervisor for limited durations (less than 3 weeks).

·        Participates with security operations, access control system diagnostics (hardware and software) and field inspections; and performs Quality Assurance and Quality Control (QA/QC) for the processing of all applicant information and staff data entry.

·        May perform or lead security-related field work.

 

Minimum Qualifications:

 

Education and Experience: The minimum requirements include graduation from an accredited college or university, with a Bachelor’s degree in aviation or a related degree plus one year of airport operations experience; OR an Associate’s degree plus two (2) years of airport operations experience OR four (4) years of airport operations experience of which includes one of the following areas: Airside, Landside, Security or Ground Transportation/Parking Operations.

 

Licenses: Must possess a California Class C Driver’s License at the time of employment and for the duration of appointment.

 

Additional Requirements: This classification requires each incumbent to successfully complete a Transportation Security Administration (TSA) background check, which will include a fingerprint-based Criminal History Records Check (CHRC) and a Security Threat Assessment (STA), prior to being considered for this position.  In addition, the incumbent in this position will be required to complete and pass a U.S. Customs Airport Security Program Check (19CFR122.182). This status must be maintained for the duration of employment at the Airport.

 

Must be willing to perform shift work on a 24-hour basis including weekends and holidays. Must be willing to wear a uniform.

This is the role for you, if you have:

Assistant Director of Airport Operations

The Delaware River and Bay Authority is seeking an Assistant Director of Airport Operations to serve as a key leader overseeing the day-to-day management of multiple Authority-owned or operated airport facilities. Reporting to the Director of Airport Operations, this position ensures the safe, efficient, and compliant operation of all assigned airports while coordinating the activities of several operational units. The role provides strategic and tactical support in planning, budgeting, and policy implementation and may act on behalf of the Director during absences or emergencies.

General Description:

The Principal Inspector is a senior-level position responsible for overseeing, coordinating, executing inspection, and ensuring contract compliance duties for various Capital Improvement Projects and Tenant Improvement projects. The position would require exercising best judgment and considerable discretion to ensure that airport facilities and construction comply with federal, state, and local regulations, contract specifications, safety standards, and airport policies. The position will serve as a technical subject matter expert and point of contact for inspection matters.

Essential Job Functions:

Typical Tasks

  • Plan, supervise, coordinate and/or perform inspection activities for airport capital improvement projects, minor projects, and tenant improvement projects, for both horizontal and vertical facilities, i.e., airside pavements, runways/taxiways, aprons, lighting & signage, utilities, terminal building, parking structures, hangars, and other facilities and infrastructure.
  • Ensure compliance with applicable regulations, FAA Advisory Circulars, Airport Rules and Regulations, local building codes, environmental and safety laws, contract documents, specifications, project plans, airport operating procedures, etc.
  • Perform both routine and complex construction inspections and approve or reject work/materials as appropriate.
  • Review construction plans, project specifications, change orders, and shop drawings for constructability, compliance, safety, and enforceability.
  • Coordinate with planning, engineering, operations, maintenance, SMS, security, environmental, and other internal/external stakeholders to resolve non‐conformances, safety issues, or regulatory findings.
  • Prepare, maintain, and ensure adequate documentation of inspection reports, logs, deficiency reports, noncompliance findings, and follow-ups.
  • Lead or assist in construction incident/investigation reviews (e.g., pavement failures, lighting outages, safety incidents) and recommend corrective or preventive actions.
  • Manage contractor compliance during construction and maintenance; oversee quality assurance/quality control (QA/QC) processes.
  • Assist other departments with various facility inspections required for compliance with Airport Rules and Regulations, stormwater permits, leases, and other contract documents.
  • Supervise, train, mentor, and/or evaluate junior staff, as required.
  • May serve as liaison with federal, state, and local jurisdictions, contractors, vendors, and community stakeholders about inspection standards and safety concerns on construction.
  • Coordinate efforts for area and utility shutdown with various stakeholders and affected parties.
  • Required to work standard business hours during the day and to adjust to night or weekend schedules as needed to accommodate construction activities, operational requirements, and coordination with project and office staff.
  • Perform other duties as assigned.

Minimum Qualifications:

Employment Standards

  • At least 10 years of progressively responsible experience in inspection, construction, and/or facilities management in an airport or comparable infrastructure setting (e.g., major public works, transportation facility, utilities).
  • Experience supervising or leading inspection staff and/or contractors.
  • Demonstrated experience reviewing construction plans, specifications, contracts, and change orders, enforcing compliance.
  • Experience with quality assurance / quality control in construction or maintenance, and ability to detect deviations from plans or safety standards and drive remediation.
  • Requires a creative approach in formulating responses and making recommendations under high pressure environment.
  • Possession of a valid California Driver’s license
  • Obtain and maintain security clearance as required by role and TSA regulations.
