Facilities Maintenance Contract Coordinator I (DCA)

This is a developmental-level position that may lead to the next level of the Facilities Maintenance Contract Coordinator (FMCC) career ladder.

After 12 months of successful performance and demonstrable ability to perform quality control inspections, assist current FMCCs in contract monitoring, review and edit COTR Letters, and Statements of Work and Evaluation Criteria, , a one grade and 5% increase is awarded non-competitively and the incumbent moves to the Facilities Maintenance Contract Coordinator II (SFMCC18) job profile.

After a total of 24 months of successful performance, and demonstrable ability to perform all contract functions required to properly manage and monitor the contracts assigned as well as the contractor performance, a one grade and 5% increase is awarded non-competitively, and the incumbent moves to the full-performance Facilities Maintenance Contract Coordinator (SFMCC19) position.

Serves in the Maintenance Engineering Division of the Engineering and Maintenance Department at Ronald Reagan Washington National Airport.

Performs progressively complex and responsible Facilities Maintenance Contract Coordinator functions, under direct supervision, to develop the knowledge, skills, and abilities necessary to perform a wide range of Contracting functions, from pre-award to post-award. Assists in reviewing plans and solicitations, as well as evaluating and managing contracts. Performs related functions.

GENERAL RESPONSIBILITIES

Participates in contract reviews and contractor meetings.

Assists in the review of contract documents.

Assists in the editing of contract documents such as statements of work, price schedules, and attachments.

Conducts contract quality control inspections.

Assists in preparing Standard Operating Procedures for the Division

Assists FMCCs in monitoring and escorting contractors.

Conducts market research under the direction of the Service Contracts Manager and/or Facilities Contract Lead to identify potential price increases that may affect upcoming solicitations.

Assists in the preparation of pre-bid and contract kick-off meetings.

Assists in project coordination with tenants.

Assists in performing contract administration.

Keeps abreast of the organization’s strategic priorities.

Participates in mandatory and voluntary formal training.

QUALIFICATIONS

Two years of progressively responsible experience in facility maintenance or administration and/or service contracting for a full array of trades, crafts, facility administration or maintenance services.

General knowledge of contracting, procurement, accounting, and business processes and practices.

Knowledge of and the ability to learn to apply contracting principles, policies, and procedures.

Ability to learn to develop, track, and manage budgets for contracts.

Ability to inspect facility contract maintenance work for compliance.

Ability to perform detailed analyses of data and information and make recommendations.

Ability to speak and write effectively.

Skill in using a computer and modern office suite software, with emphasis on financial and maintenance management systems/software.

PREFERRED QUALIFICATIONS

Project management, facility maintenance, or administration experience.

EDUCATION

A high school diploma or a Certificate of General Educational Development (GED).

Assistant Airport Operations Duty Manager

As an Assistant Airport Operations Duty Manager, you will perform daily airport management functions to inspect, monitor, and enforce safety and security procedures to ensure the safe, efficient, and secure operation of the airport complex.

Works under the general supervision of an Airport Operations Duty Manager Supervisory or under the direction of on-shift supervisory personnel, and in the absence of the Airport Operations Duty Manager Supervisory, may receive work assignments from an Airport Operations Duty Manager.

Serves in the Airport Operations Department at Washington Dulles International Airport (IAD).

Performs airport management functions with responsibility for the safe, efficient, and secure operation of the airport complex (airside, terminal, and landside). Maintains constant awareness of changing conditions, activities, and requirements affecting airport operations. Maximizes safety and security with minimal disruption to airport operations. GENERAL RESPONSIBILITIES

Under the general direction of on-shift supervisory personnel, patrols assigned portions of the airport on foot, by vehicle, or by other approved measures to ensure compliance with the Airport Security Program, Airport Certification Manual, other Federal regulatory requirements, and airport rules and regulations.

Monitors the passenger processing facilities such as the Main Terminal and Concourse areas including curbs, security checkpoints, customs facilities and various passenger transport modes to ensure normal passenger processing. Identifies and mitigates issues which could disrupt normal processes.

Monitors landside ground transportation and pedestrian areas including but not limited to roadways, parking areas, general vehicular circulation, sidewalks, and waiting areas to ensure normal operations, general cleanliness, and for any unusual events or conditions.

Documents problems, discrepancies, and non-complying conditions concerning 14 CFR Part 139, and 49 CFR Part 1540 and 1542 and tenant activities to appropriate parties and reports for follow-up actions; monitors progress of corrections; determines severity of discrepancies and priority for corrective actions.

Takes corrective action, files work orders for repairs, notifies the appropriate manager or coordinator, and files reports for airport facilities.

Consults with the full performance Airport Operations Duty Manager or Airport Operations Duty Manager Supervisory prior to issuing any Notices to Airmen (NOTAMs) or authorizing the opening or closing of runways and/or taxiways.

Performs safety and security inspections of identification badges, personnel, facilities, vehicles, goods, and services for compliance with airport rules and regulations.

Performs testing of security measures as directed to determine the effectiveness of security measures and/or to ensure compliance with the Airport Security Program.

May conduct training for contractor security guards, monitors the services provided, and informs the Airport Security Manger and the Contracting Officer’s Technical Representative (COTR) of any concerns.

Under the general direction of on-shift supervisory personnel, directs tenant and Airport personnel on resolution of safety or security issues and intercedes to mitigate tenant ramp operation disputes, seeking on-shift supervisory guidance or assistance to resolve complex issues.

Under the general direction of on-shift supervisory personnel, conducts investigation, mitigation and resolution of safety and security incidents and concerns including but not limited to the issuance of Notices of Violation for failure to comply with airport rules and regulations.

Under the general direction of on-shift supervisory personnel, may take immediate corrective action to contain potential threats or incidents, which may include confiscating ID badges or directing removal of employees or contractors from the airport’s premises.

Under the general direction of on-shift supervisory personnel, may coordinate or conduct inspections, investigations, or corrective actions with other Federal and State agencies and airline officials.

May serve as first responder to airport emergencies and other significant events, taking control of the scene until relieved by a senior official.

QUALIFICATIONS

Three years of experience in airport or airline operations at a 14 CFR Part 139 certified airport OR three years of military airfield operations experience and a bachelor’s degree in any field. An equivalent combination of education and experience may be considered.

Knowledge of and ability to apply airport safety and security regulations (e.g., 49 CFR Parts 1542, 1544, and 1546 and 14 CFR Part 139) and skill in applying them to conduct safety and security inspections and investigations, ensure airport security and safety procedures are current, and assist airlines with security requirements.

Participation in, or knowledge of, at least one of the following: Federal Aviation Administration (FAA) airport certification, airport or airline security program, recurring airport or airline disaster/emergency exercises, or the monitoring and coordination of airport construction and maintenance operations.

Knowledge of aircraft operations, to include navigational and unusual aircraft operating characteristics, and the ability to evaluate aircraft and air traffic and take timely and appropriate action.

Ability to analyze complex situations, prioritize issues, and formulate response plans.

Ability to make detailed analyses of data and information and make recommendations.

Ability to speak and write effectively, with emphasis on communicating sensitive or confidential information in an emergency situation.

Skill in using a computer and modern office suite software, with emphasis on security access control systems and weather monitoring systems.

PREFERRED QUALIFICATIONS

A bachelor’s degree in aviation management, Airway Science, Aviation, or related field.

Airport Certified Employee (ACE) certification in Airport Operations or Security from the American Association of Airport Executives (AAAE).

Experience in Airport Operations of a medium or large hub airport.

Experience in airport or airline security operations.

Position Details

Retirement Plan

The City of Rapid City participates in the South Dakota Retirement System (SDRS). The South Dakota Retirement System (SDRS) is a cost-sharing, multiple employers, public employee retirement system. Members of SDRS include full-time employees of State City and County Governments and other public entities. Through this pension plan, employees contribute 6% (8% for public safety) with the City matching that contribution percentage. The vesting schedule through SDRS is 3 years. Retirement benefits are payable for the member’s lifetime.

The City also offers additional retirement options through the South Dakota Retirement System Supplemental Retirement Program. Employees are automatically enrolled and contribute to a 457 (b) at $25 monthly. Paid Time Off

Vacation – At the start of employment through the first four years City employees accrue vacation at the rate of 3.08 hours per pay period equaling 80.08 hours yearly. Vacation accruals increase with longevity.

Sick Leave – City Employees earn Sick Leave which is accrued at the rate of 2.16 hours per pay period, with unlimited rollover.

Airport Operations Officer

AIRPORT OPERATIONS DIVISION
John Wayne Airport (JWA) Operations Division is responsible for the day-to-day oversight of JWA activities, ensuring JWA operates safely, securely, effectively and within the scope of strict federal regulations. Each day, Airport Operations staff conduct on-site inspections; address the needs of all tenants, patrons, and other customers; issue and track employee identification badges and other access cards and keys; manage parking facilities; emergency preparedness; janitorial services; safety; and monitor the activities of ground transportation providers. The Division consists of four areas: Airside Operations, Landside Operations, Safety, and Emergency  Preparedness and Security.

THE OPPORTUNITY
The County of Orange, John Wayne Airport, has a challenging opportunity for a highly motivated, experienced professional to join our Airport Operations team as an Airport Operations Officer. This position will exercise responsibility for independently coordinating the daily airside and landside operational activities of JWA. The incumbent who assumes this role will be expected to exercise considerable judgement and initiative in resolving problems, handling emergencies, and addressing other incidents in the absence of airport management. Areas of responsibility include, but are not limited to:

  • Monitoring and coordinating the activities of air carriers, airport lessees, Fixed Based Operators (FBOs), and concessionaires for compliance with contract agreements, FAA and TSA rules and regulations
  • Coordinating daily Airside and Landslide operation activities
  • Monitoring and coordinating the activities of ground transportation providers for compliance with permit agreements and other applicable regulations

WORK HOURS 
(9/80) Rotational Shift – Positions in this class are assigned to cover designated rotating shifts, including evenings, weekends and holidays.

DESIRABLE QUALIFICATIONS
The ideal candidate will also possess three (3) or more years of recent, full-time experience in an equivalent operations officer position at a comparable airport OR four (4) or more years of experience at a Part 139 certificated commercial service airport performing airport operations or airport management duties.

A valid Pilot’s license, FEMA ICS Training Certification or a Bachelor’s degree or higher from an accredited institution in Aviation Management or Business Management or other closely related field is preferred but not required.

Manager, Development (ORAT)

SkyCity is seeking a Manager, Development (ORAT) to play a key role in the U.S. Virgin Islands Airport Redevelopment Project, supporting development and operations during the transition and implementation phases. Safety Management Systems Manager

SUMMARY

 

An employee in this class is responsible for managing the adoption, implementation and administration of the safety management system, as well as compliance with federally mandated programs including Title VI, Environmental Justice, Limited English Proficiency and the Americans with Disability Act. Incumbents in this position report directly to the Director of Operations. The Safey Management System Manager administers the Agency’s SMS program; interacts with vendors and suppliers regarding requirements and security programs; and performs related duties as assigned.

 

JOB RESPONSIBILITIES

 

Important and essential duties may include, but are not limited to the following:

 

·         Assists in developing and implementation of SMS for Ontario International Airport (ONT).

·         Develops, implements and maintains SMS Manual and ensures compliance with all Federal, State and Local laws, rules and regulations including but not limited to the FAA and Foreign regulations, Ontario International Airport Authority (OIAA) Administrative Directives, Airport rules and Regulations and the Airport Operating Certificate.

·         Conducts timely and comprehensive investigations notes of all accidents and safety incidents into SMS and prepares factual reports to appropriate divisions summarizing the circumstances and root causes of the accident or incident and follows up with process audits, recommended corrective and preventative action to be taken by the division

·         Develops, implements, and maintains communication systems for distributing safety information to employees and tenants as part of Safety Promotion.

·         Plans, develops, promotes, and administers safety education programs with respect to the SMS Manual.  Communicates information, trends and safety statistics via reports to the OIAA Executive Team.

·         Acts as a resource to and liaison between OIAA divisions and various departments within ONT as well as external customers, vendors, contractors, and other regulatory agencies such as the FAA, National Transportation Safety Board, and other Aviation industry safety organizations.

·         Prepares reports, administers budget and controls expenditures of the department where appropriate.

·         Monitors industry safety concerns that may impact the OIAA and ONT operations.  Ensure compliance with all Federal, State, and Local Laws, rules and codes are followed with respect to Safety (which includes Airside and Landside of ONT).

·         Attends meetings with various levels of management, aviation industry related organizations, external contacts, and regulatory agencies.  Takes necessary action regarding agenda items.

·         Manages OIAA safety related systems.

·         Interviews, selects, supervises, develops, evaluates, counsels and coordinates with human resources if discipline of staff is involved in accordance with OIAA policies, procedures and guidelines.
