The occasional after-hours work is required when deadlines are to be met, a special event is scheduled or construction activities are ongoing after standard working hours.

 

SUMMARY DESCRIPTION

Directs and manages all construction activities for the airport in accordance with necessary governmental regulations

 

GENERAL DUTIES/RESPONSIBILITIES
· Manage construction contracts from inception to completion

· Coordinate efforts of the contractors during construction, closeout, and initial occupancy

· Develop plans to maintain routine airport operations during construction projects

· Organize logistical steps during all phases of construction activity

· Assist in the development of contract documents

· Draft plans and specifications and interpret architectural / engineering plans and specifications

· Evaluate contractor deliverables, submittals and time schedules

· Develop and manage project budgets and timelines

· Manage multiple diverse projects at one time

· Ensure project deadlines are met

· Review construction changes to determine if they have merit and if costs are reasonable

· Work closely with local utility providers

· Evaluate construction safety and phasing plans

· Evaluate construction projects for conformity with FAA regulations

· Communicate effectively with all involved in construction efforts

· Minimize impacts to the traveling public and all airport and community partners during construction

· Track progress and report on activities for management and other stakeholders

· Influence construction progress in accordance with approved schedules

· Understand federal standards in design, safety, and security regulations related to airport development

· Track and oversee Disadvantaged Business Enterprise goals and requirements

· Adhere to governmental funding timelines and grant schedules

· Knowledge of design principles, practices, procedures, and code related to municipal projects

 

REQUIREMENTS

EDUCATION/EXPERIENCE
Bachelor’s degree from an accredited college or university with major course work in construction management, engineering, or a related field, with at least seven (7) years of related project management experience or the equivalent. Project Management in an airport environment with airfield experience preferred.

CERTIFICATES LICENSES REGISTRATIONS
A valid Mississippi State drivers license.

Manager, Expenditure Accounting

CLASS SUMMARY:

Responsible for managing the accounting and related control functions for operating expenses, accounts payable, and debt service.

ESSENTIAL DUTIES:

  • Manages, delegates, and reviews assigned work. Provides coaching, counseling and staff development. Evaluates performance and applies organizational policies and procedures.
  • Oversees all aspects of the Accounts Payable function, including voucher, disbursements, vendor reconciliations, integration of AP to GL in the accounting software, and monthly AP meetings.
  • Provides subject area knowledge to the organization for technical areas related to the AP system, the EAM/Procurement system, and debt service management. Assists with reviewing, testing, and implementing proposed changes to these systems.
  • Manages the preparation, review and analysis of complex streams of data to create monthly financial information including expense classification, account reconciliations, journal entries, and ensuring accuracy of presentation using generally accepted accounting principles (GAAP), use agreement, budget, and bond resolutions.
  • Manages the maintenance of banking and investment balances to ensure cash flow needs, appropriate collateralization and policy compliance; manages banking contract.
  • Manages the maintenance of debt service schedules and reconciliations, ensures correct payment documents and timely payments, participates in processing new debt issues and retirements, responds to regulatory information requests, and manages related arbitrage process.
  • Evaluates complex provisions of vendor agreements and manages cross-departmental recording of expenses, ensuring correct funding and reporting of expenses.
  • Reviews and edits comments with related schedules and analysis of monthly financial information for presentation to CVG Airport Authority executive management.
    Coordinates timely regulatory reporting (sales tax, 1099s, 1042s, etc.) including management of tax-reporting software contract.
  • Performs annual review of internal control documentation relevant to expenditures. Periodically travels to other locations to network and attend industry conferences and training.
  • Participates in process planning, troubleshooting and status meetings for proper departmental functioning.
  • Serves as a member of CVG Airport Authority’s Covered Entity and is responsible for ensuring the privacy and security of Protected Health Information in accordance with the Health Insurance Portability and Accountability Act and CVG Airport Authority’s Policy 1040.
  • Performs other duties of a similar nature and level as assigned.

EDUCATION & EXPERIENCE:

Bachelor’s Degree in a related field and five years of related experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Environmental Program Manager

COMMERCIAL & REVENUE DEVELOPMENT DIVISION
The Commercial & Revenue Development division within John Wayne Airport (JWA) is responsible for strategic planning, implementation, operation, and monitoring of revenue-generating business activities on airport property. The division is responsible for all commercial real property contracts involving John Wayne Airport, including tenant development projects both inside and outside of the airport terminals.  The division performs various cross-functional activities related to the airport’s property management and commercial development program, including managing various activities of aeronautical and non-aeronautical revenue-producing agreements and strategy. The Commercial & Revenue Development division also evaluates and assesses the effectiveness of business partner relationships to ensure high customer service and operations.

THE OPPORTUNITY
The Airport Commercial Development Concessions Manager (Real Estate Manager) reports directly to the Deputy Director for Commercial & Revenue Development and manages and administers strategic programs of John Wayne Airport in accordance with the mission, vision, and values as articulated by the Airport Director and approved by John Wayne Airport. The position ensures compliance with federal, state, and local ordinances governing airport commercial programs, Airport Concession Disadvantaged Business Enterprise Programs (ACDBE), and airport revenue development and management, to enhance the airport’s economic portfolio and customer experience.

The position is a leadership role within the Commercial & Revenue Development division, overseeing the commercial airline contracts, ground transportation concession leases, and all general aviation real estate.  The role requires a self-starter who can strategically and effectively manage the day-to-day functions of both the position and the team. It requires knowledge of all areas of Airport Business & Properties, with specific responsibility for planning, managing, integrating, innovating, and leading the revenue-generating program at JWA. This includes rental car agreements, ground transportation, commercial airlines, general aviation fixed-base operators, airline club lounges, golf course development, and automated vending. This role will also review proposed tenant development concepts, concessions development, report concession sales, and identify growth opportunities. Additionally, this position will develop various Requests for Proposals (RFP) and contract documents, manage lease amendments, and bring on new tenants throughout all phases of development, opening, and operations.

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES

The ideal candidate will have five (5) or more years of Airport Properties or Airport Business Development experience within a medium or large commercial airport, with at least two (2) years managing aviation real estate, such as Airline Agreements, including General Aviation FBO’s, and experience in leasing airport properties, lands, buildings, and/or property management, concession planning development, revenue generation, tenant build outs, and staff development. This experience must demonstrate two (2) years of supervisory experience.

A Bachelor’s degree in business, finance, public administration, land use/urban planning, or a related field may substitute for one (1) year of the required experience.
A Master’s degree or higher in business, finance, public administration, land use/urban planning, or a related field may substitute for one (1) year of the required experience.

The Position

1 Develops , maintains, and implements the Aviation Emergency Management Training Program in alignment with regulatory requirements, operational risk, and airport stakeholder needs.

2 Designs, develops, delivers, and evaluates aviation-specific emergency management, preparedness, response, and AEOC position-specific training for internal and external stakeholders.

3 Coordinates, schedules, and tracks required and elective emergency management training across the Dallas Airport System to ensure readiness, compliance, and sustainment.

4 Maintains accurate training records, completion tracking, and documentation to support audits, regulatory reviews, and program performance assessment.

5 Plans, coordinates, and executes all-hazards aviation exercises to validate plans, procedures, training outcomes, and operational capabilities.

6 Designs and conducts exercises in alignment with FEMA’s Homeland Security Exercise and  Evaluation Program (HSEEP) methodology, as appropriate to exercise scope and objectives.

7 Facilitates exercise briefings, hotwashes, and participant feedback sessions, and supports the development of After-Action Reports (AARs), Improvement Plans (IPs), and Corrective Action tracking.

8 Develops, maintains, and executes the Aviation Emergency Management Multi-Year Integrated Preparedness Plan (MYIPP), integrating training and exercise priorities, capability gaps, and improvement actions.

9 Ensures training and exercise activities are risk-informed, capability-based, and aligned with identified hazards, threats, and operational needs.

10 Tracks corrective actions and improvement initiatives to support continuous improvement and increased organizational preparedness.

11Ensures training and exercise programs align with applicable Federal, State, and local regulations, standards, and guidance, including FAA, DHS/FEMA, and State of Texas requirements.

12 Supports audits, inspections, and regulatory reviews by maintaining compliant documentation, training records, and exercise artifacts.

13 Coordinates required NIMS/ICS training and certification maintenance for applicable airport personnel and stakeholders.

14 Coordinates and collaborates with internal airport divisions, airlines, tenants, mutual aid partners, and Federal, State, and local agencies to plan and deliver integrated training and exercise activities.

15 Facilitates cross-functional and multi-agency engagement to promote consistent emergency management practices and shared operational understanding.

16 Represents Aviation Emergency Management in training, exercise, and preparedness forums, meetings, and regional working groups.

17 Operational Support + Airport EOC Activation Support

18 Assists with the development, maintenance, and testing of airport emergency plans, continuity plans, and other preparedness documents as assigned.

19 Serves in an assigned Command or General Staff role within the Airport Emergency Operations Center (AEOC) during activations.

MINIMUM QUALIFICATIONS:

EDUCATION:

  • Bachelor’s Degree in Emergency/Disaster/Crisis Management, Homeland Security, Aviation Management, or an Aviation/Security-related field.

EXPERIENCE:

  • Four (4) years of experience in Emergency/Disaster Management, Aviation, Aviation-related field(s), and/or Training or Curriculum Development.

EQUIVALENCIES:

  • High school diploma or GED plus eight (8) years of the required experience will meet the education and experience requirements
  • Associate degree in any field plus six (6) years of the required experience will meet the education and experience requirements
  • Bachelor’s degree or higher in a non-specified field plus six (6) years of the required experience will meet the education and experience requirements

JOB SUMMARY

Under the supervision of the Operations Director, this position requires independent judgment, discretion, initiative, and collaborative ability developing, implementing, and administering the Authority’s Safety Management System (SMS) Program in compliance with Federal Aviation Administration (FAA) regulations and guidance.  Responsible for setting the strategic direction and championing the SMS Program, working to guarantee effective goal setting, planning, and ensuring performance management methods are in place to facilitate proactive, systematic, and comprehensive processes for managing and tracking safety while effectively collaboratively with the Authority Departments, with tenants, and community partners to ensure safety management, preparedness, and continuity of operations principles are instilled into the culture of the organization.

JOB RESPONSIBILITIES

Essential Job Responsibilities:

Provide daily oversight and development of SMS.

Liaison with and provide safety advice to the Senior Leadership Team.

Facilitate integration of existing CFR Part FAR 139 safety programs into the SMS.

Develop, monitor, and assess SMS objectives and goals.

Develop, implement, and analyze new safety inspections for activities and operations currently excluded from FAR 139 regulations.

Establish, maintain, and administer a hazard reporting system(s) to include an anonymous reporting option.

Conduct risk assessments and analysis regarding workplace/employee safety and passenger/airport related issues, programs, and processes, make recommendations for improvement.

Establish and define Safety Risk Management (SRM) and Safety Assurance (SA) processes.

Conduct accident investigations and trend analysis.

Serve as the chair of the Authority’s Safety Committee, collaborating with Human Resources on Workplace Safety initiatives.

Develop and/or coordinate the creation and dissemination of safety awareness and SMS orientation materials.

Develop and facilitate training initiatives for the strategic partners within the SMS.

Develop processes and procedures for recording training and safety information.

Collaborate with the Communications & Marketing Team regarding relative safety information.

Formulate and assess hazard mitigation, analyzing and recommending strategies for improvement.

Develop, implement, and maintain the Airport Safety Management System Manual.

Monitor existing and emerging safety programs and activities on airport property (construction, tenant activities, etc.) incorporating modifications as necessary.

Formulate mitigations to address the root cause of accidents and/or incidents. Develop preventative measures and analyze efficacy.

Develop safety improvement recommendations based on data collection, available industry data, FAA requirements, and guidance.

Provide real-time mitigation tracking, collaborating with the Communications & Marketing team regarding communication.

Research and perform analysis of hazards; develop policies and procedures in support of the Safety Management System.

Develop data collection and retention process and procedures.

Education and Experience:

Bachelor’s degree in Business Administration, aviation science, safety management, aviation safety, or related a closely related field.

Five (5) years of experience with safety management systems, with two (2) yearsofSMSexperienceintheaviationindustry, or an equivalent combination of education, training, and experience.

SMS Certification or professional designation as a Certified Safety Professional (CSP) or the ability to obtain within twelve (12) months from date of hire.
