About The Role
As a key member of PGAA’s senior leadership team, the Director of Operations provides strategic direction and oversight for all airport operational functions. Reporting directly to the President & CEO, this role ensures the safe, secure, efficient, and sustainable operation of the airport through high-level planning, policy development, and leadership.

This position is fundamentally about leading people. The Director is responsible for cultivating a high-performing, collaborative, and safety-focused operational team. Through direct leadership of the Operations Management team, the Director ensures that teams are empowered, supported, and aligned with PGAA’s values and standards. The role demands a strong commitment to mentorship, accountability, and fostering a workplace culture built on trust, respect, and continuous improvement.

The Director oversees infrastructure planning, project delivery, operational budgeting, and regulatory compliance. A key part of the role includes emergency preparedness and response, ensuring that safety programs and emergency response services are fully integrated into operational readiness.

Regular reporting to the President & CEO includes updates on operational performance, risks, and strategic progress, along with ensuring consistent implementation and monitoring of PGAA policies across all operational areas.

Key Responsibilities

Strategic Leadership
The Director of Operations sets the strategic direction for airport operations, ensuring alignment with PGAA’s corporate objectives. This includes leading long-term planning efforts, guiding cross-functional initiatives to improve efficiency and sustainability, and overseeing the development and implementation of operational policies and performance metrics. A key part of this leadership is fostering a culture of safety, collaboration, and continuous improvement across all operational areas. The Director is expected to model integrity, professionalism, and accountability, and to inspire high performance through clear communication, trust-building, and shared purpose.

Oversight & Management
This role provides direct leadership to the Operations management team, ensuring their teams are well-supported, empowered, and aligned with PGAA’s standards. The Director is responsible for cultivating a positive and inclusive work environment, where staff are engaged, supported in their development, and held to high standards of performance. Seamless coordination between operational and safety functions is essential to maintaining regulatory compliance and certification. The Director also establishes and monitors key performance indicators to ensure operational excellence and accountability throughout the organization.

Infrastructure & Project Delivery
The Director leads the planning and execution of infrastructure upgrades and operational projects. This includes managing procurement processes, overseeing contractor performance, and ensuring that all projects meet strategic goals, budget expectations, and regulatory requirements. The role demands a hands-on approach to project governance and operational readiness.

Budgeting & Financial Stewardship
Responsible for preparing and managing both operational and capital budgets, the Director ensures financial plans are aligned with strategic priorities. The role includes monitoring expenditures, evaluating cost-effectiveness, and ensuring resources are deployed efficiently to support safe and reliable airport operations.

Safety, Regulatory Compliance & Emergency Response
Maintaining compliance with federal, provincial, and municipal regulations—including those from Transport Canada, ICAO, and the Canada Labour Code—is a core responsibility. The Director oversees the implementation of safety programs and regulatory frameworks, and plays a key leadership role in emergency preparedness and response. This includes ensuring that emergency services, including ARFF, are fully integrated into operational planning and readiness.

Qualifications

  • Post-secondary degree in aviation management, business administration, engineering, or a related field
  • Minimum 10 years of progressive leadership experience in airport or technical operations
  • Proven experience in strategic planning, team leadership, and regulatory compliance
  • Strong financial acumen with experience managing budgets of varying sizes
  • Exceptional communication, negotiation, and stakeholder engagement skills
  • Demonstrated ability to lead cross-functional teams and drive organizational change
  • Ability to obtain and maintain Transport Canada Security Clearance and other required certifications

Hours of Work
Based on a 35-hour work week, this position supports our core business hours Monday through Friday, with the understanding that there may be times of increased demand within the role driven by operational needs.

Project Manager I

Distinguishing Characteristics:  

The Project Manager I role primarily manages all phases of moderately complex civil/construction projects at the Tucson Airport Authority (TAA), including Tucson International Airport (TUS) and Ryan Airfield (RYN). Operating within the Project Management Office (PMO), the position adheres to established project management standards, processes, and governance. Under minimal supervision and administrative direction, the Project Manager I responsibilities include preparing, reviewing, and approving designs, plans, specifications, and contract documents; coordinating consultants, contractors, and internal stakeholders; resolving construction contract disputes; and rendering final inspection and approval of completed work. This role also ensures compliance with federal and state agency regulations and supports emergency response readiness using Incident Command System (ICS)/National Incident Management System (NIMS) protocols.

  • Collaborate with architects, consultants, maintenance staff, IT, and other technical teams throughout project lifecycle.
  • Ensure compliance with TAA property use rules, air traffic and safety regulations, and Federal Aviation Administration (FAA)/Arizona Department of Transportation (ADOT) grant requirements.
  • Coordinate with FAA, ADOT, City of Tucson, or Pima County staff as needed for successful project implementation.
  • Support public safety and operational response during emergencies; maintain confidentiality and professionalism in all communications.
  • Be responsive to airport emergencies and situations that may involve loss of human life or property; support public safety and operational response to emergencies; utilize ICS/ NIMS protocols and procedures; coordinate and/or participate in after action emergency de briefing with appropriate departments and stakeholders.

Qualifications
Position Requirements:

  • Bachelor’s Degree from an accredited four year college/university with major coursework in Engineering, Construction Management, or Architecture, or equivalent experience.
  • Project Management Professional (PMP) certification is strongly preferred.
  • Minimum of three (3) years’ experience managing design and construction projects.
  • Experience and background with design and construction of civil (airfield and landside) infrastructure projects is preferred.
  • TAA will consider any equivalent combination of experience and training that provides the necessary knowledge, skills, and abilities sufficient to demonstrate aptitude for the position.

Project Manager III

Description

The Project Manager III role leads large-scale, enterprise-impact programs or projects across IT or civil/construction disciplines at the Tucson Airport Authority (TAA), including Tucson International Airport (TUS) and Ryan Airfield (RYN). Environmental Health and Safety Specialist

As the Environmental Health and Safety Specialist, you will develop and oversee plans and actions to ensure compliance with Federal, state, and local rules and regulations regarding the environment, workplace and public safety, and accessibility requirements for the Airports.

Environmental Health and Safety Specialist

Serves in the Engineering and Facility Services Department at Washington Dulles International Airport (IAD) or the Engineering and Facility Services Department at Ronald Reagan Washington National Airport (DCA).

Oversees airport compliance with rules and regulations regarding the environment, workplace and public safety, and public access requirements. Designs, implements, inspects, analyzes, and monitors corrective actions taken for regulatory noncompliance. Provides technical advice on the proper handling of hazardous materials. Performs related duties.

GENERAL RESPONSIBILITIES

Designs, implements, inspects, monitors, analyzes, and evaluates corrective measures taken for noncompliance issues with environmental, workplace, and public safety, or accessibility requirements. Coordinates and prepares airport responses on noncompliance issues.

Advises key personnel on existing and potential noncompliance issues.

Plans for the impact of future passenger growth and facility expansion projects, with a focus on environmental issues.

Manages abatement and remediation of hazardous materials. Responds to spills of oil and hazardous substances to provide technical advice and appropriate follow-on actions.

Serves as on-scene coordinator for liaison between Airport Police, Fire, and Emergency Medical Services (EMS) personnel, airlines, tenants, and contractors.

Develops plans to prevent discharge of pollutants into storm water, surface waters, sanitary sewer, and groundwater, with contingency plans in the event a spill occurs.

Coordinates with regulatory agencies to determine remediation activities that may be required to remain in compliance. Represents the airport in meetings with regulatory agencies.

Coordinates with environmental inspectors, program officials, and workplace and public safety personnel on requirements, infractions, and inspections.

Monitors the compliance of airport operations, maintenance, and tenant activities with regulations and governmental programs, provides technical advice and assistance, compiles compliance data, and ensures compliance.

Keeps abreast of technical and legal developments in environmental engineering as well as airport engineering, maintenance, and other operations.

Collects and maintains environmental records and test results; prepares written reports and response plans as required by applicable regulations.

Serves as co-chair for the Department Safety Committee.

Serves as the Contracting Officer’s Technical Representative (COTR) for environmental service contracts.

Conducts safety training.

Performs other duties as assigned.

QUALIFICATIONS

Six years of progressively responsible experience in environment, health, and safety assessment, reporting, and corrective action development and implementation.

Skill in developing and monitoring environmental, public, and workplace safety, and accessibility programs and contingency plans.

Skill in conducting environmental, public, and workplace safety, and accessibility inspections.

Skill in serving as an internal advisor on environmental, health, and safety programs.

Knowledge of key Federal, state, and local rules and regulations on environmental and workplace safety issues affecting airports and the ability to develop and oversee prevention programs and corrective action plans for noncompliance.

Ability to identify environmental implications and provide pertinent advice before, during, and after remediation.

Knowledge of Environmental or Civil Engineering concepts, principles, and practices, and the ability to assist in the management of environmental engineering and workplace safety.

Knowledge of environmentally focused public issues and the ability to recommend actions to preclude or minimize anticipated controversies related to such issues from arising.

Ability to review Architectural/Engineering design drawings, specifications, and supporting documents for compliance with applicable federal, state, and local environmental regulations.

Ability to make detailed analyses of data and information and make recommendations.

Ability to speak and write effectively.

Skill in using a computer and modern office suite software.

PREFERRED QUALIFICATIONS

Licensed as an Engineer in Training (EIT) in the Commonwealth of Virginia or with official verification of passing the Fundamentals of Engineering (FE) examination of the National Council of Examiners for Engineering and Surveying (NCEES).

Certification in Occupational Safety and Health Administration (OSHA) Hazardous Waste Operations and Emergency Response (HAZWOPER).

Licensed as an Asbestos Inspector by the Virginia Department of Professional and Occupational Regulation (DPOR).

Certification in Erosion and Sediment Control and/or Stormwater Management by the Virginia Department of Environmental Quality (VDEQ)

Certification in an industrial safety, environmental engineering, or hazardous materials field.

A Bachelor’s Degree in Engineering, Environmental Science, Biology, or a related field.

EDUCATION

A high school diploma or a Certificate of General Educational Development (GED).

CERTIFICATIONS AND LICENSES REQUIRED

A state driver’s license in good standing.

Certification in OSHA HAZWOPER within 120 days of hire, promotion, or placement in the job.

Licensed as an Asbestos Inspector by DPOR within six months of hire, promotion, or placement in the job.

Certified as an Erosion and Sediment Control Inspector by VDEQ within six months of hire, promotion, or placement in the job.

NECESSARY SPECIAL FACTORS

Must maintain HAZWOPER, Asbestos Inspector, and Erosion and Sediment Control Inspector certifications.

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

May be subject to adverse weather conditions, dust/grease/dirt, noise from aircraft, and exposure to hazardous materials. Wears protective equipment, as required.

Is subject to hold-over and recall on a 24-hour basis for essential services and emergencies such as snow removal.

Mobile Lounge Operations Manager

As the Mobile Lounge Operations Manager, you are responsible for developing, implementing, and overseeing the safe, secure, and efficient operation of the Mobile Lounge Division and associated airport facilities. This position directly contributes to the safety of aircraft, vehicles, and personnel operating at the airport and ensures continuous safe transport of passengers to and from aircraft and buildings on Mobile Lounges and Plane-Mates serving Washington Dulles International Airport (IAD).

Mobile Lounge Operations Manager

Serves in the Airport Operations Department at Washington Dulles International Airport (IAD).

Through subordinate staff, or personally, and in collaboration with the Airport Operations Department Manager and key staff throughout the Airports Authority; develops, oversees, and manages the Mobile Lounge Division comprised of a unionized labor workforce, ensuring continuous Mobile Lounge Operations on a 24/7 basis in the safe and efficient transportation of passengers with excellent customer service to and from aircraft at IAD. Performs financial, budgetary and contract operations for the Division and related functions.

GENERAL RESPONSIBILITIES

Performs a wide range of managerial functions, including organization and operations planning, program management and evaluation, and human resource management.

Plans mobile lounge operations and manages the Mobile Lounge Division, including the safe, secure, and efficient continuous operations of mobile lounges transporting passengers between airport terminal concourses, or between aircraft and the main terminal in accordance with Airport Directives, policies, procedures, and applicable Federal Aviation Regulations (FAR), including 14 CFR Part 139 (Certification) and industry best practices.

Oversees the development, implementation, and management of the Mobile Lounge Fleet and assignment of personnel based on operational needs, passenger volume and flow trends, airline flight schedules, airport tours, special events, and other operational considerations. In coordination with the Maintenance department, ensures the required number of lounges are available for efficient, continuous, and sustained operations.

Develops and implements policies and procedures to ensure standardized service for the safe transportation of passengers. Meets with airline representatives to promote good public relations in handling requests for special approaches in mating to aircraft, changes in service, complaints, and safety.

Oversees the development and implementation of the Mobile Lounge Division training program for new and existing personnel, ensuring employees meet performance standards and all applicable regulatory requirements.

Directly or through subordinates, conducts frequent audits of the operation and systems in accordance with governing rules, regulations, and policies, including spot checking operations and operators to ensure the use of safety procedures, appropriate lounge appearance, and courteous manner of operators in dealing with the traveling public. Investigates incidents, accidents, and airline complaints, prepares appropriate reports, and initiates corrective actions.

Serves as the Airports Authority expert on Mobile Lounge Operations, including but not limited to designing, testing, and implementing Mobile Lounge equipment, facilities, routing, and operational procedures. Participates in committees and groups that require Mobile Lounge Divisional expertise or coordination.

Provides key program management support to the Department Manager and the Vice President and Airport Manager in Mobile Lounge Operations and other key areas related to the Mobile Lounge Division.

Coordinates with the Department Manager and Office of Communications when responding to news media requests and newsworthy activity occurring at the airport to ensure dissemination of accurate and fair information to the media. Notifies higher-level management regarding any conditions or activities of possible media interest.

Directly and through subordinate staff, performs a wide range of managerial functions, including organization and operations planning, program management and evaluation, and human resource management, such as administration of budget, procurement, supply, safety, recordkeeping, reporting, and other administrative programs within the Division.

May substitute for the Department Manager in their absence, as assigned.

Perform other duties as assigned.

QUALIFICATIONS

Eight years of progressively responsible fleet operations experience in the airport or airline industry or in the commercial passenger transportation industry. An equivalent combination of education and experience may be considered.

Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.

Knowledge of safety and airport regulations to develop and manage complex schedules, policies, and procedures.

Ability to develop and track complex budgets.

General knowledge of business management, including human resources, budgeting, and procurement, and skill in applying them to budgets, allocating human and capital resources, and developing short- and long-term business plans.

Ability to perform complex analyses of data and information and make recommendations.

Ability to speak and write effectively.

Skill in using a computer and modern office suite software, with emphasis on systems/software used for scheduling and managing Mobile Lounge Operations.

Knowledge of requirements and procedures of airport security and safety, including 49 CFR Parts 1540 (Civil Aviation Security: General Rules), 1542 (Airport Security), and 14 CFR Part 139 (Certification).

Experience with Surface Management Systems such as Saab Aerobahn.

Experience with Gate Management Systems such as ProdigIQ.

Experience using Web-based training services and/or products.

Experience in a regulated, safety-sensitive, transportation, aviation, facilities, public safety, or industrial environment.

Position Summary (Primary Function)

This is skilled firefighting work in combating, extinguishing and preventing aircraft, structural, ground equipment and other fires: in answering emergency calls, and in operation and maintenance of fire department equipment, apparatus and station facilities. Work involves training for and participating in duties of protecting life and property by firefighting and rescue activities, usually under close supervision. Employees of this class are required to learn and participate in the operation of apparatus and the performance of hazardous tasks under such handicaps as smoke and cramped surroundings. Although firefighting and rescue work are the most difficult and responsible areas of activity, the major portion of time is spent on routine duties in the care and maintenance of fire department property and equipment, training and studying methods, techniques, and organization. Specific orders and directions are given by Lieutenants or Battalion Chiefs, but the work requires initiative and a thorough individual understanding of firefighting methods.

Responsibilities (Essential Functions)

• Respond to a variety of rescue calls to include aircraft rescue, medical, high angle rescue and confined space rescue. Respond to motor vehicle accidents with entrapment requiring complex use of tools to remove victims from the wreckage.

• Ensure the station apparatus, equipment and spare equipment are always maintained in good condition and ready for service.

• Responsible for ensuring all daily, weekly, semi-annual and annual vehicle and equipment inspections are completed.

• Responsible for prompt and proper completion of required reports.

• Assist in the implementation of the Airport Emergency Plan and respond accordingly.

• Attend required training classes and train other district employees as needed.

• Responds to all calls dispatched to, both on and off District property.

Airport Airside Maintenance Technician

This position supports the safe and efficient operation of airport facilities through routine maintenance, inspections, and repairs of airfield infrastructure and equipment.

Essential Duties and Responsibilities – Airport Airside Maintenance Technician I: (Salary Range: $44,590.17 – $58,449.27)

  • Monitor and maintain aspects of the aircraft movement areas including hard surface condition, turf condition, painted markings, guidance signs and edge lights and their respective electrical systems, navigational aids, wildlife management, and grounds management.
  • Perform a variety of semi-skilled work in the maintenance and repair work of airport and airfield buildings, property, pavement, and lighting systems with focus on airfield movement areas.
