Position Summary
Operate medium duty, large stationary, and/or motorized construction and maintenance equipment; perform grading, loading, sweeping, snow plowing, landscaping, water tanker for dust control; street/runway repairs, water and waste water line maintenance activities; may transport equipment on public right-of-ways & City owned facilities and perform semi-skilled maintenance tasks.

Possession of a valid New Mexico Commercial Driver’s License (Class A or B).

Possession of a valid City Operator’s Permit (COP) within six (6) months from date of hire.

Must be able to successfully qualify for and maintain a Sunport Access Control Card as determined by the criteria set forth by the policies and guidelines of the Aviation Department and the Transportation Security Administration (TSA).

Position Summary 

Oversee, plan and coordinate all custodial maintenance services, activities and operations for all airport facilities within the Custodial Maintenance Division of the Aviation Department; coordinate the organization, staffing and operational activities; coordinate assigned activities with other divisions, outside agencies and general public; perform a variety of administrative, professional and technical tasks relative to assigned area of responsibility.

Plan, coordinate and implement activities and services for assigned custodial staff; coordinate and review the work plan; assign work activities, projects and programs.

Establish schedules and methods for providing custodial services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures.
Initiate purchase orders for custodial equipment and supplies; determine appropriate inventory levels of products and custodial supplies.
Review and track all work orders initiated by the custodial maintenance staff; ensure work orders are completed in a timely manner.

Recommend and assist in the implementation of goals and objectives; implement approved policies and procedures; ensure compliance with OSHA and regular safety standards.
Maintain Material Safety Data Sheets (MSDS) and procedures related to the proper use of products and materials used in the provision of custodial maintenance services.
Assist in the investigation of job related accidents; prepare and review injury reports prior to submission.

May inspect work in progress or completed work to assure that cleanliness, special projects and activities are in accordance with custodial requirements and divisional objectives.
May review and analyze vendor contracts for custodial supplies and equipment; ensure compliance with contract specifications.
Participate in the selection and training of custodial maintenance personnel; provide or coordinate staff training.
Participate in the development and administration of assigned budget; forecast funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; recommend adjustments as necessary.
Maintain records and develop reports concerning new or ongoing programs and program effectiveness.
May serve as safety coordinator; maintain records for safety coordination; maintain and file injury, accident and property reports.

SUPPLEMENTAL FUNCTIONS:
Maintain awareness of new developments in the field of custodial procedures; incorporate new developments as appropriate into programs and services.
Perform related duties and responsibilities as required.
Attend and participate in professional group meetings and trainings; stay abreast of new trends and innovations in the field of custodial maintenance to include recycling program and the green building initiative.
May act as security escort for various vendors throughout the airport facility.

Ensure adherence to safe work practices and procedures.
Minimum Education and Experience Requirements

Associate’s degree from an accredited college or university with major course work in facilities management; and

Six (6) years of custodial management experience in an airport or large, modern, complex facility; and

To include two (2) years supervisory experience in a management or administrative capacity.

Terminal Expansion projects are currently underway at RSW to improve the airport travel experience by consolidating the security checkpoints, adding concession space and providing passengers more amenities and options. In addition, a new Concourse E is being constructed with 14 gates, as well as other terminal, landside and airside improvements.

The Position

The Operations Duty Agent is a key position in the Airport Operations department. In this role, you will be responsible for ensuring the smooth and safe day-to-day functioning of the airport. This includes closely monitoring all airport activities, promptly identifying and reporting any discrepancies that could impact safety or efficiency, as well as upholding established safety standards. The successful candidate must be a detail-oriented individual who thrives in a dynamic environment and desires a rewarding career path in airport operations. While working under the general supervision of the manager of Airside Operations, you will exercise considerable independence in carrying out your duties and will be trained to serve as the direct representative of the Lee County Port Authority.

Key Responsibilities

•    Performs airside, landside and terminal inspections, including terminal ramp, fixed-base, cargo ramp, perimeter fencing, taxiways, runways, public areas, tenant and concessions’ space, fueling facilities, parking lots, rental car facilities, terminal building and other areas, as required

•    Responds to emergency situations/locations and assists with establishment of an On-scene Command Post. Response to emergency situations can involve operation of a four-wheel drive vehicle over rough terrain and extensive walking or standing

•    Handles animal/bird control. Requires use of the four-wheel drive vehicle, shotguns and pyrotechnics for removal, relocation or depredation of animals/birds

•    Responsible for enforcement of various Federal Aviation Regulations, Advisory Circulars, Operations Instructions, as well as state and county regulations

•    Ensures the airport meets all specifications of the Airport Certification Manual. Initiates appropriate action until such time as the discrepancies are corrected

•    Manages gate control program. Maintains a constant awareness of any tenant challenges and requirements

•    Empowered to suspend the rules and regulations (Lee County Ordinance 94-09, as amended) and issue such orders, rules and regulations as may be necessary. This may include closing the airport in its entirety or any portion; delaying or restricting any flight; refusing takeoff permission to aircraft; denying the use of the airports to any specified class of aircraft, or to any individual or group

•    Provide aircraft escort in the movement areas of the Air Operations Area (AOA)

•     Monitor weather conditions and update airport tenants, when conditions warrant

•    Ability to work effectively with tenants and the general public

Minimum Requirements

•    Graduation from an accredited four-year college or university with a bachelor’s degree in aviation management, business administration or a combination of experience and education may be substituted

•    Prior 139 Operations Agent experience is highly desirable

•    Ability to work a flexible 84 hour bi-weekly work schedule, including weekends, holidays and nights

•    Possession of a valid Florida driver’s license is required

•    Successfully pass a TSA fingerprint-based criminal history background check

•    Private pilot’s license is desirable

•    Occasional bending, stooping, lifting, reaching and frequent walking are required to perform this position

Emergency Response/Recovery Activities: Lee County Port Authority personnel are designated by tier levels and may be called upon to assist with an emergency or unforeseen event at any time. Airport Operations Duty Manager

As an Airport Operations Duty Manager, you will perform critical airport management functions to ensure the safe, efficient, and secure operation of the entire airport complex.

Airport Operations Duty Manager

Serves in the Airport Operations Department at either Ronald Reagan Washington National Airport (DCA) or Washington Dulles International Airport (IAD).

Performs airport management functions with responsibility for the safe, efficient, and secure operation of the entire airport complex. Maintains constant awareness of changing conditions, activities, and requirements affecting Airport operations. Maximizes safety and security with minimal disruption to Airport operations. Reacts and responds to incidents, events, problems, and complaints in a professional manner and takes appropriate actions. Performs related functions.
GENERAL RESPONSIBILITIES

Maintains constant awareness of conditions, activities and changing requirements affecting Airport security. Ensures adherence to the Airport’s operations safety standards.

Inspects the operational condition of the Airport complex during each tour of duty and ensures compliance with all related guidelines and requirements. Inspections include but are not limited to landside roads, terminal facilities, airfield runways, taxiways, safety areas, imaginary surfaces, NAVAIDS critical areas and lighting systems.

Documents issues, discrepancies, and non-complying conditions concerning 14 FAR Part 139 and 49 FAR Part 1540 and 1542, and tenant activities to appropriate parties and reports for follow-up actions: monitors progress of corrections; determines severity of discrepancies and priority for corrective action.

Closes all or portions of airfield during emergencies; authorizes the issuances of Notices to Airmen (NOTAMs).

Initiates and directs the appropriate Contingency Plan(s), and makes decisions on behalf of the Airport Manager during emergencies and other events. Coordinates personnel efforts during emergencies.

Serves as a liaison between the Transportation Security Authority (TSA), airlines, tenants and other stakeholders regarding Airport security.

Directs and commits resources to ensure the containment of potential threats or incidents.

Ensures compliance with “Wildlife Hazard Management” regulations.

Directs or initiates action to prevent unsafe operating conditions on the entire Airport complex during inclement weather.

Manages the Airport Operations 24-hour Command Center.

Monitors the activities and operations of general facility and utility systems.

Coordinates with the Public Affairs Department when responding to news media requests.

Ensures coordination with the U.S. Secret Service, State Department, Federal Bureau of Investigation (FBI), TSA, and other agencies pertinent to the security of high-ranking officials, foreign dignitaries, or other “high-risk” individuals that warrant special handling.

Consults with representatives of air carriers, tenants, concessionaires, and Airports Authority personnel to provide assistance and guidance in resolving Airport operations situations.

Reviews the Airport’s Security Plan and other Airport operational documents and drawings.

Ensures Airport Daily Activities Report (DAR) is compiled correctly and submitted daily.

Is assigned one or more collateral areas/duties on a continuing basis.

Plans and coordinates movements of the Snow Teams during winter operations.

May initiate and serve in the Incident Command System and the Emergency Operations Center during emergency conditions.

May serve in the role of Airport Security Coordinator in that person’s absence.

May substitute for the Supervisory Airport Operations Duty Manager in that person’s absence.

Performs other duties as assigned.

QUALIFICATIONS

Six years of progressively responsible experience in airport or airline operations as a full performance level Operations Officer, or in a comparable job class in airport or airline operations at either a 14 CFR Part 139 certified airport OR six years of military air operations experience, OR a combination of the two provided that totals six years of operations experience and a bachelor’s degree in any field. An equivalent combination of education and experience may be considered.

Experience leading, or helping to lead, at least one of the following: Federal Aviation Administration (FAA) airport certification; airport, airline, or military security program; recurring disaster/emergency exercises; or the monitoring and coordination of airport construction and maintenance operations.

Knowledge of and ability to apply relevant Federal regulatory requirements governing airports.

Knowledge of aircraft operations, to include navigational and unusual aircraft operating characteristics, and the ability to evaluate aircraft and air traffic and take timely and appropriate action.

Ability to recommend and develop new airport operational policies or procedures, as necessary.

Knowledge of and ability to perform airport management functions.

Ability to analyze complex situations, prioritize issues, and formulate response plans.

Ability to make detailed analyses of data and information and make recommendations.

Ability to speak and write effectively, with emphasis on communicating sensitive or classified information in an emergency situation.

Skill in using a computer and modern software, with emphasis on security access control systems and weather monitoring systems.

MANAGER, AIRPORT OPERATIONS

 

The Manager, Airport Operations, is responsible for leading and overseeing the day-to-day operational objectives of airside operations. This role ensures the implementation and enforcement of operational and administrative controls, policies, and procedures that support the efficient and effective functioning of the organization. The Manager plays a key role in aligning operational execution with the airport’s strategic goals, tactical plans, and overall mission and vision.

 

Working collaboratively as part of the airport’s leadership team, the Manager partners closely with the Maintenance Foreperson and other department leads to plan, organize, and coordinate a wide range of airside functions. These include airfield maintenance, mobile equipment and fleet management, and the coordination of resources to ensure compliance with all applicable federal and provincial aviation regulations. The role also supports the Director of Airport Operations in the continuous improvement of airside services, ensuring adherence to regulatory standards and alignment with industry best practices to maintain the highest levels of safety, reliability, and service delivery.

 

This position will be relied upon to provide input and support the Airport Business Plan deliverables, especially with respect to observed experiential needs, and for identifying and acting upon operational and facility deficiencies. This position will manage all aspects of Airport Duty Managers and maintenance operations employees.

 

This position is required to be on site.

 

General duties and responsibilities include, but are not limited to:

 

·       Effective management oversight of Maintenance Crews, including scheduling, training, and maintaining appropriate documentation.

·       Proactively ensure compliance with aviation regulations and inspections.

·       Participate in Safety Management System Committee Meetings and Audits.  Develop and implement Corrective Action Plans as required.

·       Ensure health and safety compliance for maintenance, duty managers, airside contractors and/or service providers of PortsToronto.

·       Oversee all airfield operations and maintenance programs including repair, inspection, alteration, and compliance for runways, taxiways, aprons, and critical infrastructure.

·       Oversee fleet maintenance and winter operations program, ensuring asset readiness and resilience during seasonal weather events.

·       Oversee the creation, approval and distribution of operational bulletins, NOTAMS and standard operating procedures for all airside operations.

·       Ensure comprehensive documentation and reporting of airport operations activities, including daily occurrence logs, incident management, and property condition reports.

·       Oversee the performance of internal teams and external contractors engaged in the maintenance and enhancement of airport property, pavement structures, security fence lines, markings, signage, and landscaping, ensuring quality control and adherence to safety standards.

·       In collaboration with Foreperson, Airport Maintenance, develop and/or update Standing Orders (SOs), Standard Operating Procedures (SOPs), maintenance specific plans and other documentation.

·       Ensure compliance to Terminal Development, Maintenance, and Operations Agreement (TDMOA).

·       Coordinate and plan with airport stakeholders to ensure service levels and needs are met.

·       Ensure proper collection of airside revenue, as required.

·       Ensure that all PortsToronto facilities on the airside are safe, and maintained in good order, including maintenance and cleanliness.

·       Identify and recommend facility repairs or changes required in partner facilities (terminal, FBO’s).

·       Identify and provide ideas and opportunities to the Director, Airport Operations, on customer experience initiatives, and working with stakeholders.

·       Manage relationships and service levels with onsite government agencies.

·       Act as airside point of contact and subject matter expert (SME) for activities and events that impact airside operations, including construction projects.

 

 

ABILITIES AND QUALIFICATIONS:

·       Post-secondary education with a focus in aviation/airport management or equivalent industry experience.

·       Minimum five (5) years direct experience in airport operations. With three (3) years in a supervisory or management role.

·       Completion of the IAAE Canada Accredited Airport Executive (AAE) program is considered an asset

·       Experience with fiscal management, preparing and controlling budget and expenses.

·       Experience with risk management including identifying, assessing and responding to risk factors

·       Experience with planning and creating strategic, long reaching initiatives, as well as overs and/or operationalize projects and initiatives.

·       Proven ability to effectively manage a team, including training and performance management.

·       Superior interpersonal skills, able to interact with all levels in a professional, positive manner, able to build trusting relationships and be a team player.

·       Excellent, effective communication skills, both oral and in written format.

·       Able to influence, collaborate and negotiate cross functionally, as well as with external stakeholders to achieve results.

Safety and Loss Control Manager

THE OPPORTUNITY
The Safety and Loss Control Manager reports to the Airport Manager, Senior (Airport Safety Manager). The incumbent will perform, but is not limited, to the following duties:

  • Promotes and facilitates a strong safety culture through collaboration amongst department-wide staff, and interacts with all employees to understand job functions, receive feedback, and guides through solution-based activities to address safety concerns
  • Administers and coordinates the Department safety and loss prevention program with positive results and compliance
    Provides oversight and monitoring of departmental Injury and Illness Prevention Programs to ensure completeness, uniformity, and compliance
  • Designs, develops, and implements department safety policies and procedures, compliance activities, and training programs in collaboration with staff
  • Provides guidance and support to the designated safety representatives and is available for coaching and mentoring to ensure effectiveness
  • Develops and maintains a safety resource center and intranet site to include educational and training materials, policies and procedures, and related safety and accident reporting forms
  • Directs, coordinates, and reviews the strategic work plan for the Department Safety Program; meets with staff to identify and resolve problems; reviews and evaluates work training, methods, and procedures
  • Attends and participates in Department division meetings; maintains awareness of new trends and developments in the safety industry; incorporates new developments as appropriate into programs
  • Provides reports, trends, behavioral data analysis for review and discussion
  • Promotes and markets safety practices throughout the department through positive interaction, and respectful and positive relationships
  • Serves as the primary Department contact with CEO-Risk Management on all occupational safety issues
  • Oversees supervisor’s investigation and analysis of accidents to determine root cause and means of prevention through reporting completion and appropriate educational information sharing

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate possesses five (5)  or more years of experience in safety management within a large organization. This experience must also include two (2) years in a supervising manager role. Additionally, the ideal candidate will possess a Bachelor’s degree in one (1) of the following fields: Occupational Safety and Health, Safety Administration, Environmental Health and Safety, or Industrial Hygiene.

Possession of the following certificates are highly desirable but not required: Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Associate Safety Professional (ASP), Construction Health and Safety Technician (CHST), and/or Certified Safety and Health Manager (CSHM).

In addition, the ideal candidate will possess extensive knowledge and/or experience in the following competencies:

AIRPORT ACCESS REQUIREMENTS
Employees must clear a background check, which includes a Criminal History Records Check (CHRC), Transportation Security Administration (TSA) check, and Security Threat Assessment (STA) check. Airport Access Badge must be maintained and renewed every two (2) years.
