This dynamic role is responsible for coordinating airside operations in compliance with Transport Canada and international aviation standards. Requirements:
Education & Experience:

• Five or more years of recent (within the last ten years) related experience in a similar role.

Key Responsibilities:
• Lead and support airside operations, including maintenance programs, reduced visibility and winter operations, and construction coordination.
• Ensure VAA’s compliance with Canadian Aviation Regulations (CARs), TP312, TP7775, and ICAO standards.
• Coordinate airside activities related to capital and maintenance projects to ensure uninterrupted airport operations.
• Liaise with government agencies, Nav Canada, contractors, and other airport stakeholders.
• Contribute to Safety Management Systems (SMS), including audits, corrective action plans, and inspection follow-ups.
• Issue NOTAMs and maintain Vortex CMS data related to airfield notices.
• Prepare reports, conduct airfield inspections, and use CAD tools to assist with operational planning.

Additional Requirements (conditions of employment):
• Within six (6) months of hire, the Technical Coordinator, Airside must obtain and maintain:
o Restricted Area Identity Card (RAIC)
o Airside Vehicle Operator’s Permit [AVOP D]
o Radio Operator’s Certificate – Aeronautical

• Hold a valid Class 5 British Columbia driver’s license.

Certificates/licenses: 
Per Assembly Bill 717, positions assigned to the Building Inspection Division are required to obtain a certification from a recognized state, national, or international association, as determined by the County, within two years of date of hire or assignment.

Supervisor – Airport Security & Badging

The Supervisor – Security & Badging will provide daily oversight of the Airport badging office and communication center, ensuring the Airport remains in compliance with TSA (49 CFR Part 1542) and FAA (FAR Part 139) regulations. This includes direct supervision of staff responsible for issuing identification badges and maintaining security application records, and monitoring CCTV system and dispatching response personnel. The Supervisor ensures that all Airport employees, contractors, and tenants are properly vetted and credentialed by overseeing the processing of fingerprint-based criminal history record checks (CHRC) and Security Threat Assessments (STA). They will also design and test response procedures to ensure the effective mobilization of protective, safety, and relief services for the Airport in security related emergencies or disasters.

 

Additional job duties include coordinating with TSA, airport security, and law enforcement on security-related matters;  maintain security records and databases in compliance with federal and Airport retention requirements; conduct periodic audits and assessments of the badging system and access control points; and communicating emergency or security-related information throughout the Airport. Must also coordinate training, review performance, and manage timesheets of direct reports in compliance with federal and state employment laws and Airport policy and procedures.

 

Education & Experience Requirements:

  • Bachelor’s degree in Aviation Management, Business Administration or related field;
  • Four (4) years related work experience at a Part 139 airport or employer/position governed by FFA or TSA regulations;

Airport Manager, Project Portfolio Office (Apply as Airport Manager)

THE POSITION

The Airport Manager for the Project Portfolio Office is in the Finance and Administration division at SCDA. This section is responsible for the Airport Capital Improvement Program (CIP), debt management, and all applications for Airport specific revenue from the State and Federal government. The ideal candidate for the Airport Manager of the Project Portfolio Office position with SCDA is a highly organized and disciplined professional with exceptional analytical skills. They must be able to analyze projected projects to determine resources available within a given timeframe. The candidate should possess a strong background in project planning and capital resource evaluation with the ability to develop and implement standards and guidelines regarding capital budgeting. They should have a background that has prepared them to be successful managing section budgets. Additionally, the ideal candidate will be an enterprise-wide leader who can lead cultural change, enhance communication within SCDA, and articulate a vision for the future that motivates staff and aligns with broader organizational goals. They must be adept at coordinating with various departments, external agencies, and the public to ensure that debt issuance and
applications for state and federal funding aligned with the organization’s Mission, Vision, and Values.

Specifically, the ideal Airport Manager of the Project Portfolio Office will possess the following capabilities:

  • Financial Acumen – The candidate should possess a strong background in debt issuance and management, with the ability to understand and assist in airport loans, applications, and General Airport Revenue Bond issuance. They should be comfortable reviewing agreements, contracts, amendments, Board of Supervisor letters, and resolutions.
  • Capital Project Management – The ideal candidate will oversee the department’s 5-year CIP. This role requires a deep understanding of effective resource management within the context of complex airport projects to ensure their successful completion. They should be adept at coordinating with other management and project managers regarding the cost, resources, and timelines.
  • Budget Management – The ideal candidate should have a background that has prepared them to be successful in managing section budgets. They should be adept at developing and managing the section’s budget, ensuring that financial resources are allocated effectively to meet the department’s goals. The candidate should be comfortable with financial analysis, forecasting, and reporting and be able to make informed decisions to optimize budget performance.
  • Coordination and Collaboration – The ideal candidate must be adept at coordinating with various departments and external agencies to ensure that every aspect of the PPO responsibilities are correct and timely. They should be able to attend industry-related conferences and events, representing the department and keeping abreast of industry trends and innovations.
  • People Skills – The ideal candidate must be able to communicate effectively to ensure that all stakeholders remain informed and feel heard. The ideal candidate must be organized and well-disciplined and able to evaluate the performance of staff, provide regular feedback regarding the quality and quantity of work performed, provide employees with the guidance and direction needed to correct deficiencies, and work with employees to help improve individual and operational productivity.
  • Enterprise-Wide Leader – The Airport Manager for the Project Portfolio Office will help lead cultural change in a way that enhances communication within SCDA and perpetuates a highly service oriented approach within the section. They will also have the leadership ability to develop section goals and create a sense of shared purpose that motivates staff and gives them the tools for managing their own work and relationships within the department
    and outside assets.

COMPENSATION

The County of Sacramento offers an excellent compensation and benefits program.

The salary range for this position is $132,713.28 – $146,327.04 annually plus an additional 3.35% management incentive for a combined total of $137,159.17 – $151,229.00.

Negotiations concerning FY25/26 wages are ongoing and will be applied to the posted salary range upon agreement between the Union and the County and after adoption by the Board of Supervisors.

Retirement – The County’s defined-benefit pension plan is provided by the County Employees’ Retirement Law of 1937 and is managed by the Sacramento County Employees’ Retirement System (SCERS) Board of Retirement.

Deferred Compensation – A deferred compensation program is available through the County 457(b) Deferred Compensation Plan. The County will match contributions to the 457(b)Deferred Compensation Plan up to 3% of the
monthly gross salary into a 401(a) plan as long as the employee contributions to the 457(b) are at least 1% of gross salary for the pay period or at least 1% of the compensation earned year-to-date.

Life Insurance – $50,000 in life insurance coverage for the employee and $2,000 for all eligible dependents. Employees have the option to purchase up to $1,000,000 in additional life insurance coverage.

Holidays – 14.5 paid holidays per year.

Vacation – Two to five weeks (based upon length of service) of paid vacation.

Sick Leave – 15 days per year.

Flexible Spending Accounts – Employees may set aside funds on a pre-tax basis to pay for eligible medical
and/or dependent care expenses.

Other Benefits – The County contributes into a Retiree Health Savings Plan. After 10 years of County service, employees are eligible for 2.5% longevity pay.

Airport Emergency Manager

The Sacramento County Department of Airports (SCDA) is seeking an experienced leader to oversee all functions related to emergency preparedness exercises. This includes planning, organizing, evaluating and executing both mandated and Airport-initiated emergency preparedness. The selected candidate will collaborate with all Airport divisions, tenants, contracted services (e.g., law enforcement), and local, state, and federal agencies as needed. Additionally, this Manager is responsible for the functionality, operation, equipment, and supplies of the Airport’s Department Operations Center (DOC). This Manager will plan and conduct training for assigned DOC staff positions, lead recurring meetings, provide basic emergency response training, coordinate field exercises, and maintain emergency supplies and the associated emergency preparedness budget.

This position will serve as the primary liaison to the Sacramento County Office of Emergency Services, which manages the County’s Operational Area (OA).

Manager, Government Affairs & Industry Relations

About the Role
The Port Authority is seeking an experienced, energetic, strategic, innovative, and results-oriented leader to fill a critical position on the Aviation Department Strategy team. Reporting to the Deputy Director, Aviation Business, Strategy, and Finance, this position leads several key strategic functions, including government affairs, industry relations, regulatory and legislative affairs, aviation policy, air service development, airline relations, and slot administration. The Manager is responsible for the development and implementation of business strategies that achieve department and agency goals and advance the Aviation Department’s business agenda and strategic priorities.

 

Responsibilities
Industry, Regulatory, and Legislative Affairs: Manage relationships and coordination with regulatory agencies, key industry organizations, and trade associations to advance Port Authority goals and strategies. Serve as designated point of contact for several policy-related matters and regularly interface with officials from the Federal Aviation Administration (FAA), Transportation Security Administration, Customs and Border Protection (CBP), US Department of Transportation (USDOT), and other federal agencies. Support other subject matter experts in the Aviation Department’s Strategy, Operations, Commercial, and Customer Experience units, as well as the airport General Managers.

 

Aviation Policy & Strategic Initiatives: Lead strategy and policy development for the department by coordinating the technical and planning components necessary to advocate for the best interests of the Port Authority. Coordinate with airports, external agencies, and other partners on a variety of long range/economic studies and policy/industry issues to advance the department’s business and strategy agenda. Actively participate in national and international policy forums to shape aviation policy and seek leadership roles with various trade association committees (e.g. AAAE and ACI-NA). Provide advisory support and technical assistance to address operational matters related to airport demand, capacity, and slot limits.

 

Communications: Develop and manage an array of internal and external communications to advance the department’s strategic priorities, including developing complex policy positions for executive leadership, leading the development of legislative affairs information documents, preparing and overseeing comments and responses to Notices of Proposed Rulemaking, and other matters handled on the Federal Register.

 

Airport Access and Slot Administration: Oversee the implementation of policies and strategies to maintain competition at Port Authority airports for the benefit of the traveling public. Ensure effective coordination with FAA Slot Office, airport management, airlines, terminal operators, and federal partners to ensure equitable access aligned with airfield and terminal capacity. Represent the Port Authority at slot, routes, and other key industry conferences (domestic and international) to advance Port Authority priorities and facilitate coordination for slots and air service.

 

Air Service Strategy & Airline Relations: Oversee the development and implementation of strategies to support the acquisition and retention of air service at Port Authority airports, including strategic marketing of air service development opportunities with airlines and partnerships with local government and community groups to attract new air service. Manage ongoing relations with airlines related to access and service to facilitate operational and business coordination.

 

Leadership: This position manages the Air Service Development Manager, who has direct responsibility for airport access and slot administration, air service strategy, and airline relations. The Manager also provides guidance to and receives support from a Senior Policy Analyst, who supports the Strategy team more broadly and assists with legislative analysis, industry outreach, and data analysis.

Minimum Qualifications
Candidates must present the following qualifications to be considered eligible for this position:

  • At least 10 years of relevant business strategy, policy, government/industry relations, air service development, operations, or business/economic analysis in the aviation industry, or in other transportation or public service sectors.
