Washington, DC – Airports Council International – North America (ACI-NA) today welcomed new bipartisan legislation introduced in the U.S. House of Representatives that would ensure air traffic controllers and other Federal Aviation Administration (FAA) personnel continue to receive pay during any future lapse in federal appropriations.
“The longest federal shutdown in U.S. history created profound operational disruption and uncertainty for airports, airlines, federal employees, and the traveling public,” said ACI-NA President and CEO Kevin M. Burke in a letter to committee leadership. “Airports rely upon fully staffed and functioning federal agencies to maintain the safety, security, and efficiency of the national airspace system. When funding lapses occur, airports are negatively impacted by strained operations, delayed projects, and an erosion of public confidence in the reliability of the aviation system.”

government shutdowns, “Burke wrote. “By ensuring key aviation functions continue during a lapse in appropriations — without drawing down the Airport and Airway Trust Fund—the bill offers a responsible, targeted solution that protects both the traveling public and the long-term health of the aviation system. This legislation would safeguard critical operations, reduce potential disruptions, and support the workforce that keeps our skies safe.”
The Aviation Funding Solvency Act (H.R. 6086), introduced by House Transportation and Infrastructure Committee Chair Sam Graves (R-MO) and Ranking Member Rick Larsen (D-WA), along with Aviation Subcommittee Chair Troy Nehls (R-TX) and Ranking Member André Carson (D-IN), would authorize the FAA to draw from the Aviation Insurance Revolving Fund to support payroll during shutdowns.
