Distinguishing Characteristics:
Under minimal supervision and administrative direction, the IT Project Manager will oversee a portfolio of technology projects for Tucson Airport Authority (TAA) at Tucson International Airport (TUS) and Ryan Airfield (RYN) which often involves collaboration with peers, other TAA departments, vendors, and contractors; responsible for all project-related administrative requirements including but not limited to, project schedules, resource planning, risk management/mitigation, and budget. Work includes preparing, reviewing designs, plans, specifications and contract documents, identifying contract disputes, and validating project completion with appropriate stakeholder approvals.
Essential Functions:
The following functions and all other functions not included in this job description are to be performed in the best interests and for the greater good of the TAA.
- Support and advocate for TAA’s Mission, Vision, Guiding Principles, and Strategic Plan and act as a champion and role-model of TAA’s Cultural Fundamentals.
- Serve as the project manager for assigned IT projects, to ensure design goals, management reports, project schedules, budgets, plans and specifications, is conducted in a timely and cost-effective manner.
- Manage budget, expenditures, adherence to project schedules, scope negotiations, negotiation of change orders for contractors and consultants, where applicable.
- Manage and work with contractors and specialty technology consultants to ensure the requirements of the project are being met.
- Manage and support the project team and internal stakeholders to ensure all design changes and solutions are implemented and coordinated into the project design documentation.
- Manage the design, construction and inspection of assigned projects to ensure systems are fully operational by project end.
- Work closely with architects, consultants, external and internal stakeholders, maintenance staff and other technical sub-contractors until project end.
- Manage and coordinate with TAA staff, consultants, contractors, and any stakeholders to assure that all parties coordinate and collaborate to identify the best solutions for successful implementation of projects.
Prepare reports and present recommendations to Executive Team (ET) at key decision points in project development as required. - Assist in the design and constructability review of design plans and specifications which are prepared by consultants under contract with TAA; coordinate support services and provide knowledge and authoritative guidance on design and construction criteria.
- Lead and provide direction in project team meetings to keep the meetings on schedule with pertinent information discussed and decisions made as required.
- Manage final inspections to develop appropriate punch lists, and the approval of all progress payments through the completion of projects.
- Keep current, accurate records on each working project.
- Respond to inquiries from TAA staff and tenants, and provide information pertaining to the status of projects.
- As required, provide 24-hour response/resolution to project and airport related emergencies.
- Assure compliance with rules and regulations governing the use of TAA property and facilities and the observance of air traffic and safety regulations during the course of assigned projects.
- Collaborate with the Federal Aviation Administration (FAA), Arizona Department of Transportation (ADOT), City or County staff, as necessary, to ensure successful project implementation.
- Abide by all FAA or ADOT grant regulatory requirements.
- Work closely with TAA IT and Maintenance staff to effectively maintain and plan for replacement/upgrades to existing systems.
- Be responsive to airport emergencies and situations that may involve loss of human life or property; support public safety and operational response to emergencies; utilize Incident Management System (ICS)/National Incident Management System (NIMS) protocols and procedures; coordinate and/or participate in after-action emergency de-briefing with appropriate departments and stakeholders.

Position Requirements:
Bachelor’s Degree from an accredited four year college/university with major course work in Information Technology (IT), Business, Project Management and a minimum of five years as a Project Manager managing a portfolio of complex technical projects. Preferred qualifications include ten years of experience working in the Information Technology field as a Project Manager; certification by the Project Management Institute (PMI) as a Project Management Professional (PMP) or equivalent; CompTIA A+, Network+, Security+, and Project+. TAA will consider any equivalent combination of experience and training that provides the necessary knowledge, skills, and abilities sufficient to demonstrate aptitude for the position.

Knowledge of:
· Principles and practices of Project Management based on the Project Management Institute (PMI) PMBOK framework.
· Design principles, techniques and tools used in the production and use of precision technical plans, drawings and models.
· The organization’s Strategic Plan, mission and goals, and how these relate to division, department, team, and individual projects and initiatives.
· Technical or functional area of responsibility.
Skill in:
· MS Office 365, MS Project, PMWeb, MS Teams, and other Project Management systems
· Organization, oral, listening, and written communications, proofreading, critical-thinking and multi-tasking.
· Taking initiative and being a self-starter.
Ability to:
Environmental Requirements
· Work primarily in a typical, temperature controlled administrative office setting in a semi-enclosed work space or office.
· Be outdoors for periods of time year-round to visit various airport facilities.
· At times, work in a high-noise environment and extreme weather.

· Express ideas effectively; prepare and present written and/or oral reports and recommendations to executive management, TAA board, tenants and the general public.

Physical Requirements
· Communicate in English via telephone, radio, and cellular telephone, (at times) in a high noise environment, with sufficient clarity to be understood by others.

General
· Be able to work special hours, including evenings, weekends and holidays, and be available to be on call 24 hours/7 days per week to respond to the airport in the event of an emergency.
· Understand that dissemination of information outside of job requirements is based on “need-to-know” and maintain discreet and professional sense of confidentiality due to sensitive nature of job functions.
· Remain focused and decisive in stressful situations using sound judgement and perform tasks with a high degree of accuracy, attention to detail, and function in a fast-paced work environment with deadlines and multiple projects.
· Develop and maintain a strong working knowledge of a variety of practices and procedures, including Federal, State, and local laws and regulations governing TAA.
· Be sensitive and aware of actions and reactions of employees, tenants, Board and Authority members, consultants, the public and outside agencies, and inform supervisor of appropriate concerns.
· Respond to emergencies as a member of TAA’s Emergency Response Team.
· Continually learn and develop, especially in the areas of management, coaching and leadership. Take initiative for on-the-job learning experiences, as well as seeking out formal education and coursework for continuous growth and development.
Licenses; Certificates; Special Requirements:
· Valid Arizona Driver’s license
· Meet and maintain the ability to drive airport vehicles on the Air Operations Area (AOA) Non-Movement and Movement Area(s).
· As an employee, you are deemed to be essential personnel as part of TAA’s emergency response, and must respond to airport incidents, as requested/required.
· Must obtain and maintain access to the Security Identification Display Area (SIDA).
· Successfully complete the National Incident Management System (NIMS) (ICS 100, 200, 700 and 800) requirements and certification within the first year of employment.
· Successfully complete the Project Management Professional requirements and certification within the first year of employment.
· Will serve at the pleasure of the President/CEO and is not covered under the appeals process.
