The Norfolk Airport Authority is seeking a Vice President, Chief Financial Officer. The CFO is a key member of the Executive Management Team at the Authority, reporting directly to the President & CEO. As the Authority’s top financial strategist, the CFO oversees fiscal operations, financial planning, investment strategies, regulatory compliance, and technology functions. This executive plays a vital role in sustaining financial integrity, securing capital funding, and driving long-term economic growth to support the Authority’s mission and vision.

Key responsibilities include:

·        Lead strategic direction for Finance and IT departments.

·        Manage financial controls and reporting, budgeting, forecasting, cash flow analysis and planning.

·        Secure and oversee capital financing activities, including financing strategies, bond issuance process, rating agency relationships, investor communications, legal compliance, and ongoing debt portfolio management.

·        Ensure financial aspects of compliance with FAA regulations and grant assurances.

·        Oversee audits, investment strategies, financial and technology risk management and business continuity programming.

·        Ensure operational and innovative technology solutions are identified, implemented, and responsibly upheld.

·        Develop and implement tenant and business associates’ rates, charges, and fees.

·        Administer internal controls, KPIs, and financial systems.

·        Guide insurance procurement and risk programs (non-HR).

·        Collaborate with the Executive Team to support the Strategic Plan.

Position Qualifications

·        Bachelor’s degree in finance, accounting, business administration or related field required, Master’s preferred.

·        Minimum ten (10) years of progressive financial leadership experience, with five (5) years in airport finance preferred.

·        CPA and AAAE certifications (Certified Member or A.A.E.) preferred.

·        Familiarity with FAA and airport regulatory frameworks, including 14 CFR Part 139 preferred.

·        Strong technical proficiency in financial systems, planning, and compliance.

Salary & Benefits

The starting salary range for this position is $185,000- $215,000 and is accompanied by a generous benefits package. Relocation assistance is available.
