We’re hiring a dedicated Disability Access Program Manager to lead accessibility efforts at the Airport. As our Disability Access Program Manager, you’ll lead critical efforts to ensure our Airport remains accessible to all.
In this role, you’ll:
- Ensure compliance with the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act, and related laws
- Monitor and evaluate facilities and programs for ADA compliance
- Develop and manage accessibility programs across communication, facilities, and services
- Provide training and support for Citywide accessibility policies
- Respond to disability-based discrimination complaints from Airport guests
- Serve as a liaison to the disability community
- Review and inspect maintenance, capital improvement, and construction projects for ADA compliance

The essential functions of this position include:
1. Directs, evaluates, and implements administrative and operational policies, practices, and procedures required for Airport compliance under the Americans with Disabilities Act of 1990 (ADA), as amended, and related state and federal disability civil rights laws and regulations.
2. Directs, evaluates, and implements administrative and operational policies and practices to ensure Airport compliance under government entities such as the Federal Aviation Administration (FAA) and the Department of Transportation (DOT).
3. Supervises and coaches staff on the planning, developing, implementing of program policies, and procedures. Conducts regular performance evaluation and provides guidance on work activities.
4. Responds to guest requests for information, referral, or disability-related accommodations. This individual will be key in addressing disability-related guest service issues, consulting with airport stakeholders to help address complaints and coordinate systems and processes for improvement; investigates and resolves complaints of discrimination on the basis of disability; and prepares correspondence in response to guest and community concerns.
5. Leads airport-wide efforts to raise standards and disability rights awareness, which includes leading an Airport community disability awareness/action committee or council. This will involve working closely with subject matter experts, representatives from other City departments, and members of community-based organizations.
6. Works closely with the Mayor’s Office on Disability and other public or private groups to interpret City policies and procedures related to accessibility; provides technical assistance to Airport staff through education and training sessions as the Airport’s ADA subject matter expert; and provides guidance to Airport staff regarding program modifications for persons with disabilities.
7. Serves as the Airport’s liaison to the Mayor’s Office on Disability; represents the Airport at various functions; and participates in appropriate professional organizations.
8. Prepares and/or reviews comprehensive analytical reports for the Airport Director and Airport Commission concerning access for persons with disabilities, including ADA self-evaluation and transition plan reports and technical analysis of new or pending disability laws, regulations, and court cases – working closely with the Airport’s legal team.
9. Implements state and federal directives and guidelines for accessible design and construction; conducts site surveys of existing buildings and facilities for compliance with ADA standards; develops technical standards and guidelines; and meets with departmental staff and attends project review meetings.
10. Performs other duties as assigned.
Qualifications:
Education: Possession of a baccalaureate degree from an accredited college or university. AND
Experience: Four (4) years of professional experience implementing disability civil rights laws and regulations.
Education Substitution: Additional qualifying experience as described above may be substituted for the required degree on a year-for-year basis (up to the maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
Desirable Qualifications
- Experience implementing disability civil rights laws and regulations in a state or local government setting.
Bachelor’s degree from an accredited college or university in architecture, engineering, city planning, public or business administration, legal studies, or a related field. - Possession of a Certified Access Specialist (CASp) certification in good standing with the California Division of State Architect (DSA).
- Experience working with disability related community-based organizations and clients.
- Four years of progressively responsible experience developing disability access policies, practices, and procedures; coordinating reasonable modifications; investigating and mediating complaints of disability discrimination; providing disability-related staff training.
- One year of lead or supervisory experience.
- Individual possesses clear and concise written and verbal communication skills.
- Individual is able to build rapport quickly, is a cross-collaborator, and is flexible.
- Individual is comfortable working independently and under self-direction.
