Ready to take your career to new heights? San Francisco International Airport (SFO) is seeking an experienced and strategic Capital Planning Manager to lead our $11 billion Capital Improvement Plan (CIP) — balancing competing priorities and planning for the airport’s future.
In this pivotal role, you’ll:
- Lead the development and execution of CIP
- Manage the $11.0 billion CIP with various internal and external stakeholders
- Manage the $1.6 billion annual operating budget, with a focus on impacts from capital commissioning

This key leadership role reports directly to the Budget Director and manages a team of four (4) CIP analysts.
We’re looking for candidates with extensive experience in capital planning and budgeting — particularly in the context of municipal infrastructure development — and a strong understanding of debt financing strategies. The ideal candidate brings both strategic insight and hands-on expertise to guide major public infrastructure investments from concept to completion.

You are excited about this opportunity because you will:
- Develop, implement, monitor, and modify procedures and administrative monitoring practices for capital project development and if needed, limited coverage only of operating budget functions.
- Support debt transactions by playing a key role in CIP program and project controls from finance lens, determining bond sizing, developing rating agency presentations, preparing Official Statements, and providing data for consultant’s report.
- Prepare and analyze the division’s reports on capital spending, operating budget, as-needed projects to make recommendations to senior management, Airport Commission, Controller’s Office, Board of Supervisors, the Federal Aviation Administration and other stakeholder agencies.
- Supervise the work of staff engaged in reviewing and analyzing capital project system effectiveness, capital project submissions, project modifications and cash flow projections for accuracy and completeness.
- Coordinate the CIP Working Group and the Capital Projects Review Committee’s review of the annual CIP; and coordinate the Airline Majority-in-Interest (MII) Review Process.
- Develop and implement internal controls that ensure compliance with federal and local rules and regulations and accounting guidelines.
- Serve as the liaison for Airport’s Finance Division when working with government relations, advocate groups, federal, state and local agencies, aviation committees and associations; also represents the Airport before the Airport Commission, Board of Supervisors and government relations organizations, as needed.
- Provide high level policy recommendations to senior management; provide management with early warning of and practical resolutions options for potential cost overruns in areas of capital projects and if needed, limited coverage only of operating budget.
- Plan, develop and manage the allocation of resources among capital projects to ensure the efficient and appropriate use of funds.

How to qualify:
Education: Possession of a Bachelor’s degree from an accredited college or university. AND
Experience: Five (5) years of increasingly responsible professional level budget experience in a governmental or large organization, of which includes three years of supervising professionals.
Substitution: Additional qualifying full-time work experience (2000 hours equal one year) as described above may substitute up to two (2) years of the required education. One (1) year of work experience equals to 30 semester units or 45 quarter units. One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full time employment.
Substitution: A Master’s degree from an accredited college or university may be substituted for one (1) of the required years of professional experience.
Desirable Qualifications:
- Possession of a Bachelor’s degree from an accredited college or university in Business Administration, Economics, Finance, Public Policy or a closely related field.
- Additional two (2) years of increasingly responsible professional level budget experience in a governmental or large organization.
- Extensive experience in the development and management of capital projects and/or capital plans related to the construction of physical infrastructure (note capital leasing does not qualify as this type of experience).
- Strong familiarity with debt financing/public finance.
- Experience in the development or management of governmental operating budget.
- Knowledge of municipal budget structure and processes.
