Salary: The hiring salary for the Project Analyst is starting at $79,149. The full pay range for the Project Analyst is $67,649 – $108,238.

About the Job:
The Airport Design and Construction department is looking for a Project Analyst with a strong focus on project coordination, stakeholder engagement, and technical analysis to support the successful planning and execution of capital improvement projects. This role is instrumental in translating strategic objectives into actionable project plans.
The selected candidate’s attention to detail, relationship, and collaboration skills will play a key role in ensuring successful project completion contributing to SAN’s purpose of creating an exceptional airport experience for the community and the world.
What You’ll Do:
Project and Program Development: Contributes to and coordinates construction, project, and program initiatives from conception through delivery. Translates strategic priorities into actionable plans by supporting the development of processes, internal controls, and standards for project design, technical studies, construction management, financial analysis, and scheduling. Assists in driving forward key capital projects, facilitating recommendations and execution aligned with strategic goals.
Regulatory Compliance and Oversight: Supports oversight functions to ensure activities comply with applicable laws, regulations, codes, policies, and procedures. Monitors project and program implementation to ensure adherence to internal and external mandates, supporting accountability and transparency throughout the project lifecycle. Broadens awareness and visibility of programs and priorities across stakeholder audiences.
Stakeholder Engagement: Lead coordination efforts with internal and external stakeholders, including regulatory agencies, consultants, public groups, and special interest organizations. Interpret and clearly communicate project plans and updates. Anticipate and resolve potential issues, recommend corrective actions, and promote awareness of initiatives to diverse stakeholder audiences to build support and understanding.
Technical and Financial Administration: Provide technical and administrative assistance through comprehensive research, preparation of reports, and predictive analysis. Support contracting processes from documentation through implementation. Develop justifications for financial planning activities and apply knowledge of mandates, policies, and contracting strategies. Track and forecast costs, analyze trends, manage budget cycles, and monitor contractual obligations to ensure financial alignment with project goals.
Program Expertise and Operational Strategy: Serve as a programmatic subject matter expert, supporting the development and communication of program goals, learning objectives, and performance metrics. Integrate operational best practices, monitor efficiency, and assist with the design and redesign of processes to enhance program effectiveness. Synthesize data and metrics to evaluate performance and guide continuous improvement efforts. Perform other duties as assigned.
Operational Driving: Driving throughout the SAN campus, including landside and airside EDR to conduct required site inspections. Transport key stakeholders to conduct inspections and design evaluations.

Requirements
The Experience You Need to Have**:
Bachelor degree in architecture, engineering, project management, construction management or a closely related field.
Two years of progressively responsible experience in an organization focused on program management, project management, construction management or design.
Or an equivalent combination of education, training and experience.
Licenses, Certificates, and Special Requirements :
Maintain a valid driver’s license and the ability to maintain insurability under the Authority’s vehicle insurance policy.
Successful completion of a fingerprint-based background investigation, training, and testing required for employment and operation and operation of Authority and San Diego County physical security, surveillance, radio and telecommunications equipment.

This role requires regular driving as a critical part of performing work-related duties, specifically involving the operation of Airport Authority vehicles. A valid California driver’s license is required, along with strict adherence to all traffic laws and safety regulations. Applicants must maintain an acceptable driving record to operate Authority vehicles. Compliance with Airport Authority vehicle use policies, including safety protocols and reporting requirements, is mandatory. Applicants must acknowledge that driving Airport Authority vehicles is an essential function of this role.
Preferred Licenses; Certificates; Special Requirements:
Project Management Professional (PM); Certified Project Analyst (CPA), Certified Associate in Project Management (CAPM), Professional Certificate in Construction Project Management.
Certifications as a Leadership in Energy and Environmental Design (LEED) Professional, AutoCAD Certified Professional, Certified Professional Autodesk Revit, Building Design and Construction Systems (BDCS) Certification, National Council of Architectural Registration Board (NCARB), Certified Construction Manager from the Construction Management Association of America, Certified Design-Build Professional from the Design-Build Institute of America.
