Airport Duty Manager

GENERAL SUMMARY

The Airport Duty Manager (ADM) is responsible for maintaining and overseeing full situational awareness of all facets of airport business operations to ensure the safe, efficient, and secure operation of the Raleigh-Durham International Airport (RDU). This includes implementing incident management processes to ensure effective management of small, medium, and large-scale incidents, emergencies, and irregular operations. The ADM maintains constant awareness of changing conditions, activities and requirements affecting airport operations, analyzes the impact of such changes, and facilitates the appropriate response protocols through collaboration with multi-departmental team members as required. This includes continuous coordination and collaboration with all RDU Airport Authority (RDUAA) departments as well as tenants, concessionaires, customers, FAA, TSA, CBP, and all other airport stakeholders to ensure that appropriate resources are deployed as required.

This position fulfills a role as an integral part of decision making and crisis management during regular business hours and serves as the ranking staff member during off hours. The Authority’s Executive Team will rely on this person to make decisions in accordance with established policies and procedures. This position requires working 12-hour rotating shifts in a 24×7 operation including nights, weekends, and holidays.

It is critically essential that Authority staff work together as a collaborative team, under the leadership of the ADM.  The ADM’s role is to bring the team together with a focus on maintaining a world class airport experience while ensuring the safety and security of everyone at RDU.  The role of the ADM is not as a boss, but as a coach.  The ADM is expected to use a collaborative leadership style to achieve objectives, not an authoritative management approach. It is also expected that team members collaborate and communicate with the ADM, and if necessary, take leadership direction from the ADM during regular or irregular operations.

ESSENTIAL DUTIES & RESPONSIBILITIES

Operates with considerable independence, requiring the exercise of sound judgment and initiative consistent with established Authority Policy.

Proactively monitors changing conditions affecting airport business operations and implements incident management processes as required to minimize impacts.

Coordinates and collaborates with all RDUAA departments during irregular operations and airport emergencies to ensure effective response and recovery.

May act as Incident Commander under certain situations or be required to support the Incident Commander.

Communicates information regarding regular and irregular operations to affected RDUAA departments, airport stakeholders, and passengers.

Ensures the proper use and compliance with the Airport’s Notification Systems.

Maintains awareness and updates status of all construction and project activities, as well as irregular operations that impact normal airport operations.

Maintains working knowledge of Transportation Security Administration airport security regulations and the Airport Security Program (ASP) and monitors compliance with airport security policies (non-law enforcement). Escalates issues to RDUAA law enforcement as required.

Maintains a working knowledge of all Federal Aviation Administration regulations (including Part 139 and Part 77), Airport Certification Manual (ACM) and Airport Safety Management System (SMS).

Oversees work of Airport Operations to ensure compliance with safety standards and regulations.
Maintains a working knowledge of all environmental guidelines and regulations.

Coordinates, in conjunction with RDUAA departments, all airport operational activities.

Assist in the preparation, review, and edit of plans that outline operating procedures to be used in response to disasters/emergencies such as hurricanes, aircraft incidents and terrorist attacks, and in recovery from these events.

Collaborate with other departments to analyze damage and prepare assessments following disasters or emergencies.

Participate in and help to coordinate training and exercises of emergency, irregular and incident plans.

May be required to schedule, chair, and attend various meetings pertaining to the overall management and function of the entire airport.

Analyze, interpret, and enforce rules, regulations, policies, and practices in a tactful and courteous manner.

Ensures that plans, policies, and procedures (SOPs) are accurate, current, implementable, and well communicated among the airport departments, airlines, tenants, and other key stakeholders. May be called upon to draft plans, policies, and procedures within area of expertise.

May be required to work unscheduled after hours work and is subject to emergency re-call as part of routine duties.

Evaluates performance of responsible areas through the review of work methods, procedures, and results.  May be called upon to participate in the performance evaluation of staff members from other departments who participate as part of the ADM’s team.

Provides input to assist in the development of the annual departmental budgets.

Oversees the Daily Operations Team briefings to ensure the airport provides a world class airport experience to customers, employees, and other stakeholders consistent with the mission, vision, and core values of the Authority.

Performs additional related work as required or assigned.

QUALIFICATIONS

Education:

Required:

Bachelor’s degree in airport management, business administration, engineering or other field related to the operational management of a medium-hub commercial service airport OR equivalent related work experience.
Preferred:

Master’s degree in airport management, business administration, public administration, or other field related to operations.

Experience:

Required:

5 years of experience in airport management (e.g., operations, commercial management, maintenance, etc.), airline operations or related airport management field
3 years of experience in a supervisory or leadership capacity

Preferred:

7 years of experience in airport management (e.g., operations, commercial management, maintenance, etc.), airline operations or related airport management field
5 years of experience in a supervisory or leadership capacity

Licenses or Certifications:

Required:

Valid NC Driver’s License
IS 100, 200, 700, 800, and 2200 (required or must obtain within 12 months of hire)
AAAE ASOS Basic and Advanced (required or must obtain within 12 months of hire)
OSHA 10-hour Course (required or must obtain within 12 months of hire)
Complete RDU’s Operations Officer Certification Training Outline (Part 139 training) within 6 months of hire

Preferred:

ACI-NA Airport Customer Experience Specialist Program within 12 months of hire
ACI-NA Diploma in Leadership Essentials within 24 months of hire covering the following:Certificate in Team Leadership
Certificate in Self-Leadership
Certificate in Business Leadership
Certified Member designation from the American Association of Airport Executives
Airport Certified Employee – Operations, Communications, Security, or Planning and Environmental

TOTAL COMPENSATION

Salary

Maximum: To commensurate with experience
