Salary: $16,372 – $20,282 / Month (37.5-hour work week)

The Port of Oakland is currently recruiting for the position of Aviation Information Technology Manager. Under general direction, the Aviation Information Technology Manager plans and directs aviation information technology system development and operation, including systems for aviation security, facilities, airlines and other aviation-related needs. The incumbent also provides project definition and management of aviation infrastructure and software projects, IT maintenance agreements and performs a variety of technical tasks relative to the assigned area of responsibility.

 

Typical duties include, but are not limited to the following:

 

·        Recommends and implements aviation information technology goals and objectives; establishes schedules and methods for assigned operations; implements policies and procedures.

·        Plans, prioritizes, assigns, supervises and reviews the work of staff involved in assigned activities.

·        Evaluates aviation information technology and trends to support airline operations and recommends improvements and modifications; prepares various reports on operations and activities.

·        Prepares aviation information technology budget including justifications for staff, supplies, equipment, services and capital improvements; monitors and controls expenditures.

·        Selects staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures.

·        Prepares aviation information technology strategic plans; prepares requests for proposals for services and equipment and develops selection criteria.

·        Oversees the design, implementation and day-to-day activities of information technology vendors and contractors; ensures quality and timeliness of provided services.

·        Provides project management for aviation information technology projects; redesigns, clean-ups and implements new aviation specific infrastructure and software.

·        Scopes, designs and implements Requests for Proposals for aviation information technology projects; designs project specifications; directs and participates in the interview process; negotiates the contract terms with the successful vendor.

·        Coordinates aviation information technology activities with Port Information Technology.

·        Represents the division to outside agencies and organizations.

·        Answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints.

·        Builds and maintains positive working relationships with co-workers, other Port employees, airport tenants and the public using principles of good customer service.

·        Performs related duties as assigned.

 

Minimum Qualifications:

 

This examination is open to persons who have a combination of education and experience that would reflect possession of the required knowledge, skills and abilities for the position. A typical combination would include the following:

 

Education and Experience: A Bachelor’s degree in computer science, management information systems, business administration, or related field plus three years of professional information technology experience in an airport environment and one year providing technical and functional supervision over assigned personnel.

 

Licenses: Must possess a valid California Class C driver’s license at the time and for the duration of appointment.

 

Additional Requirements: Must be willing to attend evening meetings and be available 24/7 for airport response.

 

Must be able to successfully complete a Transportation Security Administration (TSA) background check, which will include a fingerprint-based Criminal History Records Check (CHRC) and a Security Threat Assessment (STA), prior to being considered for this position. This status must be maintained for the duration of employment at the Port.

 

Must be able to obtain a valid CBP seal for IT equipment located inside the Federal Inspection Service (FIS) area.

 

Required Knowledge, Skills and Abilities (“KSAs”):

 

Knowledge of principles and practices of computer technology and information systems including special system solutions for an airport; supervision, training and performance evaluations; budget monitoring; safety management; information technology project management, and pertinent local, State and Federal laws, ordinances and rules.

 

Ability to organize, implement and direct assigned aviation information technology operations/activities; interpret and explain pertinent department and Port policies and procedures; develop and monitor program budget; develop and recommend policies and procedures related to aviation operations; establish and maintain effective working relationships with those contacted in the course of work; communicate clearly and concisely, both orally and in writing, and supervise, train and evaluate assigned staff.
