SUMMARY

 

An employee of this class participates in manages construction for the Ontario International Airport (ONT). Incumbents in this classification report directly to the Director of Program Management who is responsible for oversight of all projects for ONT. The Airport Construction Manager oversees contractors from construction contract award to closeout and coordinates with various stakeholders to ensure successful project execution within established budgets and timelines. This position also plans and supervises the work of consultants engaged in all aspects of construction management.

 

 

JOB RESPONSIBILITIES

 

Important and essential duties may include, but are not limited to the following:

 

·         Oversee and direct construction projects from contract award to completion.

·         Oversee, or manage contract construction managers who oversee, all onsite and offsite constructions to monitor compliance with permitted plans..

·         Review the work progress on daily basis.

·         Prepare, or direct the preparation and review, internal and external reports pertaining to job status.

·         Ensure quality construction standards and the use of proper construction techniques.

·         Participate in design meetings and provide input

·         Review, assist and facilitate the construction plan including quality control procedures, field office location and layout, temporary utilities, staging areas, and equipment.

·         Supervise all CM consultant inspection personnel to ensure timely and accurate performance of job responsibilities associated with project(s)

·         Evaluate and coordinate work plans to perform project activities within approved airport security plan.

·         Assists, reviews and negotiates of change orders.

·         Plan construction and renovation projects of small airport TI and buildout projects, negotiate preliminary cost estimates and detailed project schedules and logistics.

·         Represents the OIAA at all construction meetings throughout the design, bidding, and construction phases of all projects.

·         Reviews all phases of construction work and monitors projects ensuring progress according to specifications.

·         Visit construction sites regularly to monitor progress and other duties per the contract document.

·         Report project progress as well as potential issues or delays to the Director of Project Management and other senior level staff.

·         Assists and supports Project Manager with payment applications for projects.

·         Review QC report for compliance with contract specifications and recommend plan to correct the problem and document the correction to verify that it now meets your quality standards.

·         Coordinate with various departments and federal agencies for construction activities throughout airport campus

·         Review, monitor and coordinate as needed tenant improvement projects for construction according to Airport Standards and impact to Airport operations and safety

·         Assist and/or solicit proposals for Airport TI or Buildout Projects.

·         Coordinate, direct, monitor and inspect the activities of Contractors and Suppliers for airport projects.

·         Does related work as assigned

·         May occasionally be assigned to other duties for training purposes or to meet airport requirements, technological changes or emergencies.

 

 

PROFILE OF THE IDEAL CANDIDATE

 

·         Possess experience and a track record of accomplishment in all or many of the disciplines outlined previously in this job description.

·         Possess an understanding and application of engineering and architectural principles as related to construction methods and practices.

·         Possess an understanding of the methods, practices, and materials used in constructing Airport projects involving runways, taxiways, aprons, service roads, landside parking lots, streets, airport utilities, buildings, structures and terminals.

·         Knowledge of construction practices and costs in construction work, ability to understand and apply complex airport policies and procedures.

·         Possess knowledge of FAA Standards, Cal/OSHA Construction orders, law codes, ordinances, standard plans and specifications.

·         Ability to read and understand construction drawings, specifications, project schedules submittals, Change Orders, and contracts.

·         Knowledge of survey practices in construction including the understanding and use of line and grade stakes.

·         Knowledge of soil mechanics as related to Airfield Construction and foundation, embankments, fills and excavations.

·         Ability to read, interpret, and explain complex plans and specifications; relate lines and grades indicated by survey stakes to the work being done.

·         Ability to recognize construction deficiencies and omissions requiring corrective action.

·         Ability to plan, delegate and control the work of contract construction inspectors.

·         Possess exceptional written and oral communication skills.

·         Ability to prepare detailed written material, including reports, daily logs, and other construction records.

·         Knowledge of safety principles and practices.

·         Possess strong computer skills and proficiency in Microsoft Office programs including Microsoft Project and Excel.

·         Possess the ability to interact effectively and courteously with employees, tenants, consultants, contractors, and the general public in an international aviation environment.

MINIMUM QUALIFICATIONS

 

Any combination of education, training, and experience that would likely provide the knowledge, skills, and abilities to successfully perform in the position.

 

·         Equivalent to a Bachelor’s Degree in Construction Management, Project Management or a related field

·         Experience in aviation may be substituted for the education on a year-for-year basis.

·         Five (5)years combined experience in construction, general or special inspector work, is required.

·         Previous experience with aviation or transportation industries is desired.

LICENSES / CERTIFICATION

·         Valid Driver’s License equivalent to a California Class C driver’s license

·         Acceptable driving record at time of appointment and throughout employment

·         Certification from an accredited construction management, engineering or related field course is desirable, ie. Construction Management Association of America (CMAA)

·         Ability to pass all background / reference checks, knowledge examinations, as well as aptitude tests necessary to obtain an OIAA employee Security Identification Display Area (SIDA) badge at ONT

 

 

This is an at-will, exempt position. Only a valid and properly executed employment agreement may alter status as an at-will employee. Verbal contracts are not valid. The employment relationship may be terminated at the will of either party upon notice to the other. As an at-will employee, there would not be an established property interest in continued employment with OIAA.
