Job Summary:  Supervise emergency response efforts, supervises snow removal/construction activities, supervises the airfield/terminal facilities/roadways, the Control Center and assists/performs annual performance evaluations of staff. Assumes duties of Assistant Airport Operations Manager during their absence. Maintain compliance with FAA FAR Part 139 on a 24/7 basis and to provide continuity of operations especially during emergencies or inclement weather. Oversees staff training to ensure all training requirements are effectively met.  Review and approve time-off requests.

Essential Duties and Responsibilities:

  • Responsible for the supervision of AOC I’s and AOC II’s. Ensure departmental work rules and standard operating procedures (SOP’s) are followed. Leadership during Irregular Ops and for all Alerts, to include accurate and timely ENS (Everbridge) messages.
  • Ensures training is delivered to the Operations staff in accordance with adopted plans as required by FAR Part 139 and TSA 1542. Conducts employee evaluations with managements input and oversight.
  • Facilitate the implementation of shift schedules. Coordinate staff’s time off requests to ensure proper coverage of critical shift positions under direction of the Assistant Ops Manager.
  • Implement activation of the Emergency Operations Center during airport/aircraft emergencies. Relinquish EOCC position once relieved by an Operations manager.  Communicate issues that arise via phone and electronic means of communication to affected parties.
  • Ensure FAA regulations and TSA regulations are followed during construction activities.
  • Supervise snow removal efforts as “Snow Boss” in the FAA Control Tower during a snow event.
  • Prepare and maintain departmental records and reports. Assist Assistant Operations Managers in the development of department Standard Operation Guides, and Instructions.
  • Assign work to and fill in as needed as an AOC I and AOC II.
  • Investigate employee issues and counsel or discipline as needed to gain compliance with work rules and/or civil service rules with management oversight
  • Other duties as assigned by the Airport Operations Manager or Designee.

Required Qualifications:

  • Must be a current resident of the United States.
  • Valid Driver’s License at time of application with the ability to obtain a Wisconsin driver’s license within six (6) months of hire and maintain throughout employment.
  • High school diploma or G.E.D equivalent with three (3) years of work experience in Airport/Airline/Aviation Operations, or related experience with one (1) year of supervisory experience required.
  • Ability to lift, carry, push, and pull up to 30lbs on a regular basis.
  • Intermediate knowledge of Microsoft Office software and Digital NOTAMS.

Preferred Qualifications:

  • AAAE Airport Certified Employee-Operations
  • AAAE Certified Member
  • ICS 300 Intermediate Incident Command System
  • Bachelor’s Degree in Aviation Management, Business Management, Public Administration, or a degree in a related field with one (1) year of work experience in Airport/Airline/Aviation Operations, or related experience
  • Previous Movement Area driving experience

Background Check:

Must undergo a criminal history background check to maintain security clearance for unescorted access to secured areas of the airport.

  • Read, analyze, and interpret safety rules, operating/maintenance instructions, procedure manuals, business manuals, technical procedures, and government regulations; write routine reports.

  • Ability to plan and coordinate multiple activities; analyze situations quickly and determine proper course of action in the event of an emergency.
  • Complex work generally governed by broad instructions involving a choice of action within limits of standard policy and procedures.
  • Work requires the ability to plan and perform work considering new or constantly changing problems and deal with complex factors not easily evaluated; decisions require considerable judgment, initiative, and ingenuity.
  • Act independently in the formulation and administration of policies and programs for major departments or functions.
  • Knowledge of specialized computer systems; ability to operate equipment and use radio devices.
  • Knowledge of snow removal and ice control operations.
  • Knowledge of 14 CFR Part 139 and 49 CFR Part 1542.

Working Conditions:

Demands/Deadlines: cyclical work pressures or occasional exposure of distressed individuals within the immediate work environment; work requires frequent, substantive contacts with people in highly stressful situations; delicacy and unpredictability of contacts routinely create considerable strain or heavy stress regularly.

Work Schedule: considerable irregularity of hours due to frequent overtime, weekend, or shift rotation
