The New Orleans Aviation Board (NOAB) oversees the Louis Armstrong New Orleans International Airport operation as an unattached board of the City of New Orleans. The nine-member board is appointed by the Mayor of New Orleans and confirmed by the City Council.
The Louis Armstrong New Orleans International Airport has experienced continued growth post-pandemic, with enplanements increasing more than 50% since 2008, the growth rate at Armstrong Airport ranks third among the top 60 U.S. airports. NOAB has an annual operating budget of approximately $50 Million. On November 6, 2019, the Airport substantially completed its $1.03 Billion capital program and opened its new Terminal with 35 gates and over 50 concessions to the public. Since opening, the NOAB has received top awards for Best Airport in North America (5 to 15 million passengers per year) 3 years in a row from the Airports Council International (ACI) World’s 2023 Airport Service Quality (ASQ) program.

General Summary
We are seeking a talented Principal Engineer to join our Planning, Design, and Construction Department at New Orleans International Airport. In this position, you will play a crucial role in shaping the future of our airport facilities, ensuring they are structurally sound, efficient, safe, and passenger-centric.

Kind of Work
Responsible for professional engineering work overseeing the Capital Program projects of the Airport and related work as required.

Distinguishing Features of Work
Work involves providing oversight of the New Orleans Aviation Board’s Engineering Projects by assuming overall responsibility for projects of the Airport Capital Improvement Program to achieve the desired scope and ensure they are delivered on schedule and within budget by managing outside consultants, architectural and engineering firms for design, and construction contractors’ performance. Handle proposed tenant improvement application and design plan reviews, production of Construction Errors and Omissions reports for the Aviation Board, and overall handling of the City’s Job Order Contracting program at the airport. Develop a comprehensive project scope so that the best possible designs and construction are provided within the given budget and timeframe. Review submittals of RFQ’s and RFP’s to participate on selection committees such as the Long-Term Development Program Construction Manager at Risk. Review and approve millions of dollars of design consultant and contractor payment requests, requiring knowledge of multiple ongoing projects. Perform project activities which include conducting meetings and presentations for staff, stakeholders, and consultants, contract value negotiations, drafting contracts, amendments, change orders, and certifying projects are properly closed out.
Work is performed with considerable independence of action; however, advice and consultation are available from an administrative superior, who gives general direction to work performed.

Examples of Work

• Plan, direct, and monitor all aspects of small and large multi-discipline projects involving the design of airport engineering projects including runways, taxiways, aprons, vehicle service roads, airfield lighting and signage installation, navigational aids, drainage improvements, utility relocation and protection, and pavement rehabilitation.
• Performing a wide array of aviation-related civil design, planning, construction support,
• Coordinate staffing plan and workload throughout the entire project development duration while meeting project schedules and budgets.
• Control overall project cost and scope, schedule, and quality of work.
• Review and approve tenant-requested lease space improvement applications and all associated design submittals.
• Project Manager: Review of capital improvement project design and engineering plan set submittals.
• Project Manager: Review of capital improvement projects ongoing construction work progress, shop drawings, requests for information, and proposed project change orders.
• Project Manager: Conduct and/or participate in weekly project design coordination and construction progress meetings.
• Prepare presentations and conduct pre-bid construction pre-RFQ or RFP submittal meetings.
• Inspect terminal and airfield problems to provide professional engineering advice and determine the scope for obtaining resources to facilitate correction.
• Aide in the procurement process by writing professional services and construction scopes/contracts and producing contract amendments and change orders.
• Coordinate with all parties involved and potentially affect various ongoing work inside the terminal, on the airfield, cargo area, and access roadway system at a facility that must maintain operation virtually 24 hours a day.
• Review and approve consultant and contractor pay request applications.
• Review and approve tenant-requested lease space improvement applications and all associated design submittals.
• Project Manager: Review of capital improvement project design and engineering plan set submittals.
• Project Manager: Review of capital improvement projects ongoing construction work progress, shop drawings, requests for information, and proposed project change orders.

• Ability to initiate, develop, and review engineering studies
Necessary Knowledge, Skills, and Abilities
• Ability to successfully perform project management tasks including proactive management during project initiation, planning, implementation, and closeout
• Knowledge of the principles and practices, methods and techniques of engineering
• Knowledge of modern methods and techniques of building construction and maintenance.
• Knowledge of building construction materials.
• Familiarity with building codes, zoning ordinances, and related ordinances of the city.
• Ability to read and interpret construction blueprints, plans, and specifications and to advise builders on proper methods of meeting regulations.
• Ability to maintain cooperative working relationships with builders, contractors, and the general public.
• Understanding of design software such as Computer-Aided Design (CAD), Bluebeam, Adobe, and Building Information Modeling (BIM), etc.
• Proficiency in CAD is highly desirable

Minimum Qualifications
1) A Bachelor’s Degree in Engineering (Civil, Structural, Mechanical, Electrical, etc.) from an accredited college or university.*
2) A Professional engineering license.*
NOTE: Out-of-state licenses are acceptable. However, if appointed, the employee must obtain an engineering license in the State of Louisiana during the probationary period. No probationary period may last longer than one (1) year.
* Before the appointment, the hiring agency is required to verify the education and professional licenses claimed by the applicant to qualify for this classification. If selected for hire, applicants must provide original documents of their qualifying credentials to the hiring agency before their start date in this job classification.

Kind of Exam
A qualifying review of education and license, weighted 100%.
This is a non-competitive original entrance examination by Rule V, Section 8.1 (b) of the City Civil Service Rules.

Compensation/Benefits:
This is a classified civil service position.
Salary is $110,481.00 plus an additional 5% for Airport employees residing in the City of New Orleans. Other benefits include a Pension, Health Insurance (hospitalization, prescription coverage, vision, dental) for you and your family, 15 paid holidays, longevity pay, merit pay, free life insurance, sick leave, paid vacation, and free employee parking.
