The New Orleans Aviation Board (NOAB) oversees the operation of the Louis Armstrong New Orleans International Airport as an unattached board of the City of New Orleans.  The nine-member board is appointed by the Mayor of New Orleans and confirmed by the City Council.

The Louis Armstrong New Orleans International Airport has experienced continued growth post-pandemic, with enplanements increasing more than 50% since 2008, the growth rate at Armstrong Airport ranks third among the top 60 U.S. airports. NOAB has an annual operating budget of approximately $50 Million. On November 6, 2019, the Airport substantially completed its $1.03 Billion capital program and opened its new Terminal with 35 gates and over 50 concessions to the public.  Since opening, the NOAB has received top awards for Best Airport in North America (5 to 15 million passengers per year) 3 years in a row from the Airports Council International (ACI) World’s 2023 Airport Service Quality (ASQ) program.

General Summary

We are seeking an organized communicator who has managed leases to join our Concessions Department at New Orleans International Airport. In this position, you will play a crucial role in enhancing the visitor experience within the airport by ensuring that all concessionaires adhere to contractual agreements with the organization.

Kind of Work

Under general direction, oversees the Concessions leases in the terminal ensuring compliance with lease agreements and related work as required.

Distinguishing Features of Work

Work involves overseeing the operational interest in the NOAB terminal; reviewing and supporting activities related to inspections for compliance with lease agreements, pricing audits, waste/recycling reporting, and applicable rules and regulations; serving as an operational liaison for NOAB concessionaires; may serve in the capacity of subject matter expert and performs related duties as assigned.

The Assistant Concessionaire Manager works in conjunction with the Executive Director and Deputy Director to ensure the success of the concessions program.  Supervision will be exercised over several staff members.

Examples of Work

  • Monitors terminal leased properties and premises of Concessionaires; reviews lease agreements and other contractual obligations associated with the property; ensures tenant lease compliance with negotiated lease agreements and for authorized uses; inspects leasehold spaces and premises for conformance with standards and identifies deficiencies bi-annually or as directed; responds to tenants and public regarding current structure, uses of the property and other policy matters.
  • Completes inspections of rental spaces and other properties at regular intervals; reviews reports and technical documents and develops written conclusions for inspections and audit findings; monitors tenants for compliance with the Integrated Pest Management Program requirements; ensures conformity with all applicable standards; ensures remedial corrections are completed and preventive efforts are implemented in response to identified lease infractions.
  • Conducts price competitiveness verification; annually audits and verifies products, food and beverage, and retail prices for consistency with market standards and required policies; reviews and verifies tenants’ proposed product price modifications as necessary; participates in the review of planning and implementing tenant projects including renovations and modernizations and new projects; may participate in environmental compliance efforts; coordinates activities with stakeholders both internally and externally; responds to incidents involving customers, employees, tenants and/or facilities to assist in remediation efforts.
  • Liaises internally and externally on due diligence inquiries and general compliance-related requirements and participates in presentations on compliance; serves as subject matter expert on compliance and pricing matters; develops and facilitates plans to enhance the overall understanding of internal controls; investigates and resolves issues; advises stakeholders on the implementation or operation of compliance programs; maintains regular communication with tenants; assists tenants through suggestions in merchandising, facility development, relocation business acumen to maximize revenue and operating efficiencies.
  • Conducts training and information sessions; prepares and presents compliance efforts; identifies risks and conflicts in current business structure and practices; leverages technology solutions to fulfill responsibilities; coordinates property activities with governmental agencies on real estate and related activities.
  • Establishes schedules and methods to complete work efforts; makes recommendations and participates in standards and procedure development; recommends appropriate changes to maintain operational standards and procedures; recommends and implements process improvement initiatives to ensure alignment with emerging best practices and standards; keeps informed regarding industry trends along with best practices and assess the potential impact of these changes on organizational processes.
  • Coordinates and communicates tenant relocation activities; conducts relocation walks and inspects activities for compliance; responds and problem-solves relocation issues with stakeholders, internal parties, and others as appropriate; escalates issues as necessary; ensures compliance with regulatory aspects of assignments; acts as primary liaison with regulatory agencies for regulatory compliance and inspections.
  • Compiles and analyzes statistical and other data relating to programs to satisfy compliance requirements; issues non-compliance correspondence; advises tenants and stakeholders on matters related to inspection and responds to complaints; interprets codes, ordinances, and regulations; establishes and maintains positive working relationships with stakeholders and others; attends meetings and performs other duties as assigned.

Minimum Qualifications

1)  Graduation from a four-year college or university with a Bachelor’s degree in business administration or public administration or a closely related field

2)  Four years of contract management or program compliance experience or a combination of training and experience.

The hiring rate will be contingent upon an assessment of the candidate’s superior qualifications as determined by a matrix of experience, education, licensing, special skills, and achievements.

Kind of Exam

A qualifying review of education and license, weighted 100%.

This is a non-competitive original entrance examination by Rule V, Section 8.1 (b) of the City Civil Service Rules.

Compensation/Benefits:

  • This is a classified civil service position.
  • Salary range:  Salary for this position is $74,242 – $76,109 annually depending on experience, plus City of New Orleans benefits including a Pension, Health Insurance (hospitalization, prescription coverage, vision, dental) for you and your family, 15 paid holidays, longevity pay, merit pay, free life insurance, sick leave, paid vacation, and free employee parking.
