As an Airport Baggage Handling System (BHS) Program Manager, you will plan, organize, and control the operation and maintenance of the airport baggage handling system through an operations and maintenance contract and other supporting contracts for the Airports Authority.

BHS Program Manager

Serves in the Airport Asset and Facilities Division of the Engineering and Facility Services Department.

Serves as the technical expert and advisor on the Airports BHS. Plans, organizes and manages the system’s operation and maintenance through the BHS Contract. Develops, administers, and ensures the quality of the BHS contract and other supporting contracts. At all phases of the contract cycle, identify opportunities for improved service delivery, reliability, and cost savings through contract enforcement and when necessary, contract modifications. Develops and manages various projects essential for reliable system operation. Prepares and produces reports and plans, presenting them to higher-level managers. Performs related functions.

GENERAL RESPONSIBILITIES

Communicates and collaborates with stakeholders including Airport Operations, Airport Administration, Airlines, Customs and Border Patrol, Transportation Security Administration (TSA), and management regarding BHS matters.

Reviews and maintains Standard Operating Procedures for stakeholder use of the system and responding to BHS incidents.

Prepares for and develops BHS maintenance service contracts and projects, providing decision support information for evaluating project options and contract development, including scope, schedule, pricing structure, costs, quality assurance, timing, etc.

Serves as Contracting Officers Technical Representative (COTR) on the system operation and maintenance contract and related contracts and projects.

Performs price analysis, cost estimates, and procurement justifications for contract purchase requisitions.

Coordinates the review of solicitation and contract documents, addressing comments and making necessary modifications. Serves as evaluation committee chair for assigned contracts.

Provides technical support to the Procurement and Contracts Department during contract negotiations of terms and conditions for prospective goods, services, or equipment.

Monitors contractor’s performance for compliance with contract terms and conditions, investigates documents, and/or resolves problems. Acts or escalates issues to contractor and/or departmental management and contracting officer as needed.

Develops contractor performance and service standards, and creates metrics to measure and document contractor performance during field inspections using Quality Assurance Surveillance Plans (QASPs).

Investigates, document, and/or resolves complaints/problems arising from contractor performance, including environmental, life safety, Occupational Safety and Health Act (OSHA), damaged facilities or equipment, and airport security violations.

Certifies invoices for payment or withholds payment; manages the execution, evaluation, and closing of work orders per contract as a tool to evaluate contractor performance. Tracks status of funds against annual budget and contracting authority and reconciles data with accounting/budget departments quarterly.

Analyzes costs and technology trends for maintenance planning (repair and rehabilitation) and equipment replacement planning. Develops annual and 5-year planning budgetary requirements for all contracts and projects, and prepares budget justifications and supporting documentation for funding approvals.

Develops and maintains a thorough understanding and knowledge of the Airports BHS

Performs duties as assigned.

QUALIFICATIONS

Six years of progressively responsible experience operating and maintaining a Baggage Handling or similar conveyor system.

Experience in managing large, complex contracts.

Knowledge of various components of a baggage handling system or similar material conveyor system.

Knowledge of contracting, procurement, accounting, and business processes sufficient to successfully manage multi-million-dollar O&M contracts and projects.

Ability to perform the full range of pre-award, award, and post-award contracting functions.

Ability to develop, track, and manage budgets for contracts and projects.

Ability to use negotiation techniques to reach an agreement on contract terms, modifications, and amendments.

Ability to perform detailed analyses of system data and make recommendations.

Ability to speak and write effectively, with emphasis on persuasive communication techniques.

Skill in using computer and modern office suite software, with emphasis on financial and maintenance management systems/software.

PREFERRED QUALIFICATIONS

A Bachelors Degree in systems engineering or a related field.

Project/Program Management experience.

Comprehensive knowledge of Baggage Handling Systems and key components such as Explosive Detection System Machines (EDS) and Programmable Logic Controller (PLC).

EDUCATION

A high school diploma or a Certificate of General Educational Development (GED).

CERTIFICATIONS AND LICENSES REQUIRED

A state driver’s license in good standing.

NECESSARY SPECIAL FACTORS

Operate vehicle airside (requires AOA permit) and landside.

May be required to work overtime or night hours.

Is subject to hold-over and recall on a 24-hour basis for essential services and emergencies such as snow removal.

Work is typically reviewed in progress and upon completion for quality, quantity, timeliness, teamwork, customer service, and other factors.

May work outdoors, near aircraft, or construction sites when evaluating contractors’ work. Exercises care and uses personal protective equipment as appropriate.

A background security investigation will be required for all new hires.
