Position Summary (Primary Function)

Responsible for assisting the Grounds and Terminal Manager with the supervision of landscaping and grounds personnel. Monitors, schedules activities and projects, and has oversight of work quality.

Responsibilities (Essential Functions)

• Individual will participate in safety programs and safety training. Responsible for performing assigned monthly departmental safety meetings, and weekly “Tailgate” safety meetings with immediate staff. Have total commitment and compliance with all company safety and environmental policies.

• Responsible for immediately reporting any unsafe conditions to supervisor.

• Responsible for new employee training, and for ensuring that applicable training has been logged into the learning management system’s (LMS) utilized by the facilities department.

• This position requires airfield, and ramp driver permitting/privileges. This individual is responsible for knowing driving procedures, rules, and for successfully completing initial and annual refresher training.

• This individual is responsible for becoming progressively more knowledgeable in assigned tasks, procedures, techniques, supply products, equipment, and required tools in order to maximize the team’s efficiency. Supervision of Grounds and Landscaping personnel; plan and supervise work, ensure necessary parts and supplies are ordered and available for completion of scheduled tasks, and follow up to ensure work is being done correctly, safely and in a timely manner. Individual must plan and complete projects related to landscaping, irrigation, landscape maintenance, and grounds/ building cleaning activities.

• Monitor employee attendance; complete payroll reports as required.

• Approve purchases as outlined in airport procurement policy. Assist Grounds and Terminal Manager with preparation of the annual department budget.

• Assist Grounds and Terminal Manager with contract services from vendors to include vegetation management in timber areas, interior plantscaping, solid waste, janitorial/window washing, and grass mowing/landscape maintenance contracts.

• Work with Grounds and Terminal Manager to implement interior plant designs and inspect plant health inside the airport buildings; procure seasonal holiday plants and arrangements.

• Planning and scheduling of daily activities and related cleaning tasks performed by Grounds Technicians not covered under janitorial contracts.

• Responsible for exterior cleanliness of all airport buildings and the surrounding grounds.

• Perform relevant paperwork and documentation relating to landscape maintenance personnel, and related tasks. Monitor and ensure that work orders and supply requisitions are filled out properly by subordinate personnel and are processed to be entered into the CMMS system. Create and schedule Landscape and Grounds work orders, routine tasks, and purchase orders.

• Inspection, diagnosis and treatment of all turf, landscape/ornamental plant material and trees for: insects, fungal diseases, water requirements, and fertilization needs.

• Proper pruning, and fertilizing of turf grass, ornamental plants, trees, and shrubs.

• Responsible for/oversees proper planting of turf, seed and sod, plants, and trees.

• Responsible for/oversees weed control, and mulching of planting beds, and maintaining a distinct edge around trees and planting beds.

• Removal of dead limbs and select pruning of trees; to include leaf removal. Inspection of construction sites as necessary through the Certified Erosion Prevention & Sediment Control Inspector (CEPSCI) program.

• Responsible for water main and sewer line maintenance and repairs.

• Responsible for road signage repairs and maintenance.

• Makes recommendations to airport management for landscape maintenance and design needs/improvements.

• Responsible for erosion control when erosion occurs or when a task requires erosion control.

• Responsible for cleaning and maintenance of all fountains and pools.

• Become progressively knowledgeable in the area of pool waterproofing systems.

• Installation, inspection and maintenance of all irrigation systems and related equipment to include web based or central control systems.

• Responsible for pressure washing concrete, cleaning of metal panels and windows on buildings and other structures.

• Ensure that snow and ice removal activities are done safely and efficiently.

• Responsible for processing of Regulated Garbage and maintaining compliance.

• Perform other duties necessary to keep airport attractive and operating safely.

• Responsible for setting an effective pace and for minimizing interruptions in the completion of tasks.

• Will be required to work without direct supervision in an effective and safe manner.

• Other duties as assigned.

Education Requirements

• High School Diploma or GED required.

• Associate’s Degree in Landscape Management or five (5) years experience in Landscape Management.

Experience Requirements

• This position requires at least three (3) years’ experience in landscape management.

Special Knowledge, Skills, and Abilities

• Must be able to communicate instructions to subordinates both verbally and in writing.

• Must have sufficient math skills in order to calculate proper fertilizer, and chemical usage and ratios.

• Must be proficient at the calibration of sprayers and spreaders.

• Must be able to recognize insects and diseases, damages caused by each, proper pesticide/fungicide needed to control each and correct time for application.

• Must be able to lead and teach subordinates proper techniques in landscape maintenance.

• Shall be knowledgeable and capable in the operation of hand and power tools needed in landscape maintenance.

• Must be physically able to operate various types of equipment used in landscaping, including but not limited to, dump truck, backhoe, tractor, forklift, utility vehicles, and riding mowers.

• Must have experience in the operation of the following equipment: backhoe, tractor, bush-hog, dump trucks, sweeper trucks and mowers.

• Must be able to operate vehicles equipped with an automatic transmission and those equipped with a manual transmission.

• Must be able to read and understand job plans and landscape construction drawings.

• Proficiency in the use of a personal computer is necessary, including skills in Microsoft Word, Excel, or Windows.

• This position requires skills in prioritization, organization, verbal communications and interpersonal relations, and the ability to manage multiple projects simultaneously.

• May be required to complete an annual medical physical designed for the performance and requirements of the job.

• Excellent verbal and written communication skills.

Supervisory Responsibility

• Supervision of ten (10) subordinate grounds personnel.

Licenses Required

• Valid Driver’s License

• Non-Commercial Pesticide Applicators License in Category 2 (Forestry) Category 3 (Turf& Ornamental).

• Must possess or be willing to possess, a CDL (Commercial Driver’s License) – Class B with air brake endorsement within one year of hire.

Certifications Required

• Must possess CEPSCI certification within one year of hire date.

• Must possess National Association of Landscape Professionals (NALP’S) Certified Landscape Technician or related certification.

• Must possess or be willing to possess First Aid and CPR certification within a year of hire date.

Latitude/Independent Judgment/Accuracy

• Diligence must be exercised when handling confidential information.

• Reasonable care for equipment/process will prevent injury/damage.

• Responsible for own work and work of ten subordinate personnel. Must be able to coordinate work with others.

Working Conditions

•Physical Demand:

Must be physically able to use the Personal Protective Equipment (PPE) required of the job. Must be able to meet the physical requirements necessary for respirator wear in the application of pesticides and/or herbicides and dust generated from pavement repair and maintenance. Will be required to work in dusty environments (e.g. concrete sawing or grinding, leaf blowing and sweeping) and toxic environments (applying pesticides and herbicides) wearing appropriate PPE without adverse side effects. Must be able to tolerate exposure to heat, cold, rain, and snow. Will be required to work from ladders and lifts. Will be required to perform strenuous physical activities such as digging, using a back pack blower, chain saw, and other such tools necessary for airfield and grounds maintenance activities. Will engage in sustained physical exertion and perform arduous work under adverse conditions. Must maintain physical fitness pertinent to the work. Will be required to lift objects up to 55 pounds without assistance. May be exposed to greater than 55db. All necessary Personal Protective Equipment will be provided by the airport.

• Exposure to normal office, shop, industrial, and normal aviation environment.

• Mental and/or Visual Demand – Mental and visual demands are high and vary with function performed. Consistent mental attention needed to respond safely and efficiently. Frequent work or travel in or near roadways, parking areas, and aircraft ramp areas require constant vigilance of vehicular, aircraft, and equipment traffic.

• Attentiveness to work procedure will reduce potential risk of injury in work areas.

• This position requires uncommon tours of duty to include but not limited to weekends and holidays, rotating shift assignments and overtime duty.

• Will be subject to recall after normal duty hours.

Other Requirements

• Must be able to complete and pass a background investigation, drug screening, and physical examination as per Federal, State, and GSP Airport District requirements.
