Overview of the Position

Under general direction, the Airports Project & Program Manager is responsible for planning and construction project oversight of both in-house and outsourced projects, as well as contract administration and oversight of vendor performance for compliance with established scope of work including all necessary permits, drawings, and regulations. Other program responsibilities include grant administration, third-party project reviews, environmental oversight and review, budget development and program compliance. The Airports Project & Program Manager will be responsible for the planning and direct oversight of projects and programs at the Camarillo and Oxnard Airports.

Examples Of Duties

Duties may include but are not limited to the following:

  • Plans, organizes, coordinates, and administers complex engineering and planning projects for public and private improvements or related programs.
  • Prepares, develops, or oversees grant program administration, including federal and state grant applications, grant acceptance, grant compliance, reimbursement reviews and other special grant required programs.
  • Oversees ‘Lead Agency’ environmental process for capital projects and County and private developments on County airport-owned land, including the California Environmental Quality Act (CEQA), National Environmental Policy Act (NEPA), and construction-related Stormwater Pollution Prevention Plans.
  • Leads procurement activities including drafting contracts, request for proposals, and bid evaluations in compliance with federal, state and local regulations.
  • Communicates with customers, consultants, regulatory agencies, and develops and leads presentations at Board meetings and/or Airport advisory meetings.
  • Selects, trains, and supervises projects staff; assigns and reviews work; establishes performance standards and monitors performance outcomes; conducts performance evaluations; implements discipline procedures.
  • Develops and manages annual capital budget, including reconciliations, projections and performs annual fixed asset reviews.
  • Performs other related duties as required.

EDUCATION, TRAINING, and EXPERIENCE:

Considerable experience performing complex construction project management which has led to the acquisition of the required knowledge, skills and abilities.

The required knowledge, skills and abilities may also be obtained by:

  • Completion of a bachelor’s degree in engineering or a related field and
  • Five (5) years of project management experience of construction projects with construction values of at least $150,000. Five (5) years to include at least two (2) years of direct supervisory experience. Two (2) years of management experience including budgetary responsibility are highly desirable

NECESSARY SPECIAL REQUIREMENTS

  • Possession of and the ability to maintain a California driver license
  • Must be willing and able to attend airport advisory body meetings in the evening twice per month
  • Must be willing and able to make public presentations
  • Intermediate proficiency with Microsoft Word

DESIRED

  • Experience in aviation airfield design
  • Experience with California Environmental Quality Act & National Environmental Policy Act
  • Experience with budget development
  • Experience leading a team

KNOWLEDGE, SKILLS, and ABILITIES

Thorough to comprehensive knowledge of:

  • Current principles of construction engineering and their application to engineering problems.

Comprehensive knowledge of:

  • Federal, State and local laws governing public contract administration;
  • One of the engineering disciplines, mechanical, electrical, civil, structural, etc., or architectural.

Working knowledge of:

  • Aviation airfield design and safety standards, practices, and procedures;
  • Office computer systems and the ability to read print construction drawings and specifications;
  • Common office environment software sufficient to produce required reports and other materials.

Knowledge of:

  • Environmental requirements associated with capital projects and public or private developments, including, National Pollutant Discharge Elimination System, California Environmental Quality Act, and National Environmental Policy Act;
  • Principles of budget development and administration, organization, public administration and effective management;
  • Principles and techniques of effective supervision including leading a team.

Ability to:

  • Make engineering studies and recommend solutions, prepare reports, and make recommendations for the planning of work, write technical reports, manage and coordinate work of outside consultants and contractors;
  • Inspect plans and methods of construction;
  • Estimate cost of construction projects and use good engineering judgement in development, evaluation, selection, and implementations of both agency and contract resources to get the work done;
  • Practice effective customer service and manage a large workload while remaining flexible in response to project changes and deadlines;
  • Prepare and make public presentations;
  • Resolve conflicts and problems in a creative and positive way;
  • Communicate effectively and develop and maintain productive, professional and collegial relationships with
  • employees, management, and outside consultants, vendors, and airport tenants.
  • Intermediate proficiency with Word.
