ABOUT THIS POSITION
The Aviation Department manages and operates the Phoenix Airport System – Phoenix Sky Harbor International Airport, Deer Valley Airport, and Goodyear Airport. Phoenix Sky Harbor serves more than 142,000 daily passengers with over 1,300 flights per day to over 140 destinations, including 25 international markets. It consistently ranks as one of the busiest and best airports in the nation with an annual economic impact to the state of Arizona exceeding $44.3 billion.
The Aviation Procurement and Compliance Services (P&CS) Division delivers efficient, transparent procurement, contracting, business outreach, risk management, accessibility, and civil rights compliance services to support the Phoenix Airport System. The division includes two procurement teams, small business engagement and outreach, ADA/Title VI programs, risk management, and administrative support teams. P&CS is responsible for the Aviation department’s Master Procurement Plan (MPP), Equal Opportunity Plan, Certificate of Insurance tracking and compliance, and ADA & accessibility awareness training. The division manages on average 120-130 procurements from the MPP with expenditure and revenue valued between $250M and $750M.
The Aviation Department seeks a dynamic leader with demonstrated experience in managing complex procurements, contracts, small business engagement and outreach, and ADA and Title VI federal compliance programs. The Deputy Aviation Director of Procurement and Compliance Services (P&CS) provides managerial leadership and direction to 25 professional staff in the day-to-day business operations of two procurement teams, a small business engagement and outreach program, an ADA/Title VI program, risk management, and division administrative support. The division manages professional services and goods and services procurements and contracts, small business community engagement and outreach, federal compliance of ADA and Title VI programs, and risk management liability, subrogation, and insurance coverage.
The Deputy Aviation Director of P&CS reports to the Assistant Aviation Director/Chief Revenue Officer. The position requires strong managerial abilities, technical expertise in procurement, familiarity with FAA regulations for procurement, ADA and Title VI programs, and business community engagement, negotiation and relationship-building skills. Additional duties and management responsibilities may be assigned as necessary. This position works more than forty hours in a workweek without additional compensation to perform assigned job duties, including weekends, evenings, early morning hours and holidays as required.
Key Job Position Responsibilities
Serve as the department’s procurement officer and oversee purchasing functions and public solicitation processes.
Oversight of division staff across two core procurement teams, the Small Business Engagement and Outreach program, ADA/Title VI program areas, the Risk Management functions, and the Administrative Support unit. This includes staff development, performance management, workload distribution, and accountability across all assigned program areas.
Provide procurement oversight, guidance, and customer service to Aviation divisions, including technical assistance with scopes of work, specifications, and solicitation development.
Oversee planning, solicitation, negotiation, award, administration, renewal, and termination of contracts to ensure timely and compliant procurement activities.
Ensure compliance with federal, state, local, and airport procurement rules, including FAA regulations, grant agency requirements, ADA/Title VI programs, and purchasing policies.
Manage procurement workflows and calendars to support timely solicitations, purchases, contract extensions, policy execution, and documentation requirements.
Review, evaluate, and approve sole source and complex procurement requests, ensuring competitive sourcing and adherence to policy.
Develop, implement, and maintain procurement policies, procedures, templates, and guidance for staff, departments, consultants, and vendors.
Coordinate procurement planning with internal stakeholders to resolve issues, improve service delivery, and align procurement strategies with operational goals.
Track, analyze, and report key procurement performance indicators (KPIs) and trends.
Ensure competitive practices, cost effectiveness, quality targets, and supplier performance across goods and services categories.
Monitor federal, national, and regional industry trends to identify optimal sourcing strategies, methods, and market conditions.
Maintain strong relationships with national and local cooperative purchasing agencies, vendors, and industry partners.
Integrate and manage the Aviation Department Master Procurement Plan (MPP) within the city’s ERP system (Open Gov), including review and approval of procurement activities across Aviation divisions.
Keep Aviation Executive leadership informed of procurement challenges, risks, or issues that may impact department operations.
SALARY
Hiring Range: $136,489.60 – $167,065.60 annually.
