Position Summary 

Supervise, plan and coordinate activities within the Operations Division of the Aviation Department; coordinate assigned activities with other divisions, outside agencies and the general public; and provide highly responsible and complex staff assistance to the Associate Director, Aviation Operations.

Supervision Received and Exercised 

Receive general direction from the Associate Director, Aviation Operations.

Exercise direct supervision over supervisory, professional, technical and clerical staff.

Essential and Supplemental Functions 

ESSENTIAL FUNCTIONS:  (Essential functions may include, but are not limited to the functions listed below)

Manage and coordinate the organization, staffing and operational activities for assigned operations services.
Develop and implement goals, objectives, policies and priorities; recommend and implement resulting policies and procedures.
Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.
Direct, coordinate and review the work plan for assigned division services; assign work activities and projects; monitor workflow; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
Coordinate airfield requirements with the appropriate divisions.
Serve as liaison between Kirtland Air Force Base and the Aviation Department on matters relative to operations.
Coordinate airport operations and safety matters with the tenant airlines, Federal Aviation Administration and other outside agencies.
Ensure airport tenant compliance with established Federal Aviation Administration and Aviation Department rules and regulations.
Oversee and coordinate the Emergency Preparedness Programs for the Aviation Department.
Select, train, motivate and evaluate operations personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
Participate in the development and administration of the Operations budget; forecast funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; recommend adjustments as necessary.
Provide staff assistance to the Associate Director, Aviation Operations; participate on a variety of committees; prepare and present staff reports and other correspondence as appropriate and necessary.
SUPPLEMENTAL FUNCTIONS:Coordinate assigned activities with those of other divisions and outside agencies and organizations.
Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of aviation operations.
Perform related duties and responsibilities as required.
Minimum Education and Experience Requirements 

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.

Bachelor’s degree from an accredited college or university in public administration, or aviation administration; and

Seven (7) years of managerial airport operations experience; and

To include four (4) years of supervisory experience.

ADDITIONAL REQUIREMENTS: 

Dependent on position may require a valid New Mexico Driver’s license and a City Operator’s Permit (COP).
Must be able to successfully qualify for and maintain a Sunport Access Control Card as determined by the criteria set forth by the policies and guidelines of the Aviation Department and the Transportation Security Administration (TSA).

Operational characteristics, services and activities of a comprehensive airfield operations program
Modern and complex principles and practices of airfield management
Aircraft operating performance and aircraft identification
Modern office equipment including computers
Software/hardware within assigned area
Principles of business letter writing and basic report preparation
Principles of municipal budget preparation and control
Principles of supervision, training and performance evaluation
Pertinent Federal, State and local laws, codes and regulations
Preferred Skills and Ability 

Supervise, direct and coordinate the work of lower level staff
Select, supervise, train and evaluate staff
Analyze and assess programs policies and operation needs and make appropriate adjustments
Analyze problems, identify alternative solution, project consequences of proposed actions and implement recommendations in support of goals
Interpret and explain City aviation policies and procedures
Prepare clear and concise reports
Communicate clearly and concisely
Perform the essential functions of the job with or without reasonable accommodation
Establish and maintain effective working relationships with those contacted in the course of work

Working Conditions 

Environmental:
Office environment; exposure to computer screens.

Physical:
Essential and supplemental functions may require maintaining physical condition necessary for sitting, standing, or walking for prolonged periods.
