Position Summary 

The Aviation Compliance Coordinator supports the Aviation Department in maintaining operational compliance with federal, state, and local laws and regulations, as well as City programs and services. Coordinate and assist with activities related to facility adherence to codes and regulations related to Americans with Disability Act (ADA), Occupational Safety and Health Administration (OSHA), and other regulatory agencies related to Aviation operations. Monitor and assist in ensuring the department meets requirements set by the relevant federal agencies for the airports.

Receive general direction from higher level management staff.

Essential and Supplemental Functions 

ESSENTIAL FUNCTIONS: (Essential functions may include, but are not limited to, the functions listed below)

Monitor and ensure compliance related to accommodations, accessibility design and standards; federal agency requirements relevant to Albuquerque Sunport and Double Eagle II airports.
Evaluate and identify potential deficiencies in facility design related to ADA and accessibility design; provide recommendations for compliance.
Coordinate, maintain and support the implementation of the Aviation Department’s Title VI Plan, Limited English Proficiency Plan, and Community Participation Plan.
Coordinate data collection through customer satisfaction surveys and complaints to assess impacts on racial or ethnic groups and ensures data is readily available.
Conduct regular reviews and inspections of City facilities, programs, and policies to ensure compliance.
Assist in reviewing the Aviation Department’s plans and disseminate information to staff; explain assigned programs; to include policies and activities; may negotiate and resolve sensitive and controversial issues.
Participate in developing policies for compliance with federal, state, and local laws related to civil rights, disabilities, and community engagement.
Prepare and present staff reports, recommendations, and other correspondence as appropriate and necessary.
Plan and coordinate project work, timelines, roles, and responsibilities; ensure  compliance to regulatory agencies including FAA, OSHA and other agencies; adherence to operational policies and procedures.
Develop and maintain positive relationships with community leaders, organizations businesses, and staff; coordinate projects and activities with various departments and outside agencies
Engage with community organizations to provide translation and interpretation services; support the Aviation Department’s Disadvantaged Business Enterprise (DBE) and Airport Concession Disadvantaged Business Enterprise (ACDBE) programs.
Provide and respond to requests for data and records; compliance and adherence to federal regulatory agencies and other relevant agencies.
Represent assigned program to other divisions, departments, elected officials and outside agencies; coordinate assigned activities with those of other divisions, departments and outside agencies and organizations; to include the City Office of Civil Rights and the Office of Diversity and Equity.
May act as the primary contact for public inquiries and complaints, facilitating prompt and equitable resolution of issues, particularly regarding disability accommodations.

SUPPLEMENTAL FUNCTIONS:Attend and participate in professional group meetings; stay abreast of new trends and innovations related to assigned area of responsibility.
Maintain awareness of new developments in aviation compliance; incorporate new developments as appropriate into programs.
Perform related duties and responsibilities as required.

Minimum Education and Experience Requirements 

Education and experience directly related to the minimum requirements below may be interchangeable on a year-for-year basis.

Bachelor’s degree from an accredited college or university in Public Administration, Sociology, Social Services, or a related field; and

Five (5) years of experience in ADA compliance, accommodation evaluations, or design and construction.

To include two (2) years of supervisory experience.

Experience in municipal program compliance is preferred.

ADDITIONAL REQUIREMENTS:
Possession of a valid New Mexico Driver’s License, or the ability to obtain by date of hire.

Possession of a City Operator’s Permit (COP) within 6 months from date of hire.

Must complete ADA Coordinator Training Certificate within six (6) months of hire.

Must successfully pass FBI criminal history background check including fingerprinting.

Must be able to successfully qualify for and maintain a Sunport Access Control Card as determined by the criteria set forth by the policies and guidelines of the Aviation Department and the Transportation Security Administration (TSA).

Successful completion of a security background check conducted by U.S. Customs & Border Protection, if applicable.

Working Conditions

Environmental:
Office environment; exposure to computer screens and Airport environment, exposure to inclement weather, dust, fumes, noise, gases and extreme temperatures

Physical:
Essential and supplemental functions may require maintaining physical condition necessary for sitting for walking, sitting or standing for prolonged periods of time; May be required to lift items weighing fifty pounds or more; May be required to operate motor vehicle.
