Brian Werst

Brian joined the law firm of Witherspoon Brajcich McPhee, PLLC in 2015, after having been associated with an international law firm. Brian’s practice is broad and covers many areas within the fields of municipal law and airport law. Brian is General Counsel to Spokane Airports, where he provides a full range of legal services to the Airport and its Board. Spokane Airports is comprised of Spokane International Airport, Felts Field, and the Spokane Airport Business Park. Spokane International Airport is the second largest airport in the State of Washington, serving Eastern Washington, Northern Idaho, Western Montana and portions of Southern British Columbia and Alberta, Canada. Felts Field is an active general aviation reliever airport in Spokane, Washington, that has two paved runways and a turf landing strip, with over 170 aircraft and 65 tenants based at Felts Field. Brian first began working with Spokane Airports in 2007, when he provided public finance legal services and thereafter provided various special counsel services until appointed as a General Counsel in 2015. In addition to Spokane Airports, Brian has been engaged as special counsel for other airports in the Pacific Northwest region. Brian has also represented a number of public entities in Washington and Idaho, including cities and towns, water districts, sewer districts, public utility districts, public hospital districts, and conservation districts. Specific to construction law and related matters, Brian regularly advises Spokane Airports and his public entity clients on a wide array of public works and construction matters, including procurement requirements, resolution of protests, application of prevailing wage law, energy savings performance contracting, and alternative public works and project delivery methods, such as general contract-construction manager contracting, and design-build contracting.
