Airport Operations Director – Regulatory Compliance

The City of Charlotte is seeking an Airport Operations Director – Regulatory Compliance for the Charlotte Douglas International Airport (CLT) to provide strategic oversight for regulatory compliance across airside and security operations. This critical leadership position ensures adherence to Federal Aviation Regulation (FAR) Part 139, TSA 1542, and other aviation safety mandates. The position oversees the contractual partnership with the Charlotte Fire Department to ensure the effective delivery of Aircraft Rescue and Firefighting (ARFF) services at the airport. The Director oversees training standardization, operational audits, performance metrics, and readiness testing, working closely with federal agencies including the FAA, TSA, and CBP to uphold the airport’s safety and compliance standards.

Key responsibilities include:

·       Lead FAR Part 139 compliance, airfield inspections, and airside safety initiatives

·       Serve as the Airport Security Coordinator, overseeing TSA 1542 compliance and credentialing

·       Develop and standardize operational procedures and training across the division

·       Administer audit programs, performance metrics, and key performance indicators (KPIs)

·       Direct Operational Readiness and Activation (ORAT) testing for new facilities or systems

·       Coordinate compliance efforts with FAA, TSA, and CBP

·       Manage divisional continuity of operations and maintain regulatory documentation

·       Supervise regulatory operations staff with an emphasis on mentoring and succession planning

·       Oversee compliance-related budgets and procurement processes

Preferred Qualifications

·       Bachelor’s degree and seven (7) years of relevant experience, or Master’s degree and five (5) years

·       Minimum of three (3) years in a supervisory or leadership role

·       ACE or A.A.E. certification preferred

·       Experience leading FAA or TSA audits

·       Familiarity with CBP and international passenger processing programs

Salary & Compensation

The starting salary range for this position is $155,843 – $181,816 depending on experience. An exceptional candidate may be eligible to receive a starting salary slightly above range with approvals.
