JOB TITLE: Operations Officer
REPORTS TO: Operations Supervisor, Airfield & Certification
DEPARTMENT: Airport Operations
FLSA STATUS: Non-Exempt
Under general supervision, coordinates and enforces operational policies in a variety of applications on Airport property.
JOB RESPONSIBILITIES
Essential Job Responsibilities:
Provides Airport operation services which include, but are not limited to, monitoring ramp areas for authorized ID badges and vehicles, inspecting landside and airside areas, responding to emergency situations, assisting with activating the Emergency Operations Center (EOC), and assisting Police and Fire Department personnel coordinate activities with outside agencies.
Monitors employee, tenant, traveler, vendor, and contractor compliance with safety and security procedures in accordance with Airport policies and federal regulations (TSR Parts 1540 & 1542 and FAR Part 139).
Conducts daily inspections of landside and airside to include ramp, signs, cleanliness, equipment malfunctions, lighting, hazardous material spills, fencing, illegal entry, or strange or unusual activity to determine if areas are safe and secure.
Analyzes problems and recommends procedures and/or action for correction. Communicates or initiates procedures for correction of unsafe conditions as situations dictate. Conducts a follow-up inspection to determine if the problem was resolved.
Logs observations regarding Airport conditions such as cleanliness, equipment malfunctions, safety and security related problems, and irregular airline or aircraft activities. Write detailed incident reports, when necessary, to include witness statements.
Communicates and coordinates with the FAA tower. Write and distribute NOTAM to appropriate individuals and FAA. Tracks NOTAM progress until NOTAM is no longer in effect.
Assists ARFF during fire, medical and aircraft emergencies. Inspect runways after aircraft incidents before resuming operations.
Assist in controlling wildlife on airfield.
Assists with special projects to include writing directives, procedure manuals for Operations Officers and FAA required certification, safety, security, and wildlife management manuals.
Provides operations assistance to Airport tenants, passengers, and the public.
Investigates complaints regarding Airport security, operations, safety, and on-ground accidents.
Assists Police Department in coordination of transportation activities, including inspecting vehicle parking permits and resolving complaints.
Assists in coordinating special activities, i.e., construction projects to ensure safety and security, VIP events, etc.
Assists with the Aviation Worker Screening and Safety Management Systems programs.
Other Related Responsibilities:
Relieves Communications Specialists as needed.
Writes and reviews prepared incident reports
Attend contractor meetings to provide safety and security information and ensure appropriate persons are notified of construction activities. Informs contractors of any defects and follows-up to make sure they are rectified.
Monitors Airport noise regulations.
Monitors the Access Control and CCTV Systems for malfunctions, troubleshoots, or notifies the supervisor about system problems.
Performs other duties as required.
Assists with updating FAA publications such as the Airport Diagram, Airport Facility directory, renewing wildlife permits, etc
MATERIALS AND EQUIPMENT USED
Computers, Office Equipment, Communications Equipment, Common Use Terminal Equipment, Motor Vehicles, Fire Protection System, Access Control System, Paging System, Flight Information Display System, Firearms and Pyrotechnics.
QUALIFICATIONS REQUIRED
Where “preferred” is indicated, the qualification is not essential.
Education and Experience:
A Bachelor’s Degree. Preferred in Aviation Management or related field.
Experience working at an airport, preferred.
Licenses and Certifications:
Valid Florida License or must obtain within (30) days of assuming position and a good driving record.
Private Pilot License, preferred.
FEMA courses ICS 100, ICS 200 & ICS 700; must be obtained within 90 days
Knowledge, Skills, and Abilities:
Knowledge of the principles, practices, and methods of airport operations.
Knowledge of federal, state, and local laws, FAA rules and regulations, Transportation Security Administration Rules and Regulations and airport operations policies.
Knowledge of computer techniques.
Knowledge of airport communications and security procedures.
Knowledge of public relations procedures, preferred.
Ability to communicate clearly and effectively, both orally and in writing.
Ability to react quickly, appropriately, and calmly in unusual and/or emergency situations.
Ability to remain courteous and in control when in unusual circumstances.
Ability to develop and maintain effective working relationships with superiors, fellow employees, and the general public.
Physical Requirements:
The Operations Officer must be diligent in adhering to all work-related safety rules, procedures and regulations and take the precautions necessary to comply with the Airport Authority safety policy.
Mental Requirements:
As an Operations Officer, the employee must have the mental capacity to provide support to all departments; must be capable of successfully interacting with employees, outside agencies and the general public; develop and maintain effective working relationships with superiors, fellow employees, outside agencies and the general public and have the mental capacity to provide support to the Operations Supervisor.
Environmental Requirements:
The Operations Officer works a varied schedule. Individual must be able to workdays, evenings, or nights. in this hands-on position and will not spend much time during the day schedule in the office area. Interruptions are continuous and require walking or driving from one place to another, inside and outside the airport terminal. Occasional public speaking may be required.
