Salary: $90,349 Annually. The Palm Beach County Board of County Commissioners (PBC BCC) invites applications for Director, Airport Properties, Department of Airports.  In this highly responsible role, you will perform professional, administrative, and technical work, leading the Airport Properties Division at PBI Airport and three other general aviation airports. The Director supervises a staff of five management, professional, technical, and support employees engaged in the development and issuance of solicitations, such as Requests for Proposals (RFPs) and Invitations for Bids (IFBs), leases and license agreements, and property management. The position reports to the Deputy Director, Real Estate and Concessions. Work is reviewed through conferences, written reports, and observation of results obtained.

We are seeking a highly experienced and motivated individual to work with our team of professional and administrative staff to sustain and enhance PBI’s operations and deal with the challenges facing Airports in the future.

KEY RESPONSIBILITIES

·         Draft complex legal documents such as leases, concession agreements, license agreements, and easements.

·         Draft Requests for Proposals and Invitations for Bids.

·         Review of legal descriptions and survey sketches.

·         Act as contract administrator for designated contracts.

·         Review and monitor the terms and conditions of contracts, concession agreements, leases, and permits between the tenants of the County’s four airports and Palm Beach County.

·         Draft updates to Airport Rules and Regulations and General Aviation Minimum Standards.

·         Establish and maintain effective working relationships with governmental agencies, consultants, developers, regulatory agencies, users, and the public, in support of the goals of the Department.

·         Assist with the development of Department’s capital improvement budgets.

·         Oversee and prepare performance indicators.

·         Prepare and deliver presentations to staff, board members, industry partners, civic organizations, and the general public in person and over communication devices.

·         Ensure compliance with the highest industry standards and all applicable regulatory environments.

QUALIFICATIONS

This position requires qualified applicants to possess one of the following:

·         Master’s Degree in Business/Public Administration, Real Estate, Law, or related field and a minimum of three (3) years of experience in negotiating and preparing complex real estate documents such as concession agreements and commercial real estate leases, and contract, lease, or concession management, with at least two (2) years of responsible management or supervisory experience.

·         A related Bachelor’s Degree and a minimum of five (5) years of experience in negotiating and preparing complex real estate documents such as concession agreements and commercial real estate leases, and contract, lease, or concession management, with at least two (2) years of responsible management or supervisory experience.

·         An unrelated Bachelor’s Degree or related Associate’s Degree and a minimum of seven (7) years of experience in negotiating and preparing complex real estate documents such as concession agreements and commercial real estate leases, and contract, lease, or concession management, with at least two (2) years of responsible management or supervisory experience.

·         Graduation from high school or an equivalent recognized certification and a minimum of nine (9) years of experience in negotiating and preparing complex real estate documents such as concession agreements and commercial real estate leases, and contract, lease, or concession management, with at least two (2) years of responsible management or supervisory experience.

PREFERRED QUALIFICATIONS

Preferred qualifications include:

·         Experience with commercial real estate transactions, including disposition, exchange, and lease transactions,

·         Experience with surveys, title examination, and land development regulations,

·         Experience preparing contract/RFPs/bids/board agenda items,

·         Experience working in a responsible administrative role at an airport facility.

Palm Beach County operates a system of four airports. PBI serves both air carriers and general aviation aircraft. Annually, PBI handles approximately 140,000 aircraft operations, made up of both air carrier and general aviation activity, and over 8.5 million passengers. PBI’s terminal facility encompasses 657,000 square feet, made up of three concourses with 28 passenger holdrooms/gates with loading bridges, an in-line baggage handling system, and Federal Inspection Services facilities for processing international passengers. The airfield consists of three runways, including a 10,000 ft. primary runway. PBI also has on-site: 9,600 public parking spaces, including multi-level garages and surface lots, a 24-hour FAA air traffic control tower, a U.S. Customs and Immigration port of entry facility, cargo facilities, an Aircraft Rescue and Firefighting facility, and three fixed base operators, with four general aviation terminal facilities.

In addition to PBI, the County operates three general aviation airports including: North Palm Beach County General Aviation Airport located in Palm Beach Gardens, which provides easy access to the Florida Research Park and Jupiter; Palm Beach County Park Airport located in Lantana, 6 miles south of PBI, and Palm Beach County Glades Airport located in the western portion of Palm Beach County, adjacent to Lake Okeechobee.

PBI strives to be the favorite airport for both passengers and guests picking up travelers A concourse expansion is underway, providing for more than 50,000 square feet of additional space on Concourse B and two new aircraft gates, in addition to the update of all food, beverage, and retail concessions throughout the entire terminal facility.  In addition, plans for the construction of a consolidated rent-a-car facility and the construction of a post-security connection between all the concourses are in process.
