GENERAL PURPOSE
Under Departmental supervision, contributes to office and field engineering projects within MAA facilities Development Department; performs routine professional project engineering work on company capital and major maintenance projects; serves as a project engineer/manager on a variety of projects; applies professional engineering knowledge to the solution of design, maintenance, improvement and construction problems pertaining to the airport’s infrastructure and tenant development; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
Capable to complete routine to difficult project engineering assignments requiring the use of professional judgment in developing solutions to problems and interpreting policies. Contribute to the planning of future infrastructure needs and work on major capital construction and/or tenant projects, from inception to completion. Position will oversee and review the work of technical project staff and retained consultants.
ESSENTIAL DUTIES & RESPONSIBILITIES
1. Participates as a team member in engineering planning for large capital construction projects, tenant improvement projects and major maintenance projects; conducts research for infrastructure and facilities requirements; checks historical airport facility records and design data; coordinates surveying, geotechnical and drafting to develop contract documents; facilitate reviews and secure permits.
2. Required to develop concepts level designs and produce engineering plans and drawings; prepares sketches of plan layouts; prepares diagrams; selects standard details and equipment to be used and adds or revises details; prepares specification provisions; assists in assembling bid packages; provides direction to drafting staff or consultants in preparing complete sets of final plans, specifications and details; reviews non-standard building permit plans; performs data management; analyzes and performs routine to difficult engineering calculations.
3. Serves as office engineer or assists on engineering project management work on maintenance and construction projects; documents design criteria and project schedules; serves as liaison between the project manager, contractors, consultants, tenants, utility companies and other government agencies; develops cost estimates and monitors project costs and progress; arranges and attends pre-design and pre-construction meetings; reviews material submittals; review field design changes and recommends change orders; assists in preparing engineering project budgets; prepares closing documents; reviews work orders; analyzes project alternatives; monitors completed projects in case of needed warranty work.
4. Monitors the work performed by outside consultants and administers consultant contracts; prepares standard operating procedures and requests for proposals; evaluates proposals and proposed project schedules; prepares contract documents for bidding, including cost estimates and project schedules; advertises for and reviews construction bids; reviews consultant designs and plans to ensure conformance with company plans and objectives.
5. Monitors work in progress, including monitoring and conducting regular and emergency site investigations and inspections, to ensure compliance with approved plans, specifications and standards; analyzes data and results of instruments readings; prepares inspection reports.
6. Compiles and maintains project records and documents; maintains work order logs and ensures documents are updated to reflect changes; maintains databases for project data.
7. Required to investigate tenant, maintenance requests and communicates findings to tenants.
8. Assists in coordinating engineering projects with other departments and agencies; attends public meetings to present project plans; reviews and analyzes construction projects planned by other agencies for potential impact on company operations; prepares project data and information for company management and external governmental agencies.
9. Provides professional guidance and training to the department’s technical staff; reviews field and office engineering matters with department staff, consultants and contractors; tracks project team workloads and backlogs; assists technical staff in developing procedures to improve performance of specific project-related tasks; prepares maps, charts and electronic presentation materials.
10. Assigns routine research, design and drafting tasks to project technical staff; reviews completed work; assists in the solution of technical problems; prepares special engineering correspondence, records, files and reports.
QUALIFICATIONS
Knowledge of:
1. Theories, principles and practices of civil engineering design and construction.
2. Principles applicable to engineering.
3. Commonly used materials and equipment used in design, construction and maintenance of various engineering and airfield and capital works projects.
4. Project engineering methods and practices for planning, estimating, budgeting, scheduling, monitoring performance and evaluating results.
5. Administrative practices and policies related to project budget, personnel and cost control.
6. Principles and practices of contract administration.
7. Federal, state and local laws, codes, regulations and processes, and company policies and practices pertinent to areas of responsibility.
8. Information technology and computer capacities applicable to functional responsibilities.
9. Principles and practices of basic business communication.
10. Complete and thorough understanding of guidelines and requirements of project development, planning, design and construction per Federal Aviation Administration.
11. Complete and thorough understanding of Federal Aviation Administration Airport Improvement Program and AIP/PFC project funding and grant application procedures.
Ability to:
1. Review and understand routine to difficult engineering designs, plans, specifications and legal contracts.
2. Prepare engineering studies.
3. Perform technical research and evaluating alternatives and recommending or adopting effective courses of action.
4. Prepare reports, drawings, notes, correspondence and other written materials; perform accurate engineering calculations and project cost estimates.
5. Efficiently conduct field and office research and engineering investigations.
6. Communicate effectively orally and in writing.
7. Operate customized software applications appropriate to assigned tasks. (AutoCAD, Micro Station).
8. Define issues, analyze problems, evaluate alternatives and develop sound conclusions and recommendations.
9. Coordinate the work of professional consultants, construction contractors and designated project staff.
10. Develop and maintain professional business relationships with stakeholders.
11. Understand, interpret, communicate and apply company policies and state and federal laws related to engineering design and construction.
MINIMUM REQUIREMENTS
Basic knowledge, skills and abilities outlined above requires graduation from an accredited four-year (4) college or university with a major in civil engineering or a related engineering discipline; and a minimum of five to seven (5-7) years of continuous airport engineering experience; individuals with equivalent combination(s) of training and experience may also be considered. A master’s degree in engineering may be substituted for one (1) year of the required experience. Applicant must be familiar with all applicable guidance and FAA Advisory Circulars, including design and construction projects funded under the Airport Improvement Program (AIP) and Passenger Facility Charges (PFC).
Requirements: Minimum of current registration as an E.I.T. under the requirements of the Alabama Board of Licensure for Professional Engineers and Land Surveyors (BELS) or the ability to meet this requirement and obtain within two years (2) years of employment or meet the requirement to obtain Professional Engineering License within one year of employment.
Applicant must have valid driver’s license and the ability to maintain insurability under the Mobile Airport Authority vehicle insurance policy.
