Supervise the Control Center and foster collaboration across departments during emergency response efforts, snow removal, and construction activities. Assist in writing annual performance evaluations for staff and work with team members to ensure individual development and success. Assume the duties of the Assistant Airport Operations Manager during their absence. Ensure compliance with FAA FAR Part 139, TSA Part 1542, and airport rules and regulations on a 24/7 basis, maintain continuity of operations particularly during emergencies or inclement weather. Collaborate with staff and management to oversee training and confirm all training requirements are met. Review and approve time-off requests to secure adequate staffing levels.
Job Duties:
- Collaborate with and oversee Airport Operations Personnel – Oversee and supervise AOC I and AOC II staff, ensure adherence to departmental work rules and Standard Operating Procedures (SOPs). Provide leadership during Irregular Operations and Alerts, including the timely and accurate issuance of ENS (Everbridge) messages.
- Oversee Training and Evaluation of Personnel – Ensure training of Operations staff in accordance with adopted plans as required by FAR Part 139 and TSA 1542. Conduct employee evaluations with management’s input and oversight.
- Prepare Shift Schedules – Facilitate the implementation of shift schedules. Coordinate staff’s time-off requests to ensure proper coverage of critical shift positions.
- Implement Activation of EOC – Implement activation of the Emergency Operations Center during airport/aircraft emergencies. Communicate issues that arise via phone and electronic means of communication to affected parties.
- Supervise Airfield and Terminal Construction Projects – Ensure FAA regulations and TSA regulations are followed during construction activities.
- Supervise Snow Removal Operations – Coordinate and lead snow removal efforts on the airfield while also serving as the ‘Snow Boss’ in the FAA Control Tower to ensure efficient operations and safety.
- Prepare reports, develop and implement policies and procedures – Prepare and maintain departmental records and reports. Assist Assistant Operations Managers in the development of department Standard Operation Guides and Instructions.
- Gain a comprehensive understanding of the duties of AOC I and AOC II personnel with the expectation of stepping into these roles as needed.
- Investigate and supervise employee issues – Investigate employee issues and counsel or discipline as needed to gain compliance with work rules and/or civil service rules with management oversight.
- Additional duties as assigned.
Required Qualifications:
- Must be a current resident of the United States.
- Must have a valid Driver’s License at time of application with the ability to obtain a Wisconsin driver’s license within six (6) months of hire and maintain it throughout employment.
Candidates who meet one of the following criteria will be considered:
- High School Diploma or GED equivalent, along with a minimum of four (4) years of experience in Airport Operations, plus one (1) additional year of supervisory experience in the same field.
- Bachelor’s degree in Aviation Management, Business Management, or Public Administration, with less than one (1) year of experience in Airport, Airline, or Aviation Operations, or a closely related field.
- Ability to lift, carry, push, and pull up to 30lbs on a regular basis.
- Intermediate knowledge of computer and software applications, such as Microsoft office and Digital NOTAMS.
- Ability to plan and coordinate activities occurring simultaneously.
- Ability to analyze situations quickly and objectively and determine a proper course of action to be taken in non-emergency and emergency situations.
Preferred Certifications:
- AAAE Airport Certified Employee-Operations
- AAAE Certified Member
- ICS 300 Intermediate Incident Command Structure
Pay Range: $32.21 – $37.41
Background Check:
- Must undergo a criminal history background check to maintain security clearance for unescorted access to secured areas of the airport.
Key Focus: This role is centered on providing entry-level leadership to support airport operations in the absence of middle or upper-level management. The individual in this position will be a trusted member of the leadership team, responsible for addressing operational challenges while supervising staff, particularly during evenings, weekends, and holidays. Additionally, this role requires strong collaboration with other team members to ensure smooth operations and effective communication across all shifts.
