Salary Range: $130,000 to $143,000 Annually

JOB SUMMARY:

The Maintenance and Asset Management Director will lead teams that focus on the critical areas of facilities and airfield maintenance, associated infrastructure as well as develop talent to create an engaged, comprehensive and cohesive department. Functional areas within the scope of this position include preventative and corrective maintenance programs for: Structures and Facilities (terminal buildings, concourses, HVAC, electrical, conveyance, etc.), Airfield Maintenance (runways , taxiways, roadways, fleet, paving and snow and ice control etc.) and Grounds. Experience developing and overseeing an airport snow and ice control plan is strongly preferred. The GRR leadership has embraced the Entrepreneurial Operating System (EOS) methodology.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Responsible for overseeing the leadership that manages staff and ensures continual operation, and maintenance of airport facilities, airfield and all associated infrastructure in accordance with established Airport policies, procedures and with all applicable governing statutes and regulations including labor agreements.
  • Provides oversight for asset management and maintenance ensuring compliance and safety; monitoring and managing contractors and their performance ensuring airport and contractual  standards are met.
  • Provide support and development to staff through performance management, coaching, training, motivation, succession planning, discipline and application of organizational policies and procedures.
  • Participates in annual FAA certification, Risk Management inspections and the Health and Safety Committee, and ensures that any noted noncompliance items are corrected.
  • Develop the fiscal responsibilities of the Department including budget preparations and performance.
    Create Key Performance Indicators to monitor and measure areas of improvement in contract service levels, safety and workforce efficiencies.
  • Participates in long-term capital improvement program and facilities needs planning.
  • Leads and manages the maintenance and repair of the passenger terminal and other facilities under the responsibility of the Authority in such fields as:  electric power and lighting, plumbing, heating, paving, masonry, painting, welding, sheet metal, and carpentry.
  • Directs cleaning and housekeeping activities for interior and exterior facilities, grounds and properties under the responsibility of the Authority.
  • Work alongside HR and help develops and administers policies and procedures to ensure the health and safety of staff, including MSDS posting and training.
  • Participates in the development of proposals and requests for proposals; reviews project bids received from external vendors and contractors; and recommends the selection of vendors and contractors for renovation, expansion, and alterations projects.
  • In cooperation with GFIAA Engineering staff, ensures that all repairs and renovations comply with applicable building codes and standards and contract specifications.
  • Performs other related duties as assigned.

 

REQUIRED KNOWLEDGE AND SKILLS:

  • Excellent interpersonal and human relations skills and can interact positively with employees and individuals from a wide range of stakeholders and cultural and socio-economic backgrounds.
  • Thorough working knowledge of FAA rules, regulations and requirements governing maintenance and operations.
  • Thorough working knowledge of federal and state construction and operations statutes and codes, including, but not limited to fire codes, health codes, electrical codes, and OSHA/MIOSHA rules and regulations.
  • Thorough working knowledge of risk management practices and procedures for physical facilities and facility operations.
  • Working knowledge of building, grounds, and airfield maintenance principles and practices, including preventative maintenance programs and practices.
  • Thorough working knowledge of ADA accessibility requirements relating to public buildings and the fixtures and furnishings therein.
  • Working knowledge of snow removal practices, protocols and requirements for airfield movement and non-movement areas in a cold weather station.
  • Knowledge of budget planning and administration.
  • Knowledge of applied mechanics, hydraulics, building mechanical systems, and electricity.
  • Ability to communicate effectively, both verbally and in writing, and to prepare written reports and record information using computer systems.
  • Ability to gather and analyze data from a variety of sources and make decisions accordingly.
  • Ability to analyze complex issues and develop new solutions.
  • Ability to instruct, direct, and evaluate employees.
  • Ability to read and interpret blueprints, engineering and architectural drawings and designs, mechanical drawings, engineering and architectural specifications, diagrams and other specifications.
  • Computer literacy and working knowledge of Microsoft Office (Word, PowerPoint, Excel) and spreadsheet applications software.
  • Must be able to possess and maintain a valid Michigan Driver’s License.
  • Must be able and available to work hours outside of standard office hours.

 

QUALIFICATIONS AND REQUIREMENTS:

  • The successful candidate will have a bachelor’s degree from an accredited college or university.   Specific degrees in facilities, aviation management, transportation, logistics management, or related are preferred.   Ten years progressively responsible experience including five years of management/supervisory experience; or an equivalent combination of education and experience to successfully perform the duties of the position as listed above.
  • The incumbent must be willing to carry a cell phone to respond to emergency situations during both assigned working and off-duty hours.

 

NOTES:

Candidate must be able to pass the required FBI fingerprint-based criminal history record check in addition to pre-hire and random drug and alcohol screenings.  Candidate must also maintain and maintain an appropriate level airport badge at all times.

CONTACTS:

This position has frequent contact with:

  • Airport staff, GFIA tenants, and TSA and FAA personnel to review work orders, coordinate maintenance requests, and verify completed work.
  • Union workforce reporting within this unit.
  • Federal and state agencies responsible for airline and airport safety and security to participate in audits and inspections and collaborate in implementing new rules and regulations facilities alterations or modifications and impacting new construction.
  • Purchasing staff on the administration of purchase orders, preparation of bid specifications, and review and approval of bids received.

 

PHYSICAL REQUIREMENTS:

  • Must possess sufficient auditory acuity with or without audio-logical appliances to hear pagers and two-way radios, to identify abnormal sounds caused by faulty mechanical and other operations and to hear warning signals on construction sites.
  • Must be able to tolerate exposure to inclement weather and extreme temperatures.
  • Must be able to access construction sites to inspect work in progress and completed work.
  • Must be able to access building features, fixtures and operating systems located at floor, shoulder and ceiling level and in confined spaces to assess failures, damage and/or deterioration and need for repair or replacement.
  • Must have sufficient visual acuity, with or without corrective lenses, to read blueprints, drawings, plans, etc., and to visually inspect existing structures, fixtures, furnishings and systems as well as new construction work.
  • Must be able to descend to ground or floor level to physically inspect lawns, pavement, floors and floor coverings, and other ground and/or floor-level features, fixtures and components of equipment and operating and security systems.
  • Must be able to wear protective equipment, including hard hat, hearing protection, and safety glasses, as required.
  • Must be able to tolerate exposure to extreme temperatures and inclement weather; dust, dirt and other airborne contaminants; chemical compounds commonly used in custodial maintenance of buildings and landscape/grounds maintenance; insulating, adhesive and other materials used in building construction; paint; and other substances commonly used in facilities maintenance and construction.

WORK ENVIRONMENT:

Work is performed on the airport campus at maintenance sites, office environments, construction sites, including hard hat areas.  The employee may be exposed to moving mechanical hazards; noxious fumes; dust, dirt, and other airborne particulates; blood-borne pathogens; cleaning compounds; solvents; detergents; noise; and other hazards; loud noises from airplane engines and airfield maintenance equipment; and moving aircraft in motion areas.
