Position Summary
Supervise, oversee, plan and coordinate all Double Eagle II general aviation activities to include non-air commercial operations; coordinate assigned activities with other divisions, outside agencies and provide staff assistance to higher level supervisory or management level staff.

Receive general direction from higher level supervisory or management staff.
Exercise direct supervision over supervisory, professional, technical and clerical staff.
Essential and Supplemental Functions
ESSENTIAL FUNCTIONS: Essential functions may include, but are not limited to thefunctions listed below. Must be able to perform the essential functions of thejob with or without a reasonable accommodation.
Coordinate the organization, staffing and operational activities for Double Eagle II airport services including airport maintenance, tenant leases and services, and general aviation traffic services.
Participate in the development and implementation of goals, objectives, policies, and priorities; recommend and implement resulting policies and procedures.
Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.
Direct, coordinate and review the work plan for airport services; assign work activities; monitor work flow; review and evaluate work products; meet with staff to identify and resolve problems.
Coordinate operations and maintenance of Double Eagle II airfields, facilities and tower facilities with the Air traffic control tower; ensure airfield compliance with Federal Aviation Administration regulations, safety guidelines, Emergency Plan Procedures and tenant requirements.
Ensure tenant compliance with applicable lease provisions; respond to tenant inquiries.
Participate in the planning function for future airport expansion, modification or improvement.
Inspect airport and airfield operations; initiate action to correct deficiencies.
Select, train, motivate and evaluate Double Eagle II personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
Participate in the development and administration of assigned budget; monitor expenditures; recommend adjustments as necessary.
Provide staff assistance to higher level supervisory or management level staff; and present reports and other correspondence as appropriate and necessary.
Coordinate Double Eagle II activities with those of other divisions and outside agencies and organizations.
SUPPLEMENTAL FUNCTIONS:
Perform related duties and responsibilities as required.
Represent the Department of Aviation for requests and inquires from the general public.
Minimum Education and Experience Requirements
Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.
Bachelor’s degree from an accredited college or university in public administration, business administration, or aviation management; and
Five (5) years of operational and/or managerial aviation experience; and
To include two (2) years of supervisory experience
Airport Certified Employee (ACE), or Certified Member (C.M.) Certification or American Association of Airport Executives Accreditation (AAE) preferred.
ADDITIONAL REQUIREMENTS:
Dependent on position may require a valid New Mexico Driver’s license and a City Operator’s Permit (COP).
Must be able to successfully qualify for and maintain a Sunport Access Control card as determined by the criteria set forth by the policies and guidelines of the Aviation Department and the Transportation Security Administration (TSA).
Successful completion of a security background check conducted by U. S Customs and Border Protection.

Methods and techniques of providing communications services within an airport environment
Operational characteristics of the Notice Airmen System (NOTAM)
Principles of supervision, training and performance evaluation
Pertinent Federal, State, and local laws, codes and regulations

Coordinate and oversee Fixed Base Operator (FBO) activities and Federal Aviation Administration Regulations (FAR) operations
Interpret and enforce lease agreements and compliance

Establish and maintain effective working relationships with those contacted in the course of work including a variety of City and other government officials, community groups, and the general public
Working Conditions
Environmental:
Office environment; airfield environment with exposure to noise, fumes and inclement weather conditions.
Physical:
Essential and supplemental functions may require maintaining physical condition necessary for walking, standing and sitting for prolonged periods of time.
