Position Summary 

Develop and deliver highly specialized federal security training programs tailored to meet the Aviation Department’s specific federal requirements.

Essential and Supplemental Functions 

ESSENTIAL FUNCTIONS: (Essential functions may include, but are not limited to the functions listed below)

Develop and deliver highly sensitive federal security training programs tailored to meet the Aviation Department’s federal requirements, ensuring full compliance with regulations.
Provide and coordinate Federal Aviation Administration (FAA) annual training; FAA part 139, and FAA part 1542 training including course schedules; prepare program event and material including flyers, schedules of events, pamphlets and brochures.
Conduct aviation specific security and airfield training for Law Enforcement Officers and Airfield staff to include; non-movement and movement area airfield driving, emergency and disaster response procedures, airfield inspections and standards, and incident investigation and documentation.
Administer and facilitate the required Transportation Security Administration (TSA) annual security training for all aviation personnel and airport staff, including tenants, airline employees, federal agency representatives, contractors, and individuals with airport identification media, as well as Kirkland Air Force Base personnel supporting air operations at the airport.
Research, develop and implement specialized aviation emergency-specific content training as necessary to address evolving operational needs and regulatory standards.
Develop and implement comprehensive new hire orientation and training program to ensure all new employees are effectively onboarded and understand Aviation policies and procedures.
Maintain records and develop reports concerning new or ongoing programs and program effectiveness; maintain records for training event attendance; participant progress; maintain and file training reports; prepare statistical reports as required.
Create detailed statistical reports on training completions and compliance, providing reports to the Aviation Director and TSA as required.
Monitor and evaluate the efficiency and effectiveness of training programs; recommend enhancements to training delivery, content, and program quality.
Recommend and assists in the implementation of training goals and objectives; implement training policies and procedures.
Participate in the development and administration of Aviation’s training budget; approve the forecast of funds needed for equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.
Design, lead and facilitate classroom, web-based and blended training sessions and special programs for assigned area.

SUPPLEMENTAL FUNCTIONS:
Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of Aviation services.
Ensure compliance with performance-based training standards.
Perform related duties and responsibilities as required.
Minimum Education and Experience Requirements 

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.

Bachelor’s degree from an accredited college or university in organizational training, adult learning theory, aviation, business administration; and

Five (5) years of experience as an organizational trainer in any combination of the following:

Aviation Security or Operations
Adult Education/Training
Occupational Safety

Experience in an aviation related field preferred.
Possession of an Airport Certified Employee (ACE) certificate preferred.

Additional Requirements:
Possession of a valid New Mexico Driver’s License, or the ability to obtain by date of hire.
Possession of a City Operator’s Permit (COP) within six (6) months from date of hire.

Must be able to successfully qualify for and maintain a Sunport Access Control Card as determined by the criteria set forth by the policies and guidelines of the Aviation Department and the Transportation Security Administration (TSA).
Successful completion of a security background check conducted by U.S. Customs & Border Protection, if applicable.
Possession of an Airport Trusted Agent Certification within six (6) months from date of hire.

Transport Security Administration rules and regulations
Emergency operations implementation, planning, procedures and emergency preparedness.

Occupational hazards and standard safety practices
Principles and procedures of record keeping, report preparation and modern office procedures, methods, and equipment

Environmental:
Office, classroom and small and large meeting rooms; airport environment exposure to inclement weather, fumes, noise, dust

Physical:
Essential and supplemental functions may require maintaining physical condition necessary for sitting or standing and walking for prolonged periods of time; extensive use of computer keyboard; operating a motor vehicle.
