ACI-NA and AAAE will be holding a two-day webinar workshop to discuss how to get started with an SMS program, developing an SMS implementation plan, how to staff an SMS program, and the latest from the FAA on their SMS programs.

Airport SMS Rulemaking Review/Update & Getting Started with SMS Development: Program Scalability, Best Practices/Lessons Learned

Part one of this session will provide a recap of the current FAA Supplemental Notice for Proposed Rulemaking (SNPRM) for Safety Management Systems (SMS) at Part 139 certificated airports. FAA Office of Airports staff will also provide a brief rulemaking status update and share some SMS observations.

The session will also highlight how an airport SMS program is not a ‘one size fits all’ concept. Rather, each program is uniquely tailored based upon an airport’s organizational culture, processes, procedures, size and overall complexity. Attendees will learn, from early airport SMS implementers, best practices/lessons learned on how to get started and overcome challenges related to creating an airport SMS program.

Developing an SMS Implementation Plan & Understanding Various Approaches to Gap Analysis

The SMS SNPRM requires an airport to submit an implementation plan to FAA within 12 months of the effective date of the final rule. This session will examine how to develop an implementation plan (aka Gap Analysis) that documents and compares existing elements of each SMS component, the level at which they are either compliant, emergent or gapped and then serves as the baseline to develop a road map of implementation tasks, processes and procedures along with a timeline that will get the airport into compliance with the proposed SMS rule. The session will highlight various approaches to conducting an SMS implementation plan/gap analysis to help give airports some background and tools for accomplishing this first deliverable with rulemaking.

Effectively Staffing Your Airport SMS Program: Where Do I Start?

Does your airport need a sole SMS Manager or perhaps additional support staff to effectively administer your airport SMS program? This session will examine the importance of performing staffing analysis to better determine your staffing level needs. Early airport SMS implementers will discuss lessons learned and best practices.  The session will also examine how to effectively develop a job description and define organization reporting for an airport SMS manager. Defining proper stakeholders for SMS Committees will also be covered.

Evaluating Technological Needs for Your Airport SMS Program

Can your airport’s existing technology support your SMS program or will your organization need to invest in technological solutions?  This sessions will examine the importance of performing an analysis to better understand technological requirements for your airport SMS hazard reporting database, as well as performing a gap analysis on existing technology support to understand if an existing solution could be modified to add an SMS module. The session will also highlight how to determine requirements specific to your airport for an SMS database when issuing/soliciting a request for proposal bids.
