A successful candidate must be detailed oriented and possess strong analytical skills.  The candidate must demonstrate experience in leading cost accounting, finance, financial software, and financial reporting projects.  The position also requires strong communications skills with comfort in reporting financial data to a project team. The successful candidate will be required to quickly acquire proficiency in financial and industry terminology.

Major responsibilities

·         Senior Advisor Assisting in the Management of Capital Finance Activities for O’Hare & Midway Airports.

·         Providing oversight for Capital Project Cash Management forecasts.

Working with the client and other consultants to track, update & provide information related to the capital improvement programs at the Airports.
Overseeing & updating the 5-Year CIP annually within the Capital Program Management database & producing the final report for publication.
·         Creating new projects, including scope, schedule, budget, & funding in the CIP system.

Making revisions to project scope, schedule, budget, & funding during the life of a project utilizing the Authorization of Baseline Change process.
Planning, organizing & directing the implementation of new funding sources for use in the CIP system.
Recording, tracking & reconciling funding sources to the applicable authorization & appropriation documents.
Monitoring project status, closing out projects in the system at completion, & obtaining proper approvals for closing out contract releases.
Responsible for accuracy & completeness of project related information in the system.
Prepare & provide Cost-By-Bond Reports for use in allocation of Debt Service in Rates & Charges.
Providing assistance to the client with year-end accrual of capital projects.
Provide regular & ad-hoc reports to the client & other stakeholders.
Other Requirements


Education: Minimum of undergraduate degree from accredited college of university in finance, accounting, construction management or engineering, business management or related field. Master’s Degree in a related field a plus.


Experience: Minimum of five years of experience with major project control systems management and coordination.


Other Qualifications:

Very proficient in Microsoft Office programs (especially Excel).
Excellent interpersonal, verbal and written (technical/financial) communication skills.
Knowledge of major aspects of procurement, construction, project controls and tracking, reporting and managing financial information.
Ability to manage multiple tasks involving various personnel from multiple organizations.
Ability to understand, analyze and manage complex data and develop logical solutions to problems.
Experience with airports and/or large governmental capital programs is desirable.
