Reporting to the Aviation Department’s Chief Commercial Officer (CCO), the Deputy Commercial Officer will participate in the development, and manage the implementation, of strategies for the preservation and enhancement of revenues at the Port Authority’s five-airport system including Transportation Revenues, Aviation Fees, Concessions Commercial Strategies and is responsible for leadership over Parking and Ground Transportation Management Program, Cargo and Airport Support Commercial Development, and, in coordination with the CCO, the management and oversight of Properties Development, Management and Lease Operations.
Transportation Revenue Programs
-Leads comprehensive parking and ground transportation management programs across the Port Authority’s airport system, including the ongoing evaluation of new product offerings to promote increased revenues and operational efficiency while also promoting customer perception of value for money.
-Guides the development, and oversees implementation, of strategies for parking yield management initiatives including pre-booking and dynamic pricing designed to promote increased revenues and congestion management with the goal of long-term development of in-house capability.
-Guides the development of and oversees implementation strategies for airport access initiatives designed to promote increased revenues and congestion management with emphasis on external agency collaboration, stakeholder engagement and consultation, and dynamic implementation adapted to ongoing development at our airports.
-Guides staff to ensure that contracts and initiatives are adaptable to meet changes in the airport ground transportation and parking industries, and maximize revenue generation opportunities created thereby.
-Guides staff to ensure that current and future unit contracts and permits support overall departmental strategies for effectively managing and maximizing revenue from parking and ground transportation, as well as ensuring that contracts are aligned with airport and departmental policies and goals.
-Collaborates with the Aviation Department’s Chief Experience Officer (CXO) to identify and implement initiatives for enhanced customer service in the provision of ground transportation and parking services.
Airport Commercial Development
-Leads, in coordination with the CCO and Assistant Director Aviation Development (ADAD) and the respective airport Managers, Properties and Commercial Development, the development of commercial strategies, and guides implementation plans, for development of ancillary commercial development at airports including hotels, office space, meeting centers, and other commercial offerings outside of terminals based on global best practices to optimize revenues, services to the airport community, and create alignment with the Aviation Business Plan and other agency objectives.
-Leads in coordination with the CCO, in the development of, and guides implementation plans for, initiatives for other innovative revenue opportunities.
-Assists the CCO and Assistant Director Aviation Financial Services (ADAFS), and coordinates with the respective airport Managers, Properties and Commercial Development, in the development of recovery fee strategies and negotiations of the cost recovery agreements with our airline partners in concert in revenue objectives and compliance with applicable FAA standards, including flight fees, air train, fuel fees, CHRP, and other recovery fees.
-Coordinates with ADAFS, ADAD and the respective airport Managers, Properties and Commercial Development, to lead in the development of airline rates and charges consultation packages and other financial and capital development reports to airlines and airline liaison offices with the goals of communicating the value proposition provided to airlines users, promoting transparency, and enhancing productive dialogue.
-Guides cargo revenue management, cargo planning, cargo capacity analysis
-Guides definition of future potential markets and implementation of a strategic market expansion strategy, identifies growth markets, and ensures correct market focus
-Guides allocation of resources to enable future agency growth in a new cargo portfolio of international partners and global customers, including airline cargo teams and freight forwarders
-Oversees the advancement of the air cargo agenda for the Aviation Department and guides the development and implementation of an air cargo business/marketing plan
Property Development, Management, and Lease Operations
-Assists the CCO and the respective airport Managers, Properties & Commercial Development in overseeing the development of lease negotiation strategies that maximize return on investment at Newark Liberty, JFK, LaGuardia, and Stewart Airports;
-Assists in negotiation, implementation coordination and leasing plan approvals in connection with major terminal redevelopment efforts at JFK, EWR and LaGuardia airports;
-Leads coordinated efforts with the respective airport Managers, Properties & Commercial Development in developing strategic space utilization plans in support of the department’s land use planning goals and a strategic plan for the long-term use and replacement of current facilities;
-Directs the implementation of courses of action on major policy issues relating to audit compliance, accounts receivable, lease administration and business development.
Concessions Commercial Strategies
-Assists the CCO and CXO, and coordinates with the Manager, Concessions Program, in developing commercial strategies for terminal concessions, advertising/sponsorships, on/off-airport rental cars, off-airport parking, and other ancillary concessions to optimize revenues and create alignment with the Aviation Business Plan and other agency objectives.
-Guides monitoring and evaluation of the concession program’s financial performance in coordination with the Manager, Concessions Program
-Coordinates with the CXO and CCO to develop strategic plans including recommendations for building and enhancing the Terminal concessions program
Candidates must present the following qualifications to be considered eligible for this position:
Bachelor’s Degree in Business Administration, Finance, Economics or a related field from an accredited college or university. Advanced degree in aviation management, business, or public administration is desirable.
Superior leadership and management abilities acquired through a demonstrated record of increasingly responsible jobs in the business, finance or real estate fields.
At least 10 years of progressively responsible experience in property and/or revenue strategies; or business or financial analysis
Ideal candidates will present the following profile:

-Demonstrated experience successfully directing all aspects of commercial strategic planning
-Demonstrated acumen in capital project management, redevelopment, and construction.

-Skill in developing market analyses to assess prospective new development.
-Ability to develop a strategic vision and comprehensive plans and objectives for complex business and real property negotiations and leasing agreements.
-Knowledge of airport concessions, commercial development projects at airports, including planning, project scope definition, and airline/airport operations.
-Knowledge of the commercial development real estate industry, including finance principles and the ability to apply these principles in analyzing business proposals.
-Experience interacting with multiple governmental agencies and officials with potentially significant divergent views.
-Proven track record to perform effectively under pressure and to resolve conflict constructively.
-Excellent leadership and motivational skills.
-Strong interpersonal skills with demonstrated ability to interact effectively with the workforce at all levels as well as external constituents.
-High level of integrity and dependability with ability to think on both a strategic and tactical level to develop long-term achievable plans.
-Knowledge of aviation industry
