The Billings Aviation and Transit Department

The Billings Aviation and Transit Department is seeking an Aviation and Transit Director. The Director of Aviation & Transit plans, directs and manages the City of Billings MET Transit System and the Billings Logan International Airport (BIL). This is highly responsible work coordinating the activities of both the Airport and Transit System with City departments and external agencies and providing administrative support to the City Administrator. The Director selects, trains and evaluates a number of highly responsible, senior managers in order to accomplish the Department’s work plan.

The Director selects, trains and evaluates a number of highly responsible, senior managers in order to accomplish the Department’s work plan. The Director evaluates performance and works with staff to maintain optimal performance levels, including assigning work, coordinating training, addressing performance deficiencies and implementing corrective actions. The Director works with subordinate leadership to develop and implement the Department’s goals, objectives, policies and priorities, and allocates resources, including grant awards, as needed. The Director meets regularly with managers to plan work, in alignment with departmental goals and objectives, identify and resolve issues, and evaluate department and employee performance.

The Director coordinates the Department’s activities with other City departments and external agencies including the FAA, FTA, FBI, TSA, DHS, EPA, and Secret Service and ensures compliance with FAA, FTA, and TSA regulations including certification requirements. The Director also provides assistance to the City Administrator, Assistant City Administrator and City Council. The Director prepares and presents reports as needed on a variety of topics. The Director provides direction to the Business Manager on contract negotiation and preparation with airlines, fixed base operators, hangar owners, tenants, airport concessionaires and governmental agencies. The Director regularly meets with community leaders regarding service improvements and enhancements.

The Ideal Candidate

The ideal candidate for this position will have a 4-year degree in Aviation Management, Business Administration, Public Administration or a related field, from an accredited college or university; 7 or more years’ experience in municipal airport management or the aviation industry; and 5 years’ management experience, including supervisory experience. The successful candidate should have a thorough understanding of airline rates and charges, as well as possess knowledge of public transit operations. A Master’s degree in Aviation Management, Business Administration, Public Administration or a related field and experience in a union environment are desired. Equivalent combinations of experience, training and education will be considered.

Salary & Benefits

The salary range for this position is $135,000 to $195,000 and is accompanied by a generous compensation and benefits package. A starting salary above mid-range is possible for the exceptional candidate.
