Position Overview

The Environmental Regulatory Compliance and Safety Manager position is multi-faceted and is responsible for Airport-wide leadership in the environmental arena including air, water, and waste program management.  This position is also responsible for Airport employee occupational health and safety.

The position is the primary interface with local, state and federal agencies as well as internal/external customers with respect to sustainable operations and the Airport Environmental Management System (EMS – ISO 14001).

 

The EMS program development and implementation is supported by up to five personnel and a single on-call consulting company.   All staff and support functions are direct reports to this position.  Additionally, the position supports operational decisions with regard to capital expansion, modification to existing operations, and is part of the Airport leadership team.   Candidate must be detail orientated, value team work and be a team player with good communication, analytical, organization, and time management skills.

This position manages assigned environmental programs for compliance with federal, state, regional, county city or airport system rules or regulations including areas involving:  (1) clean air, clean water, and hazardous waste; (2) assessment of facilities/sites and remediations; (3) industrial hygiene; (4) solid waste management; (5) recycling programs; and (6) other environmental areas.
The Environmental Manager plays a key role in the St. Louis Airport Authority culture and will support the environmental guiding principles consistent with City of St. Louis policy.  This manager leads in preparing and administering assigned environmental programs, analyzes regulatory requirements and reviews and comments on proposed legislation in assigned program areas.  This position reports to executive leadership.

Description of Duties:

 

Reports directly to the Deputy Director for Planning and Development
Serves as the point of contact and is responsible for the day-to-day operations for environmental and occupational health and safety matters for the Airport
Plans, assigns, organizes and directs the work of the following four existing subordinate positions:
Air Pollution Engineer II
Industrial Hygienist
Safety Officer II
Safety Officer II
Prepares the annual Service Ratings for subordinate employees in the Environmental Compliance and Health and Safety Department
Negotiates contracts for environmental consulting work
Supervises the on-call consulting staff that supplement the Airport staff
Prepares detailed work orders for both Airport staff and the on-call consulting staff
Conducts detailed scientific investigations relating to environmental matters
Identifies grant opportunities and prepares grant application documents to support current environmental and/or health/safety programs and/or to provide funding for additional programs
Responsible for drafting and submitting monthly and quarterly reports to the Missouri Department of Natural Resources for the Airport national pollution discharge elimination system permit
Responsible for drafting and submitting monthly reports to the Metropolitan Sewer District for the Airport industrial user sanitary discharge permit
Responsible for drafting and submitting annual Air Emissions Report to the Missouri Department of Natural Resources.
Responsible for drafting and implementing the annual update to the Airport Health and Safety Plan.
Responsible for drafting and implementing an annual update to the Airport Environmental Management System.
Responsible for the testing and remediation of potential environmental health hazards (i.e. asbestos, mold, lead based paint)
Responsible for developing and implementing employee safety training and environmental awareness classes and ensure that detailed training records are maintained for all Airport employees
Interfaces with Airport tenants and outside agencies regarding environmental issues
Ensures detailed records are maintained for all interactions with outside agencies
Presents and/or translates complex scientific data for consumption by non-scientists
Provides support for legal action related to environmental, health, or safety issues
 

Principal Accountabilities:

 

25% – Develop, improve, and champion implementation of the Airport Environmental Management System.

 

25% – Develop sustainable programs and people to support the Airport Authority business needs through EMS program implementation.

 

25% – Provide leadership and assist Airport operations to ensure compliance with all federal, state, and local environmental regulations and policies.

 

10% – Train all Airport personnel in the functions of the environmental management system (ISO 14001), and occupational health and safety systems, and coordinate all field activity preparations

 

10% – Promote the Lambert-St. Louis International Airport through involvement in community activities and professional organizations.

 

5% – Monitor, communicate, and report EMS issues and facility performance to Airport management, and federal and state agencies.

 

Minimum Qualifications

Bachelors degree in a technical discipline such as Environmental Science, Environmental Engineering, Chemistry, Biology or related field
Minimum of seven (7) years of progressive experience in Environmental field with supervisory background
Demonstrated knowledge of, and experience with, environmental regulations and occupational health and safety regulations
Effective communication (written, verbal, listening) skills
Demonstrated team building, coaching and conflict resolution skills
Demonstrated ability to execute and implement programs and projects without direct supervisory responsibility of the team
Demonstrated ability to interact with multiple levels of a facility and with outside agencies and customers
Proficient computer skills including Microsoft Office Suite
Demonstrated experience in program development and implementation of new and changing regulations
Preferred Qualifications

Masters degree in an environmental discipline
10 years experience in an Environmental field
Professional certification, such as CHMM, REP, CEP
Experience in the implementation of ISO standards (EMS-ISO 14001)
Airport experience
