Annual Range Compensation: $151,918 to $193,856

SFO’s Chief Development Office is responsible for the long-term development, design & construction of all Airport capital projects which includes overseeing the Airport’s Capital Improvement Plan (CIP).   The Capital Planning and Program Controls (CPPC) Manager is responsible for developing and leading a cohesive, program-wide controls approach to monitoring and reporting on project schedules, budgets, and risks, and requirements for program information/documentation.  Responsibilities include development of processes and procedures for contract change orders, progress payments, and contract amendments or modifications, and, oversight of Federal Aviation Administration (FAA) reimbursement agreements, development of project budgets and forecasts, and monitoring project expenditures. This position will also provide controls oversight and management of all projects in the CIP, including: reporting to Executive Management and the Airport Commission on the overall status, progress, and health of the CIP; performing program risk assessments and analyses; overseeing cost control and cost modeling; developing tools and processes for use in the execution of projects; providing guidance to project teams to assist in issue resolution; overseeing the development, implementation and maintenance of Unifier, the Airport’s centralized project management information system; and liaising with Airport Business & Finance regarding capital planning, cash flow/funding needs, and other general coordination needs.

Qualifications

Education: Possession of a baccalaureate degree from an accredited college or university. AND

Experience: Six (6) years of increasingly responsible professional level experience in budgeting, finance, or contract administration including at least three (3) years of experience supervising professionals.

Substitution: 

Education Substitution: Additional qualifying experience as described above may be substituted for the education requirement on a year for year basis for up to two (2) years.  (One year of work experience is equal to 30 semester or 45 quarter units).

Experience Substitution: Possession of a Master’s degree from an accredited college or university may substitute (1) year of the required experience (but may not substitute for the required supervisory experience).

Desirable Qualifications

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.

  • Two or more years of experience in developing a Capital Improvement Program for a governmental agency.
  • Two or more years of experience in developing standardized program management processes and procedures.
