The position reports to the Airport Manager, Planning and Environment in the Planning and Environment Section. The Senior Airport Planner has the responsibility under direction to direct and supervise reporting professional and technical staff.  The incumbent also directly manages the development of comprehensive plans and programs for utilization of land and physical facilities by the Department of Airports, and ensures objectives and goals for such efforts are met.  The Senior Airport Planner serves as project manager on a variety of projects involving land use planning, development, and facilities inspection in order to perform planning, monitoring, and evaluation assignments unique to airport development and improvement.  This position has both strategic and operational responsibilities to ensure the success of the Sacramento County Department of Airports.  The Board of Supervisors recently approved an update to the Airport Master Plan for Sacramento International Airport, and this position will be directly involved in bringing Master Plan projects forward for implementation.  The Department of Airports is updating its Sustainability Management Plan and this position will support that priority task as well.

Planning and Environment Section

The  Planning and Environment Section of the Sacramento County Department of Airports is responsible for development and updating of airport master plans, airport layout plans, airport land use compatibility plans, passenger and operations demand forecasts and coordinates with other sections on the Department’s annual Capital improvement Program and the annual submission to the FAA of the Airport Capital Improvement Program for consideration for federal and state grants.  The section is also responsible for project environmental review under  state and federal environmental regulations, sustainability planning and program coordination, noise management  and hazardous wildlife management.  Senior Airport Planners will have the opportunity to work, lead and mentor staff in a variety of planning, environmental and sustainability disciplines.

KEY RESPONSIBILITIES INCLUDE:

Supervising professional and technical staff.

Guiding staff in the application of principles, practices and techniques of airport planning and local, state and federal laws and regulations relating to airport development, operation and environmental compliance and sustainability.

Monitoring and incorporating current trends and statistics affecting airport planning.

Collecting, analyzing, interpreting, and evaluating data relating to planning for airport development and airspace capacity.

Integrating environmental review and sustainability considerations early into the planning process and ensuring reporting staff do so as well.

Preparation and presentation of comprehensive reports and presentations on airport planning issues to department leadership and local officials.

Leading the solicitation and selection of consultants.

Communicating effectively in writing and orally with private and public officials and consultants on a variety of technical topics.

Preparation and administration of contracts, budgets and grants.

MINIMUM QUALIFICATIONS

Two years experience in the class of Airport Planner in Sacramento County service.

Or

Five years of experience in airport planning or in construction planning and management.
