Reporting to the Director of Planning and Engineering, this position will be responsible for the airport’s planning, grant, and environmental programs.
-Develops planning programs, compiles and analyzes planning data. Plans and directs team-oriented planning projects. -Manages and coordinates consultant led planning projects.
-Researches and prepares reports and plans to support complex issues, such as the Airport Master Plan and Airport ——Improvement Program (AIP) purpose and need statements, site and area development planning, compatible land use planning, airfield capacity, terminal capacity, sustainability plans, Part 150 documentation, facility and infrastructure requirements analyses, project programming, facility use surveys and analyses.
-Reviews development on and off airport for compliance with applicable planning and FAA rules and regulations.
-Oversees the development of the Capital Improvement Plan over a 5, 10 and 20-year horizon.
-Prepares reports and informational material including the creation of presentations.
-Presents plans to appointed and elected officials for review and approval.
-Prepares preliminary sketches and maps of future projects.
-Manages the airport environmental program.
-Completes state and federal grant applications.
-Coordinates with state and federal agencies throughout the life cycle of planning projects.
-Collaborates with Finance to maintain working planning documents.
-Presents plans to appointed and elected officials for review and approval.
-Prepares computer-aided design and drafting (CADD) airport layout concepts, plans and drawings.
MINIMUM QUALIFICATIONS
Bachelor’s Degree required in aviation management, planning, engineering, architecture, construction management, or a closely related field.
Thorough knowledge of the theories, methods and procedures involved in planning, with an emphasis on aviation planning.
Airport Planning: Knowledge of principles, practices, and regulations related to airport planning.
Knowledge of the Federal Aviation Administration’s Advisory Circulars in airport master planning and airport design criteria.
Computer-aided design and drafting: proficient at AutoCAD to facilitate airport planning.
Considerable knowledge of the principles and practices of airport or local government administration, land use regulation, and comprehensive planning.
Experience working with the Airport Environment Review process (NEPA).
Orientation toward teamwork and the ability to lead and coordinate the work of project planning efforts.
Ability to prepare complex planning analyses and comprehensive reports.
Ability to establish and maintain effective public relations and working relationships.
Excellent public speaking and professional writing skills.
Ability to demonstrate initiative and self-motivation in a rapidly changing work environment.
Ability to maintain a customer service orientation in all circumstances.
PREFERRED QUALIFICATIONS
Bachelor’s degree plus five years of experience or an equivalent combination of education and relevant work/industry/military/job specific experience that provides the necessary knowledge, skills and abilities to successfully perform the major job duties and responsibilities.
Master’s degree preferred. Experience in the field of aviation and planning, with some experience in project management is preferred.
Experience working with Federal Aviation Administration (FAA), Transportation Security Agency (TSA) and the Virginia Department of Aviation (DOAV) or other state aviation agency.
Professional certifications such as AAAE, ACE, AICP preferred.
