Pay Grade:                 $105,000 – $120,000 annually

SUMMARY The Director of Planning identifies and prepares capital and operating plans and programs needed to maintain safe and efficient airport facilities.  Manages consultants in the preparation of airport master plans and airport system plans.  Ensures that all identified plans and programs conform to Federal Aviation Administration (FAA) airport design standards. Develops and manages the preparation of plans, project scopes, cost estimates, and project schedules for capital projects and programs for a medium hub (Rhode Island T. F. Green International Airport) and five (5) general aviation airports.  Coordinates and communicates capital projects and programs with federal, state and local agencies, as well as users, tenants, and the public.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

Serves as planner for Rhode Island T.F. Green International Airport and five (5) general aviation airports.
Direct and manage capital improvement program (CIP) projects that maintain safe and efficient airport facilities.
Prepare Scopes of Work for Airport System Plans, Airport Master Plans and Special Studies for all six (6) RIAC airports.
Lead teams in development of airport master plans, airport system plans, and other airport planning and development studies.
Analyze airport facilities, oversee passenger and operations forecasts, and develop future development alternatives/scenarios that will allow each airport to meet current/future role within Rhode Island  and New England aviation systems
Develop project scopes, formulate schedules and establish cost estimates for capital improvement projects.
Work closely with RIAC Commercial Programs, local communities, and airport stakeholders to identify, encourage, and promote airport development, and balance compatible aviation development and state economic goals with local community concerns and environmental fiscal stewardship.
Work with PVD air carriers, airport tenants, TSA, FAA, and RIAC Operations and Maintenance to develop solutions to facilitate passenger growth and improve overall passenger experience, including passenger screening and checked baggage security and airport operations safety and efficiency.
Lead the vegetative obstruction removal program at all six (6) airports to include the acquisition of easements.
Provide project management, evaluation and quality assurance for AMP/ASP studies
Coordinate with: RIAC offices, FAA Regional Office, RI Statewide Planning Office, DEM, Community, and Other Special Interest Groups.
Assist developers who propose private development on or adjacent to the airport for compatibility with the Airport Layout Plan (ALP).
Evaluate Airport System Plan and Airport Master Plans project recommendations to develop justification, scope, and schedule for CIP.
Coordinate CIP with FAA Region and manage CIP to ensure progress.
Manage and conduct Airport Land Use Compatibility Planning studies.
Foster and facilitate community participation and engagement with sound insulation and land acquisition.
Administers consultants and contractors for sound insulation and voluntary and mandatory home purchases.
Principal office to monitor flight track activity and responds to local noise complaints.
When requested, serve on consultant selection committees.
Act as RIAC representative serving on the RI Transportation Advisory Committee (TAC).
Other related duties may be assigned.

EDUCATION/EXPERIENCE

Bachelor’s degree in Planning, Engineering, Urban Studies, Aviation Management or related field.
Minimum of five (5) years of experience in aviation and/or project management required.
