Sr Manager Aviation Maintenance – Electrical & Electronics

PURPOSE:
Responsible for leading the development of and executing the strategies for the business functions and employees of the Electrical and Electronics section of the Aviation Maintenance Department.

ESSENTIAL FUNCTIONS:
This list is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and duties performed.  Essential duties and responsibilities may include, but are not limited to, the following:

  • Lead, coach, and mentor a diverse group of technical managers and crew setting clear goals and expectations, managing performance and employee development in a safe and effective manner.
  • Develop and manage Aviation Electrical & Electronics section annual expense budget, as well as the large and small capital budgets.  Work with other department leaders to develop the overall Maintenance budget.
  • Lead the AV Maintenance Department’s efforts, collaborating with ICT, Information Security, Physical Security and Internal Audit, to ensure the cybersecurity of the technology systems and industrial controls systems at the Airport.
  • Lead Continuous Process Improvement efforts (CPI) in the Electrical and Electronic Systems section for customer facing systems utilizing process improvement tools, metrics, key performance indicators (KPI) and other department data to improve overall performance and customer satisfaction.
  • Represent Maintenance on a variety of facilities and airfield projects.
  • Actively participate in collective bargaining negotiations for represented workforce in this section.
  • Responsible for staying current with organizational, departmental and regulatory policies, procedures, compliance directives to ensure the department meets all regulatory requirements.
  • Provide leadership for and direct maintenance resources during planned emergency preparedness and unplanned response events.
  • Develop and maintain productive, positive relationships with stakeholders, government agencies, customers and internal partners such as Operations, Facilities and Infrastructure, Commercial Management, Labor Relations, Human Resources and Development, Information and Communications Technology and the Legal department, etc.
  • Maintain awareness and operational flexibility to adapt and respond to the airports ever changing conditions and the demands of a 24/7 facility.

KNOWLEDGE, SKILLS & ABILITIES: 
Knowledge of maintenance practices, activities and processes for large facilities.  Knowledge of preventive, predictive, and corrective maintenance programs. Knowledge of and ability to interpret various city, state and federal regulations governing the work to ensure regulatory compliance and worker and customer safety. Knowledge of labor relations. Knowledge of Information Security policy, practices and procedures.

Skilled in establishing and maintaining effective relationships with management, internal and external customers and partners, peers, direct reports and crew. Skilled in contract negotiation and other labor relations activities. Strong organizational skills. Skilled in mentoring coaching and leading direct reports. Strong budget development and management skills including development of staffing models. Skilled in assessing, communicating and solving problems and presenting findings. Skilled in development of metrics and key performance indicators and ensure the effective use of resources. Skilled and comfortable in affecting change within the organization.

Ability to self-motivate, motivate direct reports and lead work teams. Ability to assume leadership and command during emergency situations. Ability to develop long term strategic plans to align with Division and Port goals. Ability to reach out and collaborate with varied and numerous department resources. Ability to communicate clearly and effectively with external and internal stakeholders. Ability to collaborate effectively with external and internal departments, groups and organizations to gain buy in and support. Ability to prioritize the multiple and varied competing demands placed on the organization.

QUALIFICATIONS:
Combination of education and experience demonstrative knowledge, skills and abilities equivalent to:

  • Bachelor’s Degree in Engineering Construction Management, Business or related field; and
  • Five (5) years of progressively responsible in operations, maintenance or management developing and implementing strategic goals.

PREFERRED QUALIFICATIONS:

  • Master’s Degree; and
  • Ten (10) years of progressively responsible in operations, maintenance or management developing and implementing strategic goals in large hub airport.
