Manages Port-tenant contractual obligations, maintains the sanitation and operational effectiveness of all Airport Dining and Retail units.  Manage all operational facilities issues within the Airport Dining and Retail tenant spaces, as well as, create policies and procedures to assure the maintenance of the Airport Dining and Retail units.

This list is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and duties performed.  Essential duties and responsibilities may include, but are not limited to, the following:

Program Business Development

  • Solicit new business proposals (RFQ/RFP), negotiate financial terms and execute new lease agreements/contracts.
  • Work with existing tenants to expand offerings that increase sanitation.
  • Negotiate lease terms with new tenants and develop lease documents for Legal review prior to execution.  Develop proposals for new or modified leases contract language in order to facilitate better manageability by Port staff.
  • Develop market relationships to ensure quality outreach events to reach viable  prospective businesses to partner with ADR on maintenance, janitorial, and sanitation of ADR units.
  • Direct efforts of Port-contracted marketing consultants in the targeted project work
  • Execute procurement processes for the hiring of consultants to support the ADR program.

Lease, Tenant and Facilities Management 

  • Manage day-to-day and long-term facility sanitation in concessions locations airport-wide.
  • Facilitate resolution of concessions facilities sanitation issues.
  • Collaborate with the Airport Dining and Retail tenant Facilities Manager and/or Store Manager to maintain concise records of all sanitation and UPM audits, repairs, cleanings, inspections and code violations of each concessions unit.
  • Engage tenants to participate in Port environmental programs (recycling and composting, other waste management).
  • Assure contract compliance for all Facility Sanitation issues in each concessions unit.
  • Responsible for walking airport concourses and interacting with all airport tenants and stakeholders (concessionaires, airlines, service providers, etc) to answer questions and preform audits.
  • Identify sanitation issues with in tenant spaces and notify and follow up with appropriate airport staff.
  • Conduct regular and ongoing audits of tenant spaces to assure sanitation standards are being met and addressed.
  • Leads the tenant facilities maintenance program to assure oversight of equipment and infrastructure in tenant units from the initial construction/renovation through day-to-day operations.
  • Manages all preventive and emergency maintenance issues and maintains concise records for historical documentation, reference and lease compliance.
  • Initiates collaboration with other Aviation Division groups on resolving tenant problems with potential operational impacts, and provide knowledge of operational requirements and base building conditions.
  • Initiates the development of policies and procedures for tenants and acts as an advisor to on-site managers in the care and operation of their facilities.
  • Oversees timely inspections of units for cleanliness, maintenance, wear/tear, facility or equipment deterioration or malfunction and safety/health issues. Ensures proper maintenance and cleaning of all equipment and infrastructure systems, including detailed inspections of all cooking equipment and coordination with the Port Fire Department for review and approval. Ensures compliance to all regulatory and code policies by reviewing all the inspection reports submitted to the Port by the tenants’ maintenance contractors.
  • Responds to facility issues (fire alarms, water leaks, drain clogs, HVAC incidents etc.), performs investigation, issues incident reports and oversees resolution/compliance by the tenant.
  • Coordinates with AV Facilities and Infrastructure, AV Building Department, AV Fire and Labor & Industries to assure ADR tenants equipment is in and remains in compliance with the code.

Quality Assurance Program Support

  • Maintains complete and concise records for all repairs, cleanings, inspections, code issues and violations for every location.
  • Develops and tracks inspection forms for cleaning, maintenance, close-outs of operations and new unit openings.
  • Provides documentation related to the tenant obligation to maintain the main infrastructure systems.
  • When requested provides technical advice to tenants and recommends a course of action.
  • Conducts training sessions with tenant staff on actions to be taken after receipt of inspection reports, or when use of Port-managed facilities change.
  • Maintain tracking of all emergency situations and their resolutions.
  • Maintain all as-built drawings for tenant units as build-outs and renovations

Knowledge of ADR lease agreements and mechanisms for enforcement of lease provisions; sanitation practices, and ADR facilities auditing.  Knowledge of: Concessions units design with the ability to assist tenants in best practices and facility requirements for food & beverage and retail operations; knowledge of hazardous materials and sanitation and pesticide best practices.

Ability to demonstrate effective negotiation and conflict management skills and a cooperative team-player work style. Ability to write concisely and clearly for a variety of mediums such as lease correspondence, procurement scopes of work, concessions promotional materials. Ability to prepare presentations, deliver information verbally for small and large groups of internal or external audiences. Analyze sales data for trends and forecasting, weigh airport operational needs with revenue goals and create and monitor budgets.  Use Microsoft Excel to develop and analyze multi-sheet linked financial analyses.

Ability to multi-task and effectively manage projects.  Demonstrate ability to effectively develop and analyze business cases and to analyze and scrutinize proposal (RFP or other) responses. Demonstrate excellent customer service skills, willingness to act in situations requiring immediate solutions for passengers, tenants or the airport. Collaborate with and advocate for tenants while maintaining accountability to the Port.  Assess and show sensitivity regarding conflicts inherent with the Port as a political and business entity, accountable to the public. Demonstrate entrepreneurial ability in order to develop new concession opportunities.

Combination of education and experience demonstrative knowledge, skills and abilities equivalent to:

  • Bachelor’s Degree in Public Administration, Business or related field; and
  • Five (5) years of experience work directly with airport concessions and development or airport operations.


  • Master’s Degree in Public Administration or related field;
  • Five (5) years of experience working directly with airport concessions in an airport environment;
  • Pesticide/SPI License and/or
  • Hazard Management Experience
