The Senior Manager of Landside Commercial and Operations will oversee the public and private transportation programs that take thousands of passengers to and from the airport. You will oversee the operations and metrics of public parking, ground transportation, and rental car programs and systems at PDX. In addition, we will look to you to provide long-term strategic direction and planning for each landside commercial area including project development, sponsorship, oversight and management of impacts to airport customers, operators, and operations.

* This position is classified as FLSA exempt, therefore it is not eligible for overtime compensation for hours worked in excess of a 40-hour work week  

Summary of Essential Responsibilities 

  • Oversee the PDX rental car business and operation.
    • Communicate with corporate level executives on sensitive and critical issues.
    • Direct staff to resolve tenant issues regarding lease, service standards and operational concerns.
    • Direct the development and implementation of programs to increase Port revenues.
    • Ensure tenant compliance with all federal safety and security directives in coordination with internal stakeholders.
  • Oversee strategy and operations of the parking system.
    • Direct strategic marketing programs designed to increase profitability of PDX parking products, enhance customer service, and utilize existing parking capacity to the most efficient usage.
    • Develop strategies to maximize customer satisfaction and commercial potential and minimize operation costs.
    • Ensure the parking system is operating consistent with relevant business plans
  • Oversee strategy and operations of PDX ground transportation to ensure a coordinated program of public commercial transportation into and out of the airport.
    • Liaison with Operation to ensure operating areas comply with the City of Portland, ODOT, and airport ordinances and policies.
  • Provide input as key stakeholder to the Terminal Roadways Management Plan for the use of the terminal roadway by ground transportation operators, parking shuttle buses and airport valet operations.
  • Initiate, lead or participate in Port teams to plan transportation, rental car, and parking improvements needed to support Port goals; participate in roadway, parking, and technology projects during the planning.
  • Set financial targets and objectives for landside commercial business.


Minimum Requirements/Skills and Abilities 

  • Bachelor’s degree in business management, airport management, transportation engineering/planning or related field is required. Master’s degree is preferred.
  • At least five (5) years experience in functional related area with at least three (3) year’s mid-level managerial experience in all or some combination of:
    • Operation of a comprehensive ground transportation system for a major airport
    • Management of revenue controlled parking systems
    • Development and administration of complex contracts or administrative systems
    • Organization and management of a complex program or system requiring high level analytical skills
    • Experience communicating with and working effectively with a diverse range of customers or stakeholders
      Or the equivalent combination of education and/or relevant experience
  • Valid driver’s license is required
  • Must be able to pass a criminal history records check and security threat assessment to obtain and maintain a PDX Security Badge is required.
