Airport Operations Manager

The Airport Operation Manager contributes to the Port of Bellingham mission as one of four duty managers (managing
Airside, Landside, Terminal, and General Aviation & Training) and is primarily responsible for the administrative
management of the day-to-day Airport Operations including oversight of the following airport programs: Airfield,
security access control system oversight, Airport Security Program, training, parking vendor contract oversight,
website/social media posting, advertising media organization, Ground Transportation Service Operators (GTSO)
program, noise abatement, storm-water, and wildlife programs.
The Operations Manager implements and enforces tenant lease agreements, operating agreements, service contracts,
airport rules and regulations, airport minimum standards, and standard operating procedures. Knows and understands
funding mechanisms including AIP, PFC’s, and CFC’s. Coordinates maintenance work orders, capital projects and
administers the airport operating and Capital budgets and related precursor activities, and federal and/or state grants.
The Operations Manager is the primary point of contact for federal, state, and local agencies, as well as tenants and the
public. This position reports to the Director of Aviation and may be assigned to act in that capacity. Supervises the
Airport Rescue Firefighters/Airport Operations, airport maintenance, and administration work groups. Applicant must
successfully pass a Criminal History Records Check (CHRC) and Security Threat Assessment (STA).
This role will be responsible on-call after hours on a rotating basis to manage FAR Part 139 airport operations and
security, including TSA 1542 compliance, facility and grounds maintenance, and general aviation programs.
