REPORTS TO:         Vice President of Operations

 

FLSA STATUS:        Exempt

JOB SUMMARY

The principal purpose of the Chief of Police is to assume full management responsibility for all Airport Police services and activities. As the highest-ranking officer at a police department, this person must maintain utmost integrity and serve as the appropriate example to all Mobile Airport Authority (MAA) team members, passengers and all other business contacts; diligence must be exercised when handling confidential or security-related information. Position warrants considerable independence and initiative in decision-making regarding overall security and law enforcement options. Position requires a high level of technical and managerial accuracy, developing the department Standard Operating Procedure (SOP) in accordance with aviation laws and regulations and MAA mission and vision statement. Position is responsible for preserving the peace, enforcing laws and regulations, and protecting life and property through command of a police department; foster a mission and vision within the department that places customer service as a high priority when assisting passengers and visitors within an airport environment. The position will oversee and enforce airport compliance with the Federal Aviation Administration (FAA), the Transportation Security Administration (TSA) and other outside agencies including federal, state and local law enforcement.

 

JOB RESPONSIBILITIES

 

Manage the development and implementation of Airport Police goals, objectives, policies, and priorities for each assigned service area.  Plan and coordinate the restructure of the existing Dispatch program to the new Airport Operations Communications Center (AOCC).  Review, and implement airport and regulatory policies and procedures in accordance with the FAA and TSA.  Manage and participate in the development and administration of the Airport Police Department budget.

Serve as liaison for the Airport Police Department with other internal departments and outside agencies and organizations including TSA, FAA, FBI, Secret Service, DEA, and other local law enforcement agencies.  Cooperate with federal, state, and local law enforcement agencies in detecting and investigating criminal activities and insuring the security of airport staff, tenants, airport facilities, and customers.  Manage and supervise the team members of the police department, police dispatcher and traffic.  Develop and implement a training program for staff.

Establish performance standards, provide personnel coaching and evaluations.  Hold regular departmental meetings to keep team members and peers informed of important information. Promote team planning, review activities and open communication with departmental staff.

 

Prepare and review departmental reports. Present reports to Executive Team.  Respond to and resolve difficult and sensitive citizen inquiries and complaints, including making arrests, conducting surveillance, and appearing in court.  Participate in a variety of public safety activities.  Conduct a variety of organizational studies, investigations, and operational studies.

Plan and coordinate security and law enforcement activities for special events.  Assume command during emergency law enforcement situations and direct team members in the handling of those situations.  Direct law enforcement activities and implement airport police duties under the Airport Emergency Plan in order to assist airport operations and airport fire departments with overall site security and law enforcement during airport emergency events.

Establish, within airport policy, appropriate service and staffing levels and allocate those resources accordingly.  Assess and monitor workload, administrative and support systems, and internal reporting relationships.  May be subject to recall 24 hours a day in the event of an emergency or requiring event.  Responsible for any other duties as may be assigned from time to time.  Perform other job-related duties as assigned.

QUALIFICATIONS REQUIRED

 

Knowledge, Abilities and Skills

Knowledge of the principles and practices of effective management including leadership, motivation, communication, conflict resolution, performance coaching, and evaluation.

Proficiency in the use of a personal computer is necessary, including skills in Microsoft Word, Excel, Access, or Windows.  Must have the ability to prioritize and organize.  Excellent verbal and communication skills.  Thorough knowledge of principles, practices, procedures, and equipment used in law enforcement activities.  Thorough knowledge of applicable federal, state, and local laws and ordinances and FAA and TSA regulations preferred.  Knowledge of Incident Command Systems (ICS) as they relate to law enforcement response to various situations to help incorporate other responders such as Airport Authority Fire and Rescue, Airport Operations, and other Airport Authority work/group units preferred.  Skill and knowledge in the use of lethal force, less than lethal force, weapons, equipment, and related field law enforcement techniques to direct, and be able to apply appropriate level/type of force.

 

Minimum Training and Experience

Ten (10) years of law enforcement, with a minimum of four (4) years of supervisory experience.

 

A bachelor’s degree in police science or a related field can be substituted for three (3) years of law enforcement experience or an associate degree in those fields can be substituted for Two (2) years of total experience. Possession of or ability to obtain a valid Alabama Driver’s License and be insurable.  Certification as a Law Enforcement Officer issued by the Alabama Peace Officer’s Standards and Training Commission Required.

 

Physical and Environmental Requirements

Must possess the physical ability to perform strenuous physical activities such as pursuit, apprehension, and arrest of suspects.  Ability to engage in sustained physical exertion and performs work under adverse conditions and maintains physical fitness pertinent to the work.

Noise level exposure in this work environment is usually moderate.  Job is performed in a variety of settings depending upon seasonal activity.  Exposure to outside weather conditions with occasional direct contact with outside weather conditions.  Physical ability to use personal protective equipment is required.  The job requires relocation from one job site to another.  Requires frequent bending, twisting, stooping, or turning.  Occasional lifting up to 50 pounds is necessary.

Must be able to drive to various locations on the premises.  Must possess the visual and mental acuity to prepare data and statistics, operate a computer, make visual inspections, do extensive reading and operate a variety of law enforcement equipment.  Consistent mental attention needed to respond safely and efficiently.  Exposed to normal office and airport aviation environment.

This position may require, but is not limited to, weekends, holidays, rotating shifts, and overtime.
